ANNUAL BUDGET.
3) Elimination of Business Improvement Tax (BIT)
The City Council has directed the staff bring back an ordinance to eliminate the
Business Improvement Tax and to provide the Chamber of Commerce with
$100,000. It is recommended that the City Council Introduce the attached
ordinance eliminating the collection of the Business Improvement Tax effective
August 1, 2001 entitled:

a) Faye Willis vs City of West Covina
On November 21, 2000, the City Clerk's Office received a claim for
reimbursement of plumbing costs claimant incurred to have tree roots
cleared from the sewer lateral at her residence. The amount of claim had
not been determined at time of presentation.
b) Eduardo Santos vs Citv of West Covina
On May 16, 2001, the City Clerk's Office received an application for
leave to present a late claim for reimbursement of plumbing costs claimant
incurred in the amount of $752.57 to have tree roots cleared from the
sewer lateral at his residence.
c) Lavern White vs City of West Covina
On May 24, 2001, the City Clerk's Office received a claim for personal
injuries relating to claimant's trip and fall on the stairs at Shadow Oak
Park. The amount of claim had not been determined at time of
presentation.
d) Tim Yeung vs City of West Covina
On April 9, 2001, the City Clerk's Office received a claim for property
damage to a sprinkler pipe at claimant's residence. The amount of
damage had not been determined at time of presentation.

e) Joe Juan Lopez vs City of West Covina
On March 14, 2001, the City Clerk's Office received a claim for
claimant's lost pager in the amount of $120.00.
f) Su Man Kim vs City of West Covina
On March 9, 2001, the City Clerk's Office received a claim for personal
injuries in the amount of $49,220.25 relating to a traffic collision that
occurred at the intersection of Nogales Street and Adney Street.
C-3) Ordinance for Adoption
Two ordinances are before the City Council this evening for second reading and
adoption. It is recommended that the City Council adopt the following ordinances:

AMENDING ARTICLE VII (PURCHASES AND SALES) BY
INCREASING THE DOLLAR LIMITS AS DEFINED IN SEC. 2-
330, SEC. 2-331, SEC. 2-333 AND SEC. 2-334 OF THE WEST
COVINA MUNICIPAL CODE
C-4) Traffic Committee Minutes (accept & file)
The request from Mike Miller, Herring Avenue, that no parking on street
sweeping days be implemented on Herring Avenue from Glendora
Avenue to Holly Place resulted in the following recommendation:
That parking be prohibited on Herring Avenue from Glendora
Avenue to Holly Place on the second and fourth Mondays of each
month from 7:00 a.m. to 3:30 p.m. for street sweeping purposes.
11. The City initiated request that a multi -way stop be installed at the
intersection of Orange Avenue and Yarnell Street resulted in the following
recommendation:
That stop signs (RI) be installed along with stop messages and stop
ahead signs (W17) on the north and southbound approaches of
Orange Avenue at Yarnell Street.

C-5) Miscellaneous — Environmental Management
a) Graffiti Removal Agreement Renewal
The current Agreement with the Boys and Girls Club of San Gabriel
Valley for graffiti removal services in the City of West Covina expires on
August 31, 2001. Amendment No. 6 extends the contract period for
another year. It is recommended that the City Council authorize the
Mayor and City Clerk to execute Amendment No. 6 to the Graffiti
Agreement, extending the contract to August 31, 2002.
b) City of West Covina Draft Mandatory Trash Collection Information
At the June 5, 2001 City Council meeting, the City Council recommended
that staff draft an information letter on City letterhead addressing the
City's mandatory trash collection requirements for Athens to include with
its notice for past due payments. Attached is the draft letter for Council
review and approval. It is recommended that the City Council approve the
attached draft City information letter for Athens Services to include with
their 72-hour past due payment billing notice.
C-5) Miscellaneous - Finance Department
c) Policy Change on Council Review of Checks Prior to Issuance
In April 2001, a Finance Department Review was presented by Moreland
and Associates in which several recommendations were made that would
increase the efficiency of Purchasing and Accounts Payable by allowing City
departments to order goods and service more effectively. This is a request to
adopt a policy that not longer requires Council approval prior to the payment
of bills and the issuance of checks enabling Accounts Payable to pay
invoices on a weekly basis. It is recommended that the City Council adopt
Option 1, and authorize staff to institute a weekly demand payment process.
C-5) Miscellaneous — Public Works
d) Code Enforcement Name Change
The City Council has requested that a name change be implemented for
the Code Enforcement function. After reviewing designations used by
neighboring cities, the proposed new name is Community Preservation
with assigned personnel being Community Preservation Inspectors. It is
recommended that the City Council take the following actions:
1. Approve changing the name of Code Enforcement to Community
Preservation effective July 1, 2001;
2. Authorize the Personnel Department to take appropriate action to
implement the change of job titles of Senior Code Enforcement Officer
and Code Enforcement Officer to Senior Community Preservation
Inspector and Community Preservation Inspector; and
3. Appropriate $5,000 from the General Fund Reserve to account number
110-320-2320-6270 for various materials to implement this name
change.

e) Identity of Residents Reporting Possible Violations of the West
Covina Municipal Code
The City Council has indicated a desire to establish a policy requiring the
identity of residents reporting possible violations of the City's Municipal
Code. It is recommended that the City Council direct staff to implement a
policy requiring the identity of residents reporting possible violations of
the City's Municipal Code. Exceptions would include life -safety or
health -related instances or in instances where the reporting person is in
fear of reprisal. The minimum contact information to be normally
required is a full name and either a phone number, mailing address, or e-
mail address.
f) Illuminated Street Name Sign at Glendora Avenue and Vine Avenue
The City Council shall consider changing one of the two illuminated street
name signs at Glendora Avenue and Vine Avenue from Vine Avenue to
Hong Kong Plaza. It is recommended that the City council authorize
changing the westerly illuminated street name sign at the intersection of
Glendora Avenue and Vine Avenue from "Vine Avenue" to "Hong Kong
Plaza."
C-5) Miscellaneous — Community Services
g) 2001 Summer Lunch Program
The Community Services Department is requesting City Council approval
to host the 2001 West Covina summer Lunch Program from Orangewood
Park and to contract with the West Covina Unified District to deliver food
services for the Program. It is recommended that the City Council:
A. Authorize the Community Services Director to receive reimbursement
funds for a West Covina Summer Lunch Program at Orangewood
Park; and
B. Authorize the Community Services Director to enter into a contract
with the West Covina Unified School District for the preparation of
SFSP meals.
Fire Department
h) Sil4nature Authority for Domestic Preparedness Grant
The City of West Covina is applying for a United States Department of
Justice Grant for the purchase of Domestic Preparedness equipment. This
Resolution conveys authority to the City Manager, Assistant City
Manager, and the Fire Chief to execute the necessary documents and
applications for the purpose of obtaining financial aid. It is recommended
the City Council adopt the following resolution:
