b) Donald Guvton vs. City of West Covina
On July 19, 2001, the City Clerk's Office received a claim for property
damage in the amount of $15,000. Claimant is seeking reimbursement for
costs he incurred to repair his truck.

The Los Angeles County Department of Community and Senior Citizens
Services requires an annual application for cities to receive funding for
senior nutrition programs. Staff is seeking authorization to reapply for
these Funds for the Senior Citizens Nutrition Program. It is recommended
that the City Council adopt the following Resolution:

c) Used Oil Block Grant
This is a request for the City Council to authorize the Environmental
Management Director to submit an application for the Used Oil Recycling
Block Grant for fiscal year 2002/2003 to the California Integrated Waste
Management Board (CIWMB). The grant will be used for the promotion
and education of used motor oil collection and recycling. It is
recommended that the City Council authorize the Director of
Environmental Management to submit an application for the Used Oil
Recycling Block Grant for fiscal year 2002/2003 to the California
Integrated Waste Management Board and adopt the following resolution:

approval of the recommended budget adjustments. It is recommended that
the City Council approve the revenue and expenditure adjustments
discussed in this report.
e) Comprehensive Annual Financial Report (CAFR)
The City's Comprehensive Annual Financial Report for Fiscal Year 2000-
2001, which has been audited by Caporicci, Cropper and Larson, CPAs,
will be presented.
f) Annual Finance Report — Public Finance Authority
Transmitted herewith are the financial statements and related audit report
for the West Covina Public Financing Authority (A Joint Powers
Agreement) for the fiscal year ending June 30, 2001. Staff recommends
that the City Council receive and file the accompanying JPA June 30,
2001 Annual Financial Report. Staff recommends that the City Council
receive and file the City's Comprehensive Annual Financial Report for
fiscal year ending June 30, 2001.
g) Annual Report - 2000-2001 Fiscal Year — Redevelopment Agency
The City Council will review the Annual Report of the Redevelopment
Agency for Fiscal Year 2000-2001, which includes the Agency financial
audit, as certified by Caporicci, Cropper & Larson, independent auditors.

1) Historical House at Heritage Park
At the request of the City Council, Hess Engineering, Inc. has completed a
structural survey of the Historical House at Heritage Park. The City Council is
being requested to provide direction on this matter. It is recommended that the
City Council approve the repairs to the Historical House at Heritage Park as
identified by the firm of Fless Engineering, Inc. and take the following actions:
1. Approve the expenditure of $10,000 from City Buildings Termite Repair
(110-320-3001-7500) and $15,000 from Park Buildings Termite Repairs (161-
320-3201-7500) for this project.
2. Transfer of $19,900 from City Yard Fuel Island (110-320-3769-7900) into
Account No. 110-320-3294-7500 to be used for this project,
3. Approve the transfer of $45,000 from Unappropriated Construction "fax Fund
Balance into Account No. 161-320-3294-7500 to be used for this project,

1) Rose Float 2003 — Funding and Contract
On February 5, 202, the City Council accepted the invitation for the City of West
Covina's 2003 Rose Float event. Staff seeks direction in regard to the funding of
the float and contracting a builder for the design and construction of the 2003
Rose Float. It is recommended that the City Council:
1. Provide staff direction on a funding option and appropriate $120,000 to
account 4110-320-2349-6206 to fund the float construction;
2. Provide staff time and transportation support at the same level as the previous
year;
3. Forego any further procedures to review additional float construction
proposals and approve by a majority vote the waiving of the formal bidding
process pursuant to W.C.M.C. § 2-330; and
4. Authorize the City Manager to enter into an agreement with Charisma Floats
for the design and construction of the 2003 Rose Parade Float for an amount
Lip to $100,000 with a payment schedule, as previously detailed. (See
Attachment #3).

Requirements to the WCMC
The City Council will consider the adoption of an ordinance imposing stricter
campaign contribution reporting requirements on candidates and officeholders
than those currently required by the Political Reform Act, as suggested by
Councilmember Touhey at the last Council meeting. This is a policy matter
therefore staff direction is requested. If the City Council desires to approve this
