This ordinance is now being presented for second reading. To implement the changes, the following ordinance needs to be adopted: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REVISING AND AMENDING THE WEST COVINA MUNICIPAL CODE AS IT RELATES TO CAMPAIGN CONTRIBUTION REPORTING REQUIREMENTS b) Establishment of Speed Limit on Hillside Drive At the City Council meeting of March 19, 2002, the City Council introduced an ordinance that would establish the speed limit of 35 mph on Hillside Drive from Citrus Street to Westridge Drive. This ordinance is now being presented for second reading and adoption. It is recommended that the City Council adopt the following ordinance: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE —-CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES OF STATE LAW MAXIMUM SPEEDS 04.02.02 2 Council Agenda 04/02/02 • • C) CONSENT CALENDAR (continued) 3) Award of Bids Five -Year Extension of the Tree Maintenance Contract In May 1997, West Coast Arborists, Inc. of Anaheim was awarded a one- year contract for tree maintenance services with an option of four annual extensions. On April 17, 2001, the City Council granted a fourth one-year extension of this contract. West Coast Arborists has requested a five-year contract extension with no increase in the contract amount. It is recommended that the City Council take the following actions: 1. Waive the formal bidding process per Section 2-333(i)(2) of the West 'Covina Municipal Code and extend the existing contract for an additional five -years at no increase in the contract amount. 2. Authorize the City Manager and City Clerk to execute an agreement with the West Coast Arborists, Inc. of Anaheim. 4) Traffic Committee Minutes - Meeting of March 19 2002 (receive & file) I. Don Dwyer, West Covina resident, requested that parking on Foxdale Avenue from Workman Avenue to Del Norte Street be restricted to permit only parking on weekdays from 7:00 a.m. to 6:00 p.m. Traffic Committee recommended: That permit only parking on weekdays from 7:00 a.m. to 6:00 p.m. be implemented on Foxdale Avenue from Workman Avenue to Del Norte Street. II. Erla Smith, West Covina resident, requested that no parking on street sweeping days be implemented on Chalburn Avenue from Swanee Lane to Puente Avenue. Traffic Committee recommended: That parking be prohibited on Chalburn Avenue from Swanee Lane to Puente Avenue on the first and third Tuesday of each month from 7:00 a.m. to 3:30 p.m. for street sweeping purposes. 5) Miscellaneous — Public Works a) Street Cut Moratorium — Ordinance Introduction This ordinance will regulate street cuts in newly improved streets with provisions for emergency circumstances. The adoption of the ordinance is proposed for April 16, 2002.It is recommended that the City Council take the following actions: 1. Introduce the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADDING SECTION 19-66 TO THE WEST COVINA MUNICIPAL CODE SECTION 19 - STREETS, SIDE -WALKS, AND PUBLIC PLACES, REGARDING THE STREET CUT MORATORIUM ON NEWLY IMPROVED STREETS, ALLEYS AND PUBLIC PLACES (RENOVATED) 2. Set April 16, 2002, as the date for the adoption of the ordinance. 04.02.02 3 Council Agenda 04/02/02 • • C) CONSENT CALENDAR (continued) 5) Miscellaneous — Public Works (continued) b) Caltrans Sound Wall and Garvey Avenue Encroachment ADDroval The State of California Department of Transportation has proposed the construction of a sound wall along Garvey Avenue North between the Grand Avenue undercrossing and the east City limit. The City Council is required to approve a deviation from the minimum street width standards. It is recommended that the City Council approve the reduction of travel - way from 32 feet to 28 feet between exterior curbs as proposed by Caltrans. c) Emergency Repair of Fire Pumper Truck An emergency purchase order in the amount of $28,126.84 was issued on December 6, 2001, for the repair of Fire Station No. 1 pumper truck, which required a replacement of the engine with a factory, remanufactured engine. It is recommended that the City Council approve the payment of Purchase Order No. S001025, to Valley Detroit Diesel Allison in the amount of $28,126.84. d) Tract No. 25572 — Adopt Resolution Designating City Owned Property for Street and Highway Purposes A one -foot lot at the end of a street is dedicated to the City in fee simple by the developer to guarantee the continuation of that public street when the adjacent property is subdivided. Upon the subdivision of the adjacent parcel, the one -foot lot now owned by the City needs to be dedicated for public street purposes for proper access to adjacent subdivision, Parcel Map No. 26324. