Speakers should be prepared to submit additional comments beyond the time limit in writing to the City Clerk at or before the time set for the public hearing. 1) CODE AMENDMENT NO. 295 — EXTENSION OF INTERIM URGENCY ORDINANCE NO. 2045 — KEEPING OF WILD ANIMALS GENERAL EXEMPTION Code Amendment No. 295 consists of certain amendments to Chapter 6 (Animals and Fowl) and Chapter 26 (Zoning) of the Wets Covina Municipal Code related to the keeping of wild animals within the City. Also to be considered is an extension of Interim Urgency Ordinance No. 2045, which established a moratorium on the keeping of wild animals within the City pending the adoption of a permanent ordinance (Code Amendment No. 295). Interim Urgency Ordinance No. 2045 was adopted on December 7, 1999 and is due to expire on October 22, 2000 unless further extended pursuant to Government Code Section 65858. The amount of claim had not been determined at time of presentation. 3) Temporary Use Permits TUP # 2612-00 was issued to Ryland Home at Lot 181, Muir Woods Court, for a sales trailