B) HEARINGS

1) West Covina Citywide Lighting and Maintenance District — Public Hearing
On April 17, 2001 the City Council preliminarily approved the Engineer's Report
for the West Covina Citywide Lighting and Maintenance District. In addition, the
City Council declared its intention to levy and collect assessments within the
district and set June 5, 2001 as the date for the public hearing. Staff is proposing
to use the voter approved Consumer Price Index adjustment to increase the
assessment rates 2% from their current level resulting in a total assessment
amount of $1,241,600. It is recommended that the City Council take the
following action:

2) West Covina Citywide Sewer Service Charges — Public Hearing
Under the provisions of State law, a public hearing is required to be held by the
City Council on the collection method for the Citywide Sewer Service Charge for
the Fiscal Year beginning July 1, 2001. Based on the proposed Operating Budget,
the proposed sewer charge rate of $21.95 per unit is unchanged from the current
fiscal year rate. It is recommended that the City Council take the following

I Hermando Harvey, Stonehaven Place, requested that no parking on street
sweeping days be implemented on Stonehaven Place which resulted in the
following recommendation:
That parking be prohibited on Stonehaven Place north of Woodgate
Drive on the first and third Fridays of each month from 7:00 a.m. to
3:30 p.m. for street sweeping purposes.
II City initiated request that parking on Adams Drive from Orange Avenue
to Morris Avenue be restricted to permit only parking on weekdays from
7:00 a.m. to 5:00 p.m. resulted in the following recommendation:
That permit only parking on weekdays from 7:00 a.m. to 6:00 p.m. be
implemented along the first three properties closest to Orange Avenue
on both sides of Adams Drive.

a) Approval of Job Description for Plan Check Engineer
This report recommends the approval of revisions to the job description
for Plan Check Engineer. The new job description reflects current duties
and changes in experience and certification requirements. It is
recommended that the City Council review and concur with the Personnel
Director's recommendation for the revised class specification for Plan
Check Engineer and adopt the following resolution:

b) Public Employees' Retirement System (PERS) Contract Amendment
Approval of this item will result in an amendment to the contract between
the California Public Employees Retirement System (PERS) and the City
of West Covina to provide Section 21574 (Fourth Level of 1959 Survivor
Benefits) for miscellaneous employees. In order to carry out previously
expressed Council policy direction on this matter, the City Council is
requested to introduce the following ordinance:

AMENDMENT TO THE CONTRACT BETWEEN THE

5) Miscellaneous — Police Department
c) Approval of a Revised Foothill Air Support Team (FAST) Joint
Powers Agreement (JPA)
The Foothill Air Support Team (FAST) is requesting a minor change in
wording to the Joint Powers Agreement that would allow the admission of
new member cities without requiring re -adoption of the JPA by each
agency's City Council, and to approve Alhambra's participation in the
FAST program. It is recommended that the City Council take the
following actions:
1. Approve Alhambra's participation in the FAST Program.
2. Approve the revised JPA, authorizing the Chief of Police as a member
of the Executive Committee to approve future admissions into the
program on behalf of the City of West Covina without re -adoptions of
the JPA.

C 5) Miscellaneous — Police Department (continued)
d) Purchase of Two Motorcycles Using State SLESF Grant Funds
The Police Department recommends the purchase of two new motorcycles
and ancillary radios, using State COPS SLESF funds already appropriated
for public safety equipment. These motorcycles offer superior functioning
and safety performance, and also have a guaranteed buy-back program
from the vendor. It is recommended that the City Council take the
following actions:
I. Authorize the purchase of two BMW RI 1000RT-P motorcycles from
A & S BMW of Sacramento (the sole source statewide vendor) for
$39,289.74, including tax from 155-320-2110-7160.
2. Authorize the purchase of two Motorola MCS2000 Model 1
motorcycle radio packages from Communications Center of Glendora
(the lowest bidder) for $4,634.76, including tax from 155-320-2110-
7160.
e) Status of Two Motorcycle Officers Under the 4"' BJA Grant
In September of 2000, the City Council approved using the 4 ' BJA Grant
to fund two Motorcycle Officers, previously funded for about five months
under the 3 d BJA Grant. At that time, the Chief of Police promised to
return to the City Council with traffic revenue information generated by
these two positions over an entire year, to be used in considering the
feasibility of retaining the positions after the grant. Since revenues exceed
costs, the Police Department requests City Council's approval to retain
these two positions after the grant is spent. It is recommended that the
City Council take the following actions:
I. Authorize the retention of the two full-time Police Officer positions
created under the grant from the General Fund (keeping the number
of sworn Officers at 122).
2. Authorize City staff to incorporate relevant changes into the FY
2001-02 budget at the conclusion of the 41h BJA Grant (including the
transfer of the 2 veteran Motorcycle Officers back to the General
Fund at that time).

f) Destruction of Documents as Prescribed by Law
The City Clerk's Office has accumulated a batch of City documents and
materials that are no longer necessary for retention or have been
microfilmed. In accordance with the provisions of state law, these
materials may not be destroyed. It is recommended that the City Council
adopt the following resolution:

1) Trash Containers in Public View
Section 12-20(d) of the West Covina Municipal Code requires trash containers to
be kept in an area not visible from the public street when containers are not set out
for collection. The City has enforced this requirement with respect to alleys as
well as other streets. Pursuant to City Council direction, the Planning
Commission has reviewed this issue and is recommending that the Municipal
Code be amended to allow trash containers to be stored on private property in
areas adjacent to and visible from alleys. It is recommended that the City Council
introduce the following ordinance:

2) Directional Signs in Public Right -of --Ways
On May 1, 2001 the City Council directed the Planning Commission to review
and consider possible expansion of the City's current directional sign program.
The Planning Commission has recommended that the sign program be expanded
to include regionally -oriented shopping centers of 95,000 square feet or greater in
size and other civic facilities. It is recommended that the City Council consider
the recommendation of the Planning Commission and provide direction to staff
regarding the possible expansion of the City directional sign program.

1) Award of Four -Year Transportation Contract to R & D Transportation
Services, LLC
The current contract for transportation services ends on June 30, 2001. This
report is requesting that the City Council award a four-year contract for Dial -A -
Ride and Shuttle transportation services and to extend the existing Shuttle
services to the southern portion of the city. It is recommended that the City
Council:
1. Award a four-year contract starting July 1, 2001 (with an optional fifth
year) to R & D Transportation Services, LLC in the amount of $1,379,627
for the first year costs ($5,681,243 for four years), including the extension
to the southern portion of the city to begin service on July 1, 20011
2. Authorize the Mayor and City Clerk to execute an agreement for the
services outlined in the Request For Proposal, and
3. Authorize staff to modify the FY 2001/2002 Preliminary Budget to
include the appropriations outlined in the staff report.

1) Athens Services Waste Collection Billing Procedures
On May 17, 2001 the Waste Management and Environmental Quality
Commission directed staff to report to the City Council and recommend that
Athens Services not be allowed to use the municipal code process as an
enforcement tool for leverage to collect payments from their delinquent
customers. Also, to require Athens to resume trash services upon a resident's
request and deal with any delinquent customers as a separate issue. The Waste
Management and Environmental Quality Commission recommends that the City
Council selection Option 1.