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DEDICATING CERTAIN CITY OWNED PROPERTY TO PUBLIC STREET PURPOSES TO BE KNOWN AS PRICEDALE AVENUE AND ACCEPTING SAME AS A PUBLIC STREET AND DIRECTING THE RECORDATION THEREOF e) Maintenance Districts Nos. 4, 6, and 7 — Preliminary Approval of the Engineer's Report and the Resolution of Intension At the February 19, 2002 meeting, the City Council adopted resolutions ordering the Engineer's Reports. It is proposed that the City Council adopt resolutions preliminarily approving the Engineer's Reports for West Covina Landscape Maintenance Districts Nos. 4, 6, and 7 and declare its intention to levy and collect assessments within the districts for Fiscal Year 2002-2003 and set the date of June 4, 2002 for the Public Hearings. The assessment rates for Districts Nos. 4, 6, and 7 are proposed to remain the same as currently established. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, OF ITS INTENT TO ADOPT AND ENFORCE THE CABLE FRANCHISE CUSTOMER SERVICE STANDARDS PROVIDED FOR IN THE FEDERAL COMMUNICATIONS REGULATIONS SECTION 76309 Miscellaneous — Finance Department g) Surplus Vehicles This is a request that the City Council declare as surplus equipment City vehicles that are no longer cost-effective to operate, and authorize staff to dispose of the surplus vehicles through sale at public auction as provided for in the Municipal Code. The fund allocation will be for the fiscal year 2001-2002 and fiscal year 2002-2003. Each of the two funding cycles will be approximately $30,929, for a total award of approximately $61,958. The grant will be used for the promotion and education of recycling and litter cleanup activities of beverage containers. It is recommended that the City Council authorize the Environmental Management Director to apply for the California Department of Conservation's Division of Recycling grant for the 2001-2002 and 2002- 2003 fiscal year funding cycles and adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA APPROVING PARTICIPATION IN THE CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION GRANT FOR THE FUNDING CYCLE FOR FISCAL YEAR 2001-2002 AND FUNDING CYCLE FOR FISCAL YEAR 2002-2003 i) Resolution Authorizing 2002/2003 Enforcement Assistance Grant Application The California Integrated Waste Management Board (CIWMB) has an Enforcement Assistance Grant Fund Allocation for Local Enforcement Agencies (LEA'S). The fund allocation for the City of Wet Covina for fiscal year 2002-2003 will be approximately $15,000 for each of the two cycles — EA 12 and EA 13 — for a total award of approximately $30,000. The Grant will be used for the inspection and monitoring of the BKK Landfill. It is recommended that the City Council authorize the Environmental Management Director to apply to the California Integrated Waste Management Board for the Enforcement Assistance Grant and adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR AN ENFORCEMENT ASSISTANCE GRANT FOR THE TERM OF GRANT CYCLE EA12, JUNE 30, 2002 TO JUNE 30, 2003 AND GRANT CYCLE EA13, JULY 1, 2002 TO JUNE 30, 2003 FOR FISCAL YEAR 2002-2003 Miscellaneous — Police Department j) Purchase of Mobile Data Computers (MDCs) with State Grant Funds The Police Department requests City Council approval for the replacement of Mobile Data Computers (MDCs) in all Patrol vehicles. Because of the compatibility and integration issues, the Police Department requests a waiving of the bid process. Suitable State grant funds will pay for this. Waive the formal bidding process and authorize the Police Department to purchase the MDC replacement system (including hardware, modems, and software, for a total of $302,457.76) that fully integrates with West Covina's CAD/RMS, as follows: • 40 "Tracer" MDCs from the sole -source manufacturer, Datalux, for $233,536.71, including tax and shipping. . • 40 Sierra Wireless CDPD Modem packages from the lowest vendor, MicroAge, for $40, 312.30, including tax and shipping. • 40 RADCOM Mobile Software packages with licenses by the sole - source manufacturer Public Safety Technologies, Inc., for $28,608.75, including tax and shipping. 2. Appropriate $63,593 from the balance of Fund 194 to 194-320-2110- 7160 as the 2001 State California Law Enforcement Equipment Program (CLEEP) Technology grant, to cover these items. 3. Appropriate a total of $233,457 from the balance of Fund 155 to 155- 320-2110-7160 as the 2000 State Supplemental Law Enforcement Services Fund (SLESF) grant. The remaining $5,407.76 will come from already appropriated SLESF funds. Motion by 2"d by to receive and file. 04.02.02 9 Council Agenda 04/02/02 • • M) COUNCILMEMBERS' REPORTS (continued) 4) Resolution to Relocate Parole Office The City Council established a Parole Office Subcommittee to coordinate and lead the efforts to oppose the expansion of the parole office located at 1837 W. Badillo Street in the City of West Covina. As a result of the Subcommittee's action, the State of California Department of Corrections is not expanding the parole office. The Subcommittee wishes to relocate the parole office to a more appropriate location. It is recommended that the City Council approve the following resolution and request that other cities approve similar resolutions.
