Claimant is seeking reimbursement for costs he incurred to repair damage to his vehicle. b) Susan Jordon vs. City of West Covina On July 5, 2001, the City Clerk's Office received a claim for monetary loss in the amount of $6,000. Claimant is seeking to recover $4,500 that was seized as evidence from her vehicle. Claimant is also seeking an additional $1,500 for pain and suffering, and living expenses. c) Xavier Flamenco vs. City of West Covina On July 13, 2001, the City Clerk's Office received a claim for property damage in the amount of $183. A City initiated request for an Annual Intersection Accident Rate Report for 2000 resulted in the following recommendations: a. That the findings of the report be forwarded to Caltrans for the intersection of Azusa Avenue and Rowland Avenue. b. That additional advance warning signing be installed for the southbound approach to Amar Road on Azusa Avenue. c. That the existing 8" red light indication be replaced with 12" red light indications on all approached at the intersection of Puente Avenue and Vincent Avenue. d. That the size of the stop signs at Lark Ellen Avenue and Vine Avenue be increased to 36" by 36." II. A request by West Covina residents Rey Grecia, Artin Hakimian, and Vans Hakimian that no parking on street sweeping days be implemented on the frontage road along the east side of Sunset Avenue from Puente Avenue to the north city limits resulted in the following recommendation: That parking be prohibited on the frontage road along the east side of Sunset Avenue from Puente Avenue to the north city limits on the first and third Tuesdays of each month from 7:00 a.m. to 3:30 p.m, for street sweeping purposes. III. A request by West Covina resident Christina Martinez that a stop sign be installed on Clydewood Avenue at Ardilla Avenue resulted in the following recommendations. a. That a stop sign be installed on Clydewood Avenue at Ardilla Avenue. b. That this report be forwarded to the City of Baldwin Park for their consideration to install the stop signs on Stockdale Avenue at Ardilla Avenue, on Clydewood Avenue at Ardilla Avenue, on Sierra Way at Ardilla Avenue, and on Ardilla Avenue at Charming Street. IV. A request by West Covina resident Don Best that centerline and parking tees be installed on Greenleaf Drive from Woodgate Drive to Westport Street resulted in the following recommendations. a. That painted centerline and markers, edge line and 25 mph speed limit signs be installed on Greenleaf Drive from Woodgate Drive to Westport Street. b. That a stop sign be installed on Altamira Drive, Lakemoor Place, Moorland Place, and Brynwood Place at Greenleaf Drive. c. That the radar trailer be utilized to make drivers aware of their vehicle speed along Greenleaf Drive from Woodgate Drive to Westport Street and that the Police Department increase speed and parking enforcement as feasible. 12.04.01 4 Council Agenda 12/04/01 • C) CONSENT CALENDAR (continued) 5) Award of Bids a) Friendship and Palmview Parks Irnprovements Proiect No. PP-01202 — Award of Bid This project provides for the improvements to be made at Friendship and Palmview Parks to bring them up to acceptable standards and to improve safety. One bid was received and opened on October 30, 2001. That bid was $325,080 from Mariposa Horticultural Enterprises, Inc. of Irwindale, CA. "It is recommended that the City Council reject the bid received and direct staff to re -advertise and re -bid the project with the sprinkler portion of the work and the amenity portion of the work as separate projects and pursue water conservation grants for computerized irrigation. b) Park Tot Lots Safety Enhancements Project No. PP-01204 — Award of Bid This project provides for safety enhancements to be made at City playgrounds at eleven City locations. One bid was received and opened on November 13, 2001. That bid was $71,318 from Hondo Company, Inc. of Santa Ana, California. It is recommended that the City Council: 1. Appropriate the amount of $3,985 from the unappropriated Park Dedication Fees `B" Fund (171); $4,385 from the unappropriated Park Dedication Fees "E" Fund (174), $4,400 from the unappropriated Park Dedication Fees "C" Fund (172); and $22,230 from the unappropriated Community Development Block Grant Fund (131). 2. Accept the bid of Hondo Company, Inc. in the amount of $71,318, as submitted at the bid opening on November 12, 2001, and authorize the Mayor and City Clerk to execute an agreement with Hondo Company, Inc. of Santa Ana, California, for the work to be done. c) City Hall Ceiling Tile Replacement Proiect No. BP-02313 — Award of Bid This project provides for the replacement of existing ceiling tiles installed in the third floor offices at City Hall. Approximately 10,000 square feet of old tile will be replaced with new tile and painting the existing T-bar grid. No formal sealed bids were received; therefore, the process is exempt from the public contract bid process and staff obtained three written bids. The lowest written bid was in the amount of $15,805 from D. C. Acoustics Inc. of Valencia, California. It is recommended that the City Council accept the written bid of D.C. Acoustics Inc. in the amount of $15,805, and authorize the Mayor and City Clerk to execute an agreement with D.C. Acoustics Inc. of Valencia, California, for the work to be done. d) Civic Center ADA Upgrades Project No. BP-02315 — Award of Bid This project provides for the replacement and modification of existing features and fixtures at the West Covina Civic Center to achieve Americans With Disabilities ACT (ADA) compliance. Bids were opened on November 6, 2001 and the lowest responsive bid was $149,800 from Jeff Merrick Construction of Glendora, California. It is recommended that the City Council: 1. Appropriate the amount of $4,700 from the unappropriated Community Development Block Grant Fund (Account No. 131-320- 3214-7500); and $35,300 from the unappropriated Construction Tax fund (161). 12.04.01 5 Council Agenda 12/04/01 • C) CONSENT CALENDAR (continued) 5d) Award of Bids - Civic Center ADA Upgrades (continued) 2. Accept the bid of Jeff Merrick Construction in the amount of $149,800, as submitted at the bid opening on November 2, 2001, and authorize the Mayor and City Clerk to execute an agreement with Jeff Merrick Construction of Glendora, California, for the work to be done. e) Workers' Compensation Third Party Claims Administration Services Contract — Award of Bid This contract is for professional services, to be provided by a Third Party Claims Administrator (TPA), for the City of West Covina's Self -Insured Workers' Compensation Program. A formal bid opening was held on November 26, 2001. The lowest overall responsive bid for a three year contract was $376,833 from Southern California Risk Management Associates, Inc. It is recommended that the City Council accept the proposal of Southern California Risk Management Associates, Inc., as submitted at the bid opening on November 26, 2001, and authorize the Mayor and City Clerk to execute any agreement with Southern California Risk Management Associates, Inc. to provide Workers' Compensation Third Party Administration Services effective January 1, 2002. f) Installation of "Infrared Activated Data -Encoded Traffic Signal Priority Control System" — Project No. T01-2 — Award of Bid The West Covina Fire Department and Public Works Department requests Council approval to award the bid for installation of an emergency vehicle traffic signal control system. The lowest responsive bid was $139,128.00 from 3M Corporation. It is recommended that the City Council authorize the award of the contract to 3M Corporation. g) Purchase of Administrative Four -Door Sedan The City Council is requested to authorize staff to procure an administrative, four -door sedan as defined in the contract between the City of West Covina and Mr. Pasmant. It is recommended that the City Council take the following action: 1. Authorize staff to proceed, per Sec. 2-333 of the West Covina Municipal Code, with the 36-month lease of a new 2002 Chrysler 300M Special at a cost not to exceed $24,000 and monthly payments not to exceed $675,and 2. Appropriate $4,725 from the Debt Service Fund 200-320-2620-6424 to pay for the lease of the vehicle for the remainder of this fiscal year. 6) Treasurer's Report (receive & file) City's Treasurer report for the month of October 2001. 7) Miscellaneous — Community Services a) Closure of City Hall, the Annex, Maintenance Yard and the Senior Center at 3:00 p.m. on December 12, 2001 In order to encourage larger participation at an Employee Appreciation and Holiday Event, staff is requesting that City Hall, the Annex, Maintenance Yard and the Senior Center close early on December 12, 2001. It is recommended that the City Council approve the closure of City Hall, the Annex, Maintenance yard and the Senior Center at 3:00 p.m. on December 12 2001 to encourage employees to attend the Event. 12.04.01 6 Council Agenda 12/04/01 • • C) CONSENT CALENDAR (continued) 7) Miscellaneous —Community Services (continued) b) Request from R&D Transportation Services to Merge with San Gabriel Transit to Form Southland Transit The City of West Covina currently has a contract with R&D Transportation Services, LLC for the provision of fixed route shuttle and Dial -A -Ride services. R&D Transportation Services, LLC has announced their merger with San Gabriel Transit to form Southland Transit Services, Inc. R&D seeks approval of this merger as required by the contract. It is recommended that the City Council authorize the City Manger to execute the Assignment Agreement authorizing the transfer of the contract from R&D Transportation Services, LLC to Southland Transit Services, Inc. Miscellaneous — Personnel Department c) Federal Minimum Wage Adjustments Staff is requesting that the City Council approve wage