4) Administrative Review Board
Slight Mortification No. 01-03
Applicant: Centex Homes, 2961 Hillside Drive, Lot 55
Request: The applicant requested approval of a slight modification (minor
variance) to allow a reduction in front yard setback from a
required 27 feet to 22 feet.
ARB Decision: Approval of Slight Modification No. 01-03 with the provision that
all retaining wall, if constructed, must comply with the West
Covina Municipal Code.
5) Traffic Committee Minutes - Meeting of July 17, 2001 (accept & file)
I. A City -initiated request that a multi -way stop be installed at the
intersection of Citrus Street and Hillside Drive resulted in the following
recommendation:
That stop signs (RI) be installed along with stop messages and
stop ahead signs (W17) on the east and westbound approaches
of Hillside Drive at Citrus Street based on restricted sight
distance.
II. A City -initiated request that parking on Glen Alan Avenue from Michelle
Street to Heath Terrace be restricted to permit only parking from 2:00 am
to 6:00 am resulted in the following recommendation:
That parking on Glen Alan Avenue from Michelle Street to
Heath Terrace be restricted to permit only parking from 2:00
am to 6:00 am.
III. A City -initiated request Engineering and Traffic Survey of Woodgate
Drive resulted in the following recommendation:
That the speed limit on Woodgate Drive be established
between the following limits:
From Amer Road to Shadow Oak Drive = 35 mph
That advance curve warning signs with advisory speed set at
25 mph be installed at the two 250 feet radii curves.
IV. A request from Carolyn Rondilla that parking along the footage of 711
Florence Avenue be restricted to permit only parking resulted in the
following recommendation:
That parking along the footage of 711 Florence Avenue be
restricted to permit only parking.
V. A request from Cheryl L. Green for a prohibition of parking adjacent to
2817 E. Valley Avenue, Walnut Park Apartments, resulted in the
following recommendation:
That the northerly curb of Valley Boulevard adjacent to 2817
E. Valley Boulevard be painted red to prohibit parking.
6) Award of Bids
a) Award of Bid for the Purchase of a Fire Engine
The Fire Department is requesting approval to replace one aged fire
engine with a new engine. It is recommended that the City Council award
the bid to Jay Bressler Fire and Rescue Apparatus for the purchase of one
Spartan/Salisbury Fire Engine according to the specifications in Bid No.
2000-07. One payment of $320,699.52 from account number 110-320-
2181-7170.

b) Change of Bid Award for Installation of "Infrared Activated Data -
Encoded Traffic Signal Priority Control System" — Project No. T01-2
The West Covina Fire Department and Public Works Department requests
City Council approval to award the bid for installation of an emergency
vehicle traffic signal control system. It is recommended that the City
Council authorize the award of bid to 3M Corporation for $69,913.00.
Funds for this project were budgeted for in the FY 2000/01 CIP in account
number 124-3 20-3 15 1-7800.
7) Miscellaneous — Fire Department
a) First Supplemental Weed and Rubbish Abatement List
This request provides for the lawful and safe removal of dangerous and/or
noxious weeds and trash from vacant, improved residential and
commercial properties under the established Weed Abatement Program. It
is recommended that the City Council adopt the following resolution
approving the First Supplemental Weed and Rubbish Abatement List for
2000 and set the date of August 21" at 7:30 pm for the protest hearing on
the proposed removal of weeds and rubbish from the properties described
in the First Supplemental List

b) BKK Monthly Update
This is an updated report on the Status of Plans for BKK Landfill Closure
and other related BKK matters. Recommendation is to receive and file.
c) Electric Vehicle Charging Station License Agreement Amendment
The City Council shall consider an amendment to the License Agreement
for the public electric vehicle charging station located at the United
Methodist Church of West Covina to extend the Agreement for an
unstated period of time that will change upon notification by either party.
It is recommended that the City Council approve the amendment of the
License Agreement with the United Methodist Church of West Covina to
extend the existing agreement for an unstated term that will change upon
notification by either party and authorize the Mayor to execute all
necessary documents. All other terms and conditions shall remain the
same.

7) Miscellaneous — City Manager's Office
d) Fee Schedule for Advertising on City's Cable Channel and
Videotape Dubbing Requests
In the past, Mt. SAC charged businesses $100 per month to advertise on
the WCCT corkboard and the City charged individuals $20 per videotape
for dubbing requests, yet a fee schedule has never been approved by City
Council to perform these services. Advertising on the City's Cable
Channel has been discontinued until the City Council adopts an approved
fee schedule. It is recommended that the City Council adopt the following
resolution which will:
* Establish a cable fee of $100.00 per month for one page of
information to advertise on the City's cable station corkboards, and allow
non-profit organizations to advertise on the City's cable station corkboard
at no charge (Corkboard -Option 1a); and
* Establish a revenue line item in Fund 110; and
* Appropriate $1,500.00 to account 110-320-2632-6161 to cover
costs that arise for WCCT after the budget process (costs to be reimbursed
with anticipated revenues); and
* Establish a dubbing fee of $20 per videotape when dubbed by the
Community Television Producer and $30 per videotape when dubbed by
the Department Secretary and continue to charge non-profit organizations
for videocassette dubbing (Videotape -Option 1b).

