Claimant is seeking reimbursement for personal property that was destroyed by the West Covina Police Department. b) Gloria Inclan vs. City of West Covina On January 22, 2002, the City Clerk's Office received an application for leave to present a late claim for personal injuries. The amount of claim had not been determined at time of presentation. 4) Miscellaneous — Community Services a) Application for the Fifth Supervisorial District Open Space Grant Program Staff is requesting authorization to apply for the Fifth Supervisorial District Grant program via the attached Resolutions to fund two (2) different projects, with maximum grant requests not to exceed $175,000 per project involving open space acquisition, trails, and soccer fields. It is recommended that the City Council adopt the following Resolutions: RESOLUTION NO. - RESOLUTION OF THE COUNCIL OF THE CITY OF WEST COVINA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT EXCESS FUNDING FOR THE BIG LEAGUE DREAMS PROJECT RESOLUTION NO. - RESOLUTION OF THE COUNCIL OF THE CITY OF WEST COVINA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT EXCESS FUNDING FOR THE GALSTER PARK TRAILS PROJECT Miscellaneous — Personnel Department b) New Class Specification for Risk Manager The City Council is requested to review and approve the new class specification for the position of Risk Manager. C) CONSENT CALENDAR (continued) Miscellaneous — By Department (continued) 4) Miscellaneous — Public Works c) Ordinance Introduction to Implement Traffic Committee Recommendation for Establishing Speed Limit of Hillside Drive from Citrus Street to Westridge Drive Based upon an Engineering and Traffic Survey of Hillside Drive from Citrus Street to Westridge Drive, the City's Traffic committee has recommended establishing a 35 mph speed limit. It is recommended that the City Council initiate the establishing of the speed limit on Hillside Drive from Citrus Street to Westridge Drive by introducing the following ordinance: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 22-132 OF THE WEST COVINA MUNICIPAL CODE RELATING TO DECREASES OF STATE LAW MAXIMUM SPEEDS Miscellaneous — Police Department d) Continued Participation in FAST Helicopter JPA The Police Department requests City Council approval for continued participation in the Foothill Air Support Team (FAST), funded from the State Supplemental Law Enforcement Services Fund (SLESF) grant, at no cost to the General Fund. It is recommended that the City Council: 1. Appropriate $66,440 from Fund balance of Fund 155 to 155-320- 2110-7160. (The remaining $151,557 will be considered separately in an upcoming report) 2. Approve the continued participation in the FAST Helicopter JPA and authorize the payment of $66,440 to the Pasadena Police Department from 155-320-2110-7160. Miscellaneous — Environmental Management e) BKK Landfill Closure Plans Status Report This is an updated report on the Status of Plansfin- BKK Landfill Closure and other related BKK matters. It is recommended that the City Council receive and file this report. Miscellaneous — City Manager's Office f) Parole Office Resolution A City Council Parole Office Subcommittee was formed in order to coordinate and lead the efforts to oppose the expansion of the parole office located at 1837 W. Badillo Street in the City of West Covina. As a result of the Subcommittee's meeting with other cities, it was suggested that all cities impacted by the parole office expansion approve the resolution attached to the staff report.
