That one -hour limit on street parking along the frontage of 919 North
Sunset Avenue be implemented.
Traffic Committee Recommendation:
That parking adjacent to 919 North Sunset Avenue be designated as
one -hour time limit parking.
II. Request of West Covina Unified School District
That a temporary school bus loading zone for school days be established at
Monte Vista Elementary School on the north side of Eldred Avenue east
of Orange Avenue.

That a temporary school bus loading zone for school days be
established at Monte Vista Elementary School on the north side of
Eldred Avenue east of Orange Avenue.
11I. Request of West Covina Unified School District
That the school crossing guard be temporarily relocated to the intersection
of Orange Avenue and Puente Avenue from the intersection of Puente
Avenue and Nora Avenue.
Traffic Conunittee Recommendation:
That the school crossing guard at the intersection of Nora Avenue and
Puente Avenue remain until the number of pedestrians using each
crossing can be verified when school resumes in September and
brought back to the Traffic Committee if necessary.
IV. Request of the City of West Covina
That the channelization of eastbound Plaza Drive and southbound
California Avenue be modified.
Traffic Committee Recommendation:
That the channelization of southbound California Avenue be modified
by changing the through lane to a left -turn and through lane.
That the channelization of eastbound Plaza Drive be modified by
changing the left -turn only lane to a left -turn and through lane.
V. Request of the City of West Covina
Review on -street parking on the north side of Cameron Avenue adjacent
to Cameron Park.
Traffic Committee Recommendation:
That the existing parking restriction remains as it exists.

Insurance Coverage
It is recommended that the City Council appropriate $37,117 from the
Self -Insurance Reserve Account 4361-320-2831-6411 for payment of an
additional $10 million in General Liability Insurance coverage placed
through the Big Independent Cities Excess Pool (BICEP).
Miscellaneous — Community Services
h) Replacement of Two Leased Bus Fleet Vehicles With
Two City -Owned Vehicles Purchased Through an MTA Grant
It is recommended that the City Council:
1. Authorize the execution of the Grant Agreement between the City
of West Covina and the Los Angeles County Metropolitan
Transportation Authority (MTA) to purchase two Thomas
(DamilerChrysler) SLF (CNG) transit vehicles from Buswest that
will replace two existing leased vehicles with City -owned vehicles
for the purpose of City's bus fleet expansion through an MTA
Grant. The requested funds of $550,000 would be expended from
Proposition A — Account #121-320-2452-7170 and $138,000 in
required matching from Proposition C — Account #122-320-2452-
7170.
2. Authorize staff to execute an annual bus maintenance contract with
Buswest (a division of Los Angeles Truck Center, LLC) for a total
$330 per month per vehicle expended from Account #121-320-
2452-7170.

i) Covina Lakes Development/Hillcrest Lakes Associates —
Owner Participation Agreement
It is recommended that the City Council adopt the following resolution:
