This ordinance would approve a zone change from "Neighborhood Commercial" to "Specific Plan No. 20" which would allow for the development of 35 single-family homes at Orange and Badillo. The effective date of this ordinance, once adopted, will be June 5, 2003. ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING ZONE CHANGE NO. 02-05 (Orange/Badillo) 3) Award of Bids a) Award of Bid for the Fire Alarm System for Cameron Park Community Center/Gym (Project No. BP-033090 It is recommended that the City Council accept the bid of HCI, Inc. — Security Integration Division of Norco, California, in the amount of $13,960 submitted at the bid opening on April 24, 2003, and authorize the Public Works Director/City Engineer and City Clerk to execute the contract. b) Award of Bid for Special Test and Inspection Services for Cameron Park Community Center/Gvm (Project No. BP-03309D) It is recommended that the City Council accept the bid proposal of Smith - Emery Laboratories of Anaheim, California, in the not to exceed amount of $28,162, and authorize the Public Works Director/City Engineer to issue a purchase order for the work to be done. c) Award of Bid — Independent Auditing Services It is recommended that the City Council award a contract to Conrad & Associates to provide auditing services for fiscal years 2002/03 through 2006/07. 4) City Treasurer's Report (receive & file) Report for the month of March 2003 05.06.03 2 City Council Agenda for 05/0610 B) CONSENT CALENDAR (consent) 5) Miscellaneous — Human Resources a) Increase in Public Safety Employees' Retiree Health Benefit Contributions Per Memorandum of Understanding It is recommended that the City Council adopt the following resolution enabling implementation of this benefit change. Authorize staff to sign the necessary GEM Vehicle Use Agreement with BKK for the City's Waste Management Enforcement Agency's landfill inspection and parking on site. k) Approval to Serve Alcohol at the West Covina Senior Center and _Waiver of Facility Rental Fees It is recommended that City Council approve the following: l . Approve the West Covina Police Officer Association (Association) to serve beer and wine at a picnic, using the inside and the patio area of the West Covina Senior Center, scheduled to be held on May 18, 2003 from 7 a.m. until 7 p.m. 2. Waive the balance of the facility rental lees in the amount of $780.