e) Discover West Covina
The City, Redevelopment Agency, and Chamber of Commerce had a joint
agreement to publish "Discover West Covina" on a monthly basis. As the
Chamber of Commerce is withdrawing from the agreement, the City and
Agency must now consider options to continue the publication of the
monthly newsletter. It is recommended that the City Council take the
following actions:
i. Authorize the expenditure of an additional $33,792.00 to publish
Discover West Covina in-house (Option la) as follows:
* Appropriate $16,896.00 from Non -Departmental Reserve
Appropriation 110-320-2640-6900 to account 110-320-
2632-6440;and
* Appropriate $3,379.00 from RDA Reserves to account 862-
320-5100-6440; and
* Appropriate $2,703 from RDA Reserves to account 877-
320-2430-6440,and
* Appropriate $10,814.00 from RDA Reserves to account
876-320-2430-6440.
ii. Instruct staff to hire a Limited Service employee (Administrative
Aide) to prepare Discover West Covina.

7) Miscellaneous - Community Services
f) Request to Commit Unallocated Los Angeles County Regional Park
and Open Space Grant Funds in the Amount of $9,360 to the Shadow
Oak Recreation Center — Project No. 58K7-95-0362 and Direct Staff
to Seek Bids for the Construction of Storage Space
The City has been informed by staff of the Los Angeles County Regional
Park and Open Space District that the City must allocate $9,360.00 of
unallocated/left-over funds or risk losing the funds. After review of all
existing projects, staff is recommending that City Council commit the
unallocated funds of $9,360.00 to the Shadow Oak Recreation Center —
Project Number 58K7-95-0362 and direct staff to go out to bid for the
construction of a storage area.
7) Miscellaneous — Public Works
g) Capital Improvement Program and Building Activity Report —
Second Quarter 2001 (receive & file) .
This report provides the City Council with a summary of Capital
Improvement Activity and Major Building Permits issued during the
quarter ending June 30, 2001.
h) North Azusa Avenue Conversion from State Route 39 to City Street
The City Council desired to consider the conversion of North Azusa
Avenue from State Route 39 to a City street. This report provides
information on that possible conversion. It is recommended that the City
Council authorize staff to initiate discussions with the state for the
conversion of North Azusa Avenue from State Route 39 to a City street in
return for $3,720,000 to cover increased City maintenance costs and street
improvements.
i) Identity of Residents Reporting Possible Violations of the WCMC
The City Council has indicated a desire to establish a policy requiring the
identity of residents reporting possible violations of the City's Municipal
Code. On July 3, 2001 the City Council considered this matter and
requested further information. It is recommended that the City Council
direct staff to implement a policy requiring the identity of residents
reporting possible violations of the City's Municipal Code. Exceptions
would include life -safety or health -related instances or instances where the
reporting person is in fear of reprisal. The minimum contact information
to be normally required is a full name and either a phone number, mailing
address, or e-mail address.
j) Change in Type of Accent Trees as part of South Azusa Avenue
Median Landscaping
West Covina Beautiful has requested that the accent trees for the current
median landscape project on South Azusa Avenue be changed from a
White Chinese Fringe to a Lavender Crape Myrtle. It is proposed that the
City approve this change. It is recommended that the City Council
approve changing the accent trees to Lavender Crape Myrtle for the Azusa
Avenue median from Aroma Drive to Amar Road.

k)
This report recommends the approval of revisions to the job description
for Public Safety Dispatcher. The revised job description reflects
modifications to keyboarding skills, essential functions, and education. It
is recommended that the City Council review and concur with the
Personnel Director's recommendation for the revised class specification
for Public Safety Dispatcher and adopt the following resolution:

1) Municipal Pool Rehabilitation/Replacement Options
During the first Capital Improvement Program study session, the City Council
expressed concerns about the rehabilitation of the Municipal Pool. Staff is
requesting City Council direction as to the desired scope of rehabilitation. It is
recommended that the City Council provide direction to staff concerning the
extent of the rehabilitation and/or replacement of the Municipal Pool with a
recommended minimum scope of $438,000 in rehabilitation consisting of Items I,
II, and III.1 as detailed in the report.

REDEVELOPMENT ASSISTED APARTMENT UNITS
On July 17, 2001 the City Council directed staff to negotiate a rate adjustment
agreement with Athens Services. The adjustment was to change all trash
collection rates for Redevelopment assisted projects (i.e. Lark Ellen Village and
The Promenade) from the existing multi -family per unit rate to commercial rates.
It is recommended that the City Council provide direction to staff.

2) Councilmember Touhey — West Covina Restaurant Row Parking Lot
Revitalization Project
In light of a recent robbery at Hampton Inn that has raised concerns over
inadequate lighting and security at Restaurant Row, Councilmember Touhey has
requested this item to be agendized for City Council discussion and has requested
staff to discuss the progress of the Parking Lot Revitalization Project that includes
increased lighting. It is recommended that the City Council discuss this matter
and direct staff accordingly.

Councilmember Miller asked staff to agendize a request from the League of
California Cities to have the City of West Covina forward a letter to the California
