The zone change is being proposed in conjunction with a re -subdivision of a 4.8-
acre site into eleven single-family residential lots (increased from nine lots)

At the Council meeting of January 8, 2002, the City Council introduced an
ordinance to repeal Section 15-32 of the West Covina Municipal Code, the
prohibition of the sale of "Saturday Night Specials." This ordinance is now being
presented for second reading and adoption. It is recommended that the City
Council adopt the following ordinance:

3) Traffic Committee Minutes (accept & file)
I. West Covina resident Gladys Wilkerson's request that no parking on trash
pick-up days be implemented on Fircroft Street from Vine Avenue south
to the end of the cul-de-sac resulted in the following recommendation:
That parking be prohibited on Fircroft Street from Vine Avenue
south to the end of the cul-de-sac on every Tuesday of each week from
8:00 a.m. to 5:30 p.m. for trash pick-up purposes.
II. West Covina resident Herbert Soberanis' request that no parking on street
sweeping days be implemented on Susanna Avenue from Mobeck Street
to Cameron Avenue resulted in the following recommendations:
I. That parking be prohibited on Susanna Avenue from Mobeck
Street to Cameron Avenue on the second and fourth Monday of
each month from 7:00 a.m, to 3:30 p.m. for street sweeping
purposes.
2. That a survey be initiated to determine residents desires regarding
over night parking restrictions on Susanna Avenue from Mobeck
Street to Cameron Avenue.

a) Limited Service Salary Increases — Police Reserve Officers and
Crossing Guards
The City Council authorized an increase in salaries for Police Reserve
Officers and Crossing Guards on January 8, 2002. The adoption of a
resolution will formalize that decision. It is recommended that the City
Council adopt the following Resolution:

b) Updated Traffic Signal Agreement Between the City of West Covina
and the City of Walnut
This agreement provides for the maintenance of jointly owned traffic
signals between the City of West Covina and the City of Walnut. The cost
of all maintenance services will continue to be allocated between the City
of West Covina and City of Walnut based on previous agreements. A new
agreement was prepared in order to update the payment schedule and to
include newly added traffic signals. It is proposed that past practice be
followed, whereby the City of Walnut installs the traffic signal and the
City of West Covina maintains the traffic signal. It is recommended that
the City Council authorize the Mayor and City Clerk to execute a new
agreement between the City*of West Covina and the City of Walnut for
the maintenance of traffic signals.
Miscellaneous — City Manager's Office
c) Award of Bid — Section 125 Plan Third Party Administrator Contract
This contract is for professional services, to be provided by a Third Party
Administrator (TPA), for the City of West Covina's Section 125 Plan
(Flexible Benefits Spending Plan). It is recommended that the City
Council take the following actions:
1. Accept the proposal of Barney & Barney as submitted on November
16, 2001;
2. Authorize the Mayor and City Clerk to execute an agreement with
Barney & Barney to provide Section 125 Plan Third Party
Administration effective March 1, 2002
3. Authorize the City Manager to execute an amendment with the various
bargaining units' MOU's to allow cash out option on excess medical
benefit: and
4. Appropriate $7,350 from the General Fund Reserve to account 110-
320-2550-5164 (Section 125 Administration) to administer the Section
125 Plan.

d) Increase in City Attorney Hourly Fees
West Covina City Attorney, Arnold Alvarez-Glasman, is requesting an
increase in the hourly rate that his firm, Alvarez-Glasman & Colvin,
receives for providing legal services to the City of West Covina, West
Covina Redevelopment Agency, and the West Covina Finance Authority.
It is recommended that the City Council accept the City Attorney's request
for a fee increase and authorize the Mayor and City Clerk to execute an
amendment to the Agreement for City Attorney Services.
Miscellaneous — Police Department
e) Additional G.R.E.A.T. Grant Fund
The Police Department obtained additional competitive grant funds
totaling $15,000 for the G.R.E.A.T. (Gang Resistance Education and
Training) program. It is recommended that the City Council:
Accept the grant and appropriate the additional $15,000 as follows:
• $9,000 into 141-320-2110-6220 for curriculum supplies &
equipment
• $3,000 into 141-320-2110-6050 for G.R.E.A.T. training
• $3,000 into 141-320-2110-5113 for G.R.E.A.T. overtime
2. Authorize City Staff to complete relevant paperwork required by the
ATF.

The Pasadena Tournament of Roses Association has extended the City of West
Covina an invitation to participate in the 2003 Rose Parade. If the invitation is
accepted, a $2,500 entry fee must accompany the reply. Staff has identified three
options for the City council to consider:
1. Accept the invitation, authorize payment of $2,500 for the entry fee from the
existing available appropriation in the business account, and participate in the
2003 Tournament of Roses Parade or;
2. Decline the invitation; or
3. Accept the invitation, authorize payment of $2,500 for the entry fee from the
existing appropriation, and agendize the issue for further discussion at a later
date.
It is recommended that the City Council consider these options and direct staff to
act accordingly.

K) GENERAL ADMINISTRATION — CITY MANAGER'S OFFICE
1) Visions Program — Presentation of Final Document
The City hired the firm of Moore, Iacofano, Goltsman, Inc. (MIG) to coordinate
the City's 2020 Vision Plan. The Vision document has been completed and MIG
will present a report to the City Council. It is recommended that the City Council
receive and file this report.

1) Election of Alternate Member to the San Gabriel Basin Water Quality
Authority Board
At the December 4, 2002 City Council meeting, the City Council nominated
Councilmember Mike Miller as an alternate board member to the San Gabriel
Basin Water Quality Authority Board (WQA). The alternate is to come from a
city that does not have pumping rights within the basin. The election is be held
on March 5, 2002 and cities wishing to cast their vote need to submit a resolution
to the WQA before March 4, 2002. It is recommended that the City council adopt
the following resolution casting all 11 votes of the City of West Covina to
Councilmember Mike Miller of the West Covina City Council as an alternate to
the San Gabriel Basin Water Quality Authority Board.

2) Councilmember Mike Miller — City Council Liaison Highlights
Councilmember Mike Miller attended the League of California Cities Public
Policy Safety Committee, League of California Cities Environmental Quality
Policy Committee, and the West Covina Chamber of Commerce Board Meeting
during the month of January. Attached are the agendas and highlights of these
meetings. It is recommended that the City Council receive and file this
informational report.

3) Adoption of a Resolution Supporting Proposition 42 " The Transportation
Congestion Improvement Act"
Proposition 42 will help continuing making city roads safer and reduce traffic
without raising taxes. A coalition was formed by the League of California Cities
to support Proposition 42. It is desired that the City of West Covina extend its
support by adopting a resolution. It is recommended that the City Council adopt
the following resolution:
