1) Code Amendment No. 300 — Canopy Structures — General Exemption
The proposed code amendment consists of amendments to Chapter 7 (Buildings
and Building Regulations) and Chapter 26 (Zoning) of the West Covina
Municipal Code related to regulation of "canopy structures" in the "Single -Family
Residential' (R-1) and "Residential Agricultural' (R-A) Zones.

2) Woodside Village Master Plan Amendment No. 8 - General Exemption
The Woodside Village Master Plan was adopted in 1970 to establish land use
regulations for the Woodside Village, augmenting the applicable zoning
regulations. The proposed project consists of an amendment to the Woodside
Village Master Plan to allow mini -storage uses subject to the approval of a
conditional use permit in the commercially -zoned areas of the Woodside Village
Master Plan area.

a) Parking Lot Seal Coating at Various Locations and City Yard
Repavine — Proicet No. BP-02311 — Award of Bid
This project provides for parking lot crack sealing and seal coating work
to done at Friendship, Orangewood, Shadow Oak, Sunset Field, and
Walmerado Parks; and for the pavement repair and repaving to be done at
the Galster Park parking lot and at the City Maintenance Yard. Five bids
were received for this project with the lowest responsive bid of $129,274
from Premier Paving of Ontario, California. It is recommended that the
City Council accept the bid of Premier Paving in the amount of
$129,274.00 as submitted at the bid opening on September I I, 2001, and
authorize the Mayor and City Clerk to execute an agreement with Premier
Paving of Ontario, California, for the work to be done.

This report provides the City Council with a summary of Capital
Improvement Activity and Major Building Permits issued during the third
quarter ending September 30, 2001. It is recommended that the City

b) Resolution Establishing Change in Time for Planning Commission
Meetings
The Planning Commission has stated a desire to change the time of its
regular meetings or the second and fourth Tuesday of each month from
7:30 p.m. to 7:00 p.m: This requires an amendment to the City Council
Resolution No. 5682, which establishes the meeting times and places of
City boards and commissions. It is recommended by the Planning
Commission and staff that the City Council adopt the following resolution:

e) Extension of the License and Use Agreement
This recommends that the License and Use Agreement authorizing Cox
Communications to maintain and operate a cellular PCS (Personal
Communications System) site at Shadow Oak Park be extended for an
additional five years, in accordance with the terms of the Agreement. It is
recommended that the City Council authorize the Mayor to execute the
attached Amendment to the License and Use Agreement with Cox
Communications approving the extension of such Agreement for a period
of five years.
Miscellaneous — Environmental Management
d) BKK Landfill Closure Plans — Status Report
This is an updated report on the Status of Plans.for BKK Landfill Closure
and other related BKK matters. It is recommended that the City Council
receive and file this report.

The City Council will consider authorizing the submittal of the 2000-2001
Consolidated Annual Performance and Evaluation Report (CAPER) to the
Department of Housing and Urban Development (HUD). It is recommended that
the City Council approve the 2000-2001 Consolidated Annual Performance and
Evaluation Report and authorize the City Manager to sign any necessary
documents to submit the report to the Department of Housing and Urban
Development.

1) Councilmember Herfert — Expansion of Parole Office on Badillo Street
The City Council directed the Police Department to provide information and an
analysis of the proposed expansion of the State Department of Corrections Parole
Office (Unite III) located in West Covina on Badillo Street. Staff is seeking
policy direction from the City Council regarding how the matter should be
approached.

2) Councilmember Touhey — Paid Military Leave
The City Council will consider adopting the following resolution, amending the
Personnel Rules to expand Military Pay benefits from 30 days to the entire time
that an employee is called to active duty. It is recommended that the City Council
adopt the following resolution:
