B) CONSENT CALENDAR
1) Ordinance for Adoation (waive reading and adopt)
On November 19th the City Council introduced the following ordinance to amend
the existing municipal code section enforcing the National Pollutant Discharge
Elimination System (NPDES) permit requirements.

2) Traffic Committee Minutes of November 5, 2002 (accept and file)
I. Request ofJ. Kenneth Lund, West Covina resident:
That a stop sign be installed on northbound Hollencrest Drive at Casa
Linda Drive.
Traffic Committee Recommendation:
That a stop sign be installed on north and southbound Hollencrest Drive at
Casa Linda Drive and on westbound Casa Linda Drive at Hollencrest
Drive due to sight distance.
That speed limit signs with radar -enforced plates be installed on north and
southbound Hollencrest Drive.
That W 17 "Stop Ahead" sign and rumble strips be installed on north and
southbound Hollencrest Drive.
That the Police Department increase speed enforcement as feasible.

That passenger -loading zones for school days be established at Orange-
wood Elementary School on the east side of Orange Avenue between

Traffic Committee Recommendation:
That passenger -loading zones for school days be established at
Orangewood Elementary School on the east side of Orange Avenue
between southerly entrance to the school's parking lot and the school's
southerly boundary.
Ill. Request of West Covina Residetnt on Morris Avenue:
That the traffic condition on Morris Avenue from Pacific lane to Puente
Avenue be reviewed.
Traffic Committee Recommendation:
That multi -way stop signs be installed at the intersection of Morris
Avenue and Swanee Lane.
That the radar trailer be utilized to make drivers aware of their vehicle
speed along Morris Avenue, and that the Police Department increase
speed enforcement as feasible.
That speed limit signs with radar -enforced plates be installed on Morris
Avenue.
That traffic conditions be re-evaluated after the installation of traffic
control measures.
IV. Request of several West Covina residents:
That a stop sign be installed on northbound Inman Road at Larkwood
Street.
Traffic Contnnittee Recommendation:
That a stop sign (RI) and Stop Ahead sign (QW17) be installed on
northbound Inman Road at Larkwood Street.
V. Request of West Covina Charles Tsang:
That no parking on street sweeping days be implemented on Peggy Court
from Pauline Street southerly to the end of the street.
Traffic Committee Recommendation:
That parking be prohibited on Peggy Court from Pauline Street southerly
to the end of the street on the firs and third Fridays of each month form
7:00 am to 3:30 pm for street sweeping purposes.
VI. Request of the City of Covina:
That in accordance with the provisions of the California Traffic Manual,
the following speed shall be established by ordinance along Workman
Avenue.

That in accordance with the provisions of the California Traffic Manual,
the following speed shall be established by ordinance along Workman
Avenue:
Between westerly City Limits and Citrus Street: 30 mph

V11. Request of Katherine Castucci, West Covina Resident:
That the traffic condition on Walnut Creek Parkway from Glendora
Avenue to Lark Ellen Avenue be reviewed.
Traffic Committee Recommendation:
That the radar trailer be utilized to make drivers aware of their vehicle
speed along Walnut Creek Parkway and that the Police Department
increase speed enforcement as feasible.
That white edge line striping be installed on Walnut Creek parkway
between Glendora Avenue and Lark Ellen Avenue.
That speed limit signs with radar -enforced plates be installed on Walnut
Creek Parkway.
That traffic conditions be re-evaluated after the installation of traffic
control measures.
Vlll. Request of Grace Garner of the West Covina Unified School District.
That a student drop-off and pick-up area and school bus loading zone be
relocated at California Elementary School.
Traffic Committee Recommendation:
That a student drop-off and pick-up area and school bus loading zone be
relocated at California Elementary School.
3) Award of Bid
a) Custodial Maintenance and Janitorial Services of the Civic Center
Buildings, Community Education Center, Fire Administration, and
the Annex (Project WC-BCS-3)
It is recommended that the City Council take the following actions:
1. Accept the bid from Come Land Maintenance Company, Los
Angeles, in the amount of $357,988.47 ($71,597.69 per year) for a
five-year period under the Building Maintenance Contract
(Account No. 110-320-2331-6130), as submitted at the bid opening
of October 29, 2002.
2. Authorize the Public works Director/City Engineer and City Clerk
to execute an agreement with Come Land Maintenance Company.
b) Award of Contract for Master Plan/Amendment to the Master Plan,
Phase One and Two for Maverick/Ridge Rider, Cortez, Shadow Oak
and Galster Parks and Aroma Parkauet
It is recommended that the City Council take the following actions:
1. Establish Project No. CSMP-01 for the development of Master
Plans/Master Plan Amendments.
2. Appropriate $15,710 in Park Bond Land and Water Conservation
Grant Funds Account, Number 143-320-XXXX-7700 for the
Development of Master Plans and Master Plan Amendments
(CSMP-01).
3. Authorize expenditures for the development of Master Plans and
Master Plan Amendments from Account Numbers:
• 161-320-3103-7700 in the amount of $ 5,000.
• 152-320-3243-7700 in the amount of $25,000.
• 152-320-3242-7 700 in the amount of $ 5,000.

It is recommended that the City Council approve an amendment to the
City Manager's employment contract as a result of his one-year
anniversary performance evaluation.

d) Approval of Request of $3,650 by Mount San Antonio College
(Mt. SAC) for Transportation Shelter
Staff recommends that City Council appropriate the $3,650 request by Mt.
SAC from Proposition "A" fund balance account 121-320 for the City's
portion to purchase a transit shelter for disabled students attending Mt.
SAC.
