3) Traffic Committee Meeting Minutes of October 15 2002 (accept & file)
Request from West Covina resident J. Kenneth Lunch that a stop sign be
installed on northbound Hollencrest Drive at Casa Linda Drive resulted in
the following Traffic Committee recommendation.
That a stop sign be installed on westbound Casa Linda Drive at
Hollencrest Drive.
That speed limit signs with radar enforced plates be installed on
Hollencrest Drive.
That SW4-1 "Watch Downhill Speed" sign be installed on Hollencrest
Drive.
That white edge line striping be installed along the 130-foot radius
curve.
That W81 warning signs (Chevrons) be installed along the 130-foot
horizontal curve.
That the radar trailer be utilized to make drivers aware of their
vehicle speed along Hollencrest Drive and that the Police Department
increase speed enforcement as feasible.
That speed survey be conducted after the completion of proposed
traffic control improvements.
Il. City initiated request that bus loading zones be established on south side
of Lakes Drive between Glendora Avenue and Lakes Drive, and on the
west side of Glendora Avenue between Walnut Creek Parkway and Lakes
Drive resulted in the following Traffic Committee recommendation:

4) Award of Bids
a) Award of Bid for Purchase of Two Compressed Natural Gas (CNG)
Vehicles and Authorization to Apply for Local Government Match
It is recommended that the City Council take the fol
actions:
1. Award the purchase of two Ford E250 Vans to Villa Ford, using
restricted AB 2766 vehicle replacement fund 119-320-2319-7160; and
2. Adopt the proposed resolution authorizing the submittal of an
application to the Alternative Fuels Subvention Fund Match Program
for partial reimbursement of the cost of the vehicles.

It is recommended that the City Council:
l . Authorize an appropriation of $5,000 in 127-320-2110-6469 (in order
to spend the recent donation for the Police Department's Explorer
Program).
2. Authorize the Finance Director to make Future appropriations and
related budget entries for these restricted donations in the appropriate
amounts as they arise.

c) Approval of Request to Serve Alcohol at an Anniversary Celebration
Reception at the Senior Center
Staff recommends the approval of a request by Mr. & Mrs. Juan Herrera to
serve beer and wine at their 25'h anniversary celebration, scheduled at the
West Covina Senior Center, on November 30, 2002, from 6 p.nl. until 12
midnight.

1) Selection of Civic Center Water Fountain Art Designer

1. Accept the proposal submitted by Claudio Banzer of Viamala Design, Los
Angeles, and authorize payment in the amount of $45,000 from account 1 14-
320-3302-7500 for the design and construction of the Civic Center Water
Fountain Improvements; and
2. Authorize the City Manager and City Clerk to execute the contract for
services.
