Glendora Avenue for a grand opening (buildings B and C) from March 3 through March 4, 2001. 3) Award of Bid for the Purchase of Two Trucks The Maintenance Division of the Public Works Department is requesting approval to replace two aged trucks with two new trucks, one (1) three- quarter ton flatbed truck with lift gate and one (1) one -ton flatbed truck. It is recommended that the City Council authorize the purchase of vehicles as follows: 1) 2001 heavy duty three-quarter ton flatbed truck with lift gate per specifications in Bid No. 00-01-280 to Clippinger Chevrolet of West Covina, including all taxes and other charges, not to exceed $26,907.12; and 2) 2001 one -ton flatbed truck per specifications in Bid No. 00-01-722 to Reynolds Buick/GMC of West Covina, including all taxes and other charges, not to exceed $26,279.64. 4) City Treasurer's Report (receive and file) This staff report provides a brief explanation of the monthly Statement of Treasurer's Accountability. It is recommended the City Council receive and file this report. 5) Miscellaneous — Public Works a) Delegation of Authority to Execute all Master and Program Supplement Agreements with Caltrans Several times each year the City Council approves standard agreements with Caltrans for funding of projects within the City's Capital Improvement Program. The City Council can adopt the attached resolution delegating authority to the City Engineer to execute all Master and Program Supplement Agreements with Caltrans for all Federal and/or State funding programs. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE CITY ENGINEER TO EXECUTE ALL MASTER AND 3.20.01 2 Council Agenda • • March 20, 2001 PROGRAM SUPPLEMENTS FOR FEDERAL AND/OR STATE FUNDING PROGRAM C) CONSENT CALENDAR 5) Miscellaneous — Fire Department b) Weed Abatement 2001 This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant improved and unimproved properties in the City of West Covina during the 2001 calendar year. It is recommended that the City Council take the following actions: 1. Approve the Weed Abatement Roll for the calendar year 2001, and adopt the following resolution for the 2001 Weed Abatement program. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ALL RUBBISH AND REFUSE UPON, AND ALL WEEDS GROWING UPON SPECIFIED STREETS AND PRIVATE PROPERTY WITHIN SAID CITY TO BE A PUBLIC NUISANCE AND DECLARING ITS INTENTION TO REMOVE AND ABATE THE SAME UNDER AND IN ACCORDANCE WITH THE PROVISIONS OF TITLE 4, DIVISION 3, PART 2, CHAPTER 13, ARTICLE 2, OF THE GOVERNMENT CODE 2. Set April 3, 2001, as the date for hearing of any objections or protests to said program. 5) Miscellaneous — Community Services c) Approval of Request to Service Alcohol at a Birthday Celebration at the Senior Center Lizette Perez and Lucia Romero of West Covina are hosting a birthday party at the Senior Citizens Center on June 30, 2001. They are requesting approval to serve beer and margaritas at the event. It is recommended that the City Council approve the request to serve beer and margaritas at the event on June 30, 2001 at the West Covina Senior Center. 5) Miscellaneous — Police Department d) Financial Audit of the West Covina Service Group The Police Department is submitting the attached audit report, which was completed after the City Council expressed an interest in having a comprehensive management and financial audit of the West Covina Service Group (WCSG) Computer Enterprise (see Item C-8j on February 6, 2001, and Item C-6-c on March 6, 2001). In total, the auditors detail the good financial order of the WCSG in this report, which is available for examination. It is recommended that the City Council receive and file the "Independent Accountants' Report Applying to Agreed -Upon Procedures," pertaining to the West Covina Service Group. 3.20.01 3 Council Agenda March 20, 2001 C) CONSENT CALENDAR 5) Miscellaneous — City Manager's Office c) Request for Early Budget Studv Session The City Manager would like to request that the City Council authorize setting up a budget study work session in April prior to the finalization of the City Manager's proposed budget. It is recommended that the City Council direct the City Manager to schedule a budget study session in April, prior to the finalization of the City Manager's proposed budget. 5) Miscellaneous —Personnel Division f) Consulting Services for Labor Negotiations Each of the three public safety bargaining units has a Memorandum of Understanding (MOU) that expires on ,Tune 30, 2001. The City has historically used the services of a professional negotiator. Requests for Proposals were issued seeking negotiation services. This report recommends retaining Liebert Cassidy Whitmore so that negotiations may begin. It is recommended that the City Council authorize the City Manger to execute an agreement with Liebert Cassidy Whitmore in the amount of $49,200 for labor negotiation services.
