That a survey be initiated to determine if the affected residents desire to prohibit overnight parking (Section 22-175 of the West Covina Municipal Code) on Doublegrove Street from Willow Avenue to Siesta Avenue. Motion by 2nd by to approve disapprove hold over ENVIRONMENTAL MANAGEMENT 2) Waste Collection Consumer Price Index (CPI) Rate Adjustment and Multi -Family Per Unit Rate Service Adjustment It is recommended that the City Council approve: 1. The schedule of rates, incorporation a CPI increase of 5.33% for commercial and residential waste collection services effective July 1, 2003; and/or 2. Approve multi -family per unit rate services adjustment Option I, adjusting all bin -service multi -family complexes to commercial bin rates, spreading the shortfall of ` $5,626.17 per month ($67,514.04 annually) equally to all residential and commercial accounts. Direct staff to send the off-street parking issues regarding utility trailers to the Planning Commission. 2. Direct staff to send the on -street parking issues to the Traffic Committee for review.