adjustments for four positions to comply with the federal minimum wage and four additional positions to maintain integrity within each position series. It is recommended that the City Council adopt the following Resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, FIXING THE COMPENSATION OF CLASSIFICATIONS WITHIN THE LIMITED SERVICE CLASSIFICATIONS AND AMENDING RESOLUTION NO. 9546 Miscellaneous — Environmental Management d) BKK Landfill Closure Plans Status Report This is an updated report as of December 4, 2001 on the Statics of Plaits ,for BKK Landfill Clositre and other related BKK matters. It is recommended that the City Council receive and file this report. e) Proposed South Coast Air Quality Management District Rule 1133 Composting and Green Waste Onerations The League of California Cities is suggesting that cities that receive AB 939 credit from composting or green waste inform South Coast Air Quality Management District of the potential impact of Rule 1133 regulating emissions. It is recommended that the Mayor send the letter attached to the staff report to SCAQMD addressing the City's concerns. 12.04.01 Council Agenda 12/04/01 C) CONSENT CALENDAR (continued) 7) Miscellaneous — Communications f) Support for Appeal of Franchise Fee Decision The Federal Communications Commission (FCC) recently denied the City of Pasadena's protest of Charter Cable Television's practice of charging subscribers the franchise fees related to advertising and home shopping clubs. This report recommends that the City Council authorize the City of West Covina be included as a supporter of the coalition of governments and other organizations protesting that decision. It is recommended that the City Council authorize staff to add the City's name to the list of municipalities supporting the coalition to appeal the FCC's decision concerning Charter Cable Television's practice of charging subscribers the franchise fees related to advertising and home shopping clubs. The Facility Use Plan (Plan) includes the types of rooms and amenities that are proposed to be included in a new facility. The Funding Plan includes several options for financing the proposed facility. It is recommended that the City Council: 1. Approve the Facility Use Plan which will identify the types of uses and the approximate size for the proposed facility; 2. Direct staff and the architect to proceed to develop a conceptual design for the layout and architecture of the facility based on the Facility Use Plan; and 3. Review the funding options and refer this issue to staff to develop a funding strategy that considers other CIP priorities. K) GENERAL ADMINISTRATION - CITY MANAGER'S OFFICE 1) Future of ADA Committee The City Council formed an ADA Committee to identify and evaluate City Hall facilities' compliance with the Americans with Disabilities Act. The ADA Committee has fulfilled this task and is seeking the City Council's direction to continue with expanded responsibilities. For reasons set forth in the staff report, it is staff recommendation that the City Council allow the ADA Committee to make recommendations for ADA compliance to other City facilities and be responsible for developing an ADA Compliance Plan. Motion by 2"d by to approve disapprove hold over 2) Nomination of Alternate Member to the San Gabriel Basin Water Quality Authority Board The San Gabriel Basin Water Quality Authority (WQA) is seeking nominations for an alternate to sit on the WQA Board. The election is to be held on March 5, 2002. The alternate is to come from a city that does not have pumping rights within the basin. It is proposed to initiate an analysis and preliminary designs to achieve these enhancements with the goal of giving am improved first impression on the City. It is recommended that the City Council direct staff to retain a Landscape Architect to assist in developing a theme for entrance treatments to the City. Motion by 2" d by to receive and file. 12.04.01 10 Council Agenda 12/04/01 • M) COUNCH MEMBERS' REPORTS (continued) 4) Councilmember Herfert — Funding Request for Veterans Group Event The City Has received a request from Mr. Carlos Thrasher for $2,000 for the Annual Christmas Dinner and Toys for Tots Drive for the Disabled American Veterans. It is recommended that the request be referred to the Community Services Commission for review of possible City Co -Sponsorship and funding for next year. Motion by 2"d by to approve disapprove hold over 5) Councilmember Herfert — Reconsideration of Parole Office Expansion On October 16, 2001, City Council heard discussion regarding the expansion of the Parole Office at 1837 W. Badillo. Subsequent to that meeting, the City was given assurances that this expansion would not occur. State officials have now informed the City that they want to move forward with the expansion. Staff is seeking policy direction from the City Council regarding how this matter should be approached.
