The amounts claimed had not been determined at the time of presentation. The conditions of approval have been met and the owners are requesting final map approval. Service Avenue (mini storage facility). William G. Sommerville posted a work Performance Guarantee for the on - site and off -site improvements at 901 West Service Avenue. Since the work was completed, he is requesting release of the guarantee. It is recommended that the City Council accept all on -site and off -site improvement for Precise Plan No. 880R1, and authorize the release of Certificate of Deposit No. 004/40099435-6 by World Savings Bank in the amount of $139,000. b) Release of Performance Guarantee for Precise Plan No. 884 Location: Hollenbeck Avenue and Garvey Avenue South. Penske Motor Cars posted a work performance guarantee for the on -site and off -site improvements at the auxiliary parking lots located at the southwest corner of Hollenbeck Avenue and Garvey Avenue South. Since the work was completed, Penske is requesting release of the guarantee. It is recommended that the City Council accept all on -site and off -site improvement for Precise Plan No. 884, and authorize the release of cash deposit by Penske Motor Cars in the amount of $51,000 from Account No. 550-240. 08.06.02 4 Council Agenda 08/06/02 • • C) CONSENT CALENDAR (continued) 6) Minutes from Traffic Committee Meeting of July 16, 2002 I. Request by West Covina resident Luis Castillo that traffic conditions on Vine Avenue between Glendora Avenue and Azusa Avenue be reviewed resulted in the following Traffic Committee recommendations: That existing speed limit signs (R2) be replaced by larger speed limit signs (R2) with "Radar Enforced" sign and new larger speed limit signs with "Radar Enforced" sign be installed at mid -blocks along Vine Avenue between Glendora Avenue and Azusa Avenue. That warrants for a multi -way stop are not met, therefore, a multi - way stop at the intersection of Vine Avenue and Pima Avenue is not justified. That 30 feet of red curb be installed on Vine Avenue at Pima Avenue. That the Police Department increase speed enforcement as feasible. That the radar trailer be utilized to make drivers aware of their vehicle speed along Vine Avenue from Glendora Avenue to Azusa Avenue. H. A City initiated request that centerline striping be installed on Wednesday Drive, Tuesday Drive, Stephanie Drive, and Giano Drive resulted in the following Traffic Committee recommendation: That centerline striping be installed on Wednesday Drive, Tuesday Drive, Stephanie Drive, and Giano Drive. That the speed limit signs on Wednesday Drive, Tuesday Drive, Stephanie Drive, and Giano Drive be increased in size, and that the Police Department increase speed enforcement as feasible. 7) Award of Bid Street Rehabilitation Work on Bus Route Streets Project No. SP-02111 Five bids were received and opened on July 24, 2002, for the rehabilitation work on various bus route streets. The lowest responsive bid is $1,979,340.07 from Silvia Construction, Inc. of Rancho Cucamonga, California. It is recommended that the City Council take the following actions: 1. Establish Project No. SP-02111. tj Authorize to transfer the following funds to Project No. SP-02211. 3. Accept the bid of Silvia Construction, Inc. in the amount of $1,979,340.07 as submitted at the bid opening on July 24, 2002, and authorize the Public Works Director/City Engineer and City Clerk to execute an agreement with Silvia Construction, Inc. for the work to be done. 08.06.02 5 Council Agenda 08/06/02 • • C) CONSENT CALENDAR (continued) 8) City Treasurer's Report (receive & file) Report for the month of June 2002 9) Miscellaneous — Community Services a) Award of Bid for CDBG Consultant Services This report requests authorization to enter into a three-year contract with consultants Castenada and Associates to provide Community Development Block Grant (CDBG) consultant services. It is recommended that the City Council authorize the Community Services Director to enter into a three-year contract with consultant Castaneda and Associates in the amount not to exceed $20,000 per year for the completion of the Action Plan and Consolidated Performance and Evaluation Report and consulting services. Miscellaneous — Police Department b) New BJA Local Law Enforcement Block Grant The BJA Grant Advisory Board recommends using the new BJA Local Law Enforcement Block Grant to fund important public safety activities, including part-time background investigators, back -to -school traffic enforcement & community policing overtime, LEXIS/NEXIS service, police equipment, and special training. It is recommended that the City Council take the following action: 1. Approve the spending breakdown of the new BJA Grant (a total of $115,714, including the match) as follows: • $10,714 into 135-320-2112-5112 for part-time positions for DARE service and background investigations; • $25,000 into 135-320-2112-5113 for special community policing overtime activities; • $20,000 into 135-320-2112-6110 for LEXUS/NEXUS. • $25,000 into 135-320-2112-6270 for CEC action. • $25,000 into 135-320-2112-7160 for public safety equipment, including radios. • $10,000 into 135-320-2112-6050 for supplemental police training and the mandatory BJA grant recipient training. 2. Accept the $104,143 federal grant, and authorize the transfer of $11,571 from 110-320-2110-5113 (Police Department overtime) as the required local cash match to Fund 135. 3. Authorize the future appropriation of interest earned under this grant. It is recommended that the City Council authorize the payment of the San Gabriel Valley Council of Governments' dues in the amount of $29,184 from the following accounts: Transit and Transportation program fee (Prop. A & C) of $13,092 to be paid out of Account No. 121-320-2440-6120. 2. Air Quality program fee (AB 2766) of $13,092 to be paid out of Account No. 119-320-2319-6120. 3. General Fund fees of $3,000 to be paid out of Account No. 110- 320-2640-6087. Miscellaneous — Personnel Services d) Approval of New and Revised Class Specifications Staff is recommending City Council approval of new classifications for Economic Development/Housing Manager, Economic Development Specialist, Administrative Technician, Deputy City Clerk, Social Services Specialist, and Lifeguard; and approval for the revised class specifications for Community Services Coordinator and Lifeguard/Instructor. It is recommended that the City Council review and approve: 1. The new class specifications for Economic Development/Housing Manager, Economic Development Specialist, Administrative Tech- nician, Deputy City Clerk, Social Services Specialist, and Lifeguard. 2. The revised class specifications for Lifeguard/Instructor and Community Services Coordinator. PUBLIC SAFETY - COMMUNICATIONS 1) Proposed Lease Agreement with AT&T This report presents a proposal from AT&T Wireless Services to lease space to establish a wireless communications facility in the southeast comer of Cameron Park near the corner of Cameron Avenue and Lark Ellen Avenue. The facility would consist of a cellular tower and associated ground equipment. It is recommended that the City Council direct staff to proceed in negotiating a lease agreement with AT&T to locate a Wireless Communications Site in Cameron Park. The agreement to be contingent upon AT&T obtaining the approval of a Conditional Use Permit by the Planning commission and Planning Department. In order to participate in the business -meeting portion of the conference, the City Council should designate on of its members as the Voting Delegate and another as the alternate. It is recommended that the City Council designate a voting delegate and an alternate for the League of California Cities. Motion by 2nd by to MAYOR'S REPORTS 1) Establishment of a Housing Authority SPA Mayor Touhey would like the City Council to discuss and consider the establishment of a Housing Authority JPA in the East San Gabriel Valley. The Authority would be responsible for funding below market interest rate loans for government employees to encourage them to purchase homes close to their jobs. It is recommended that the City Council provide staff with direction regarding this matter. Attached are the agendas and highlights of these meetings. It is recommended that the City Council receive & file this informational report.
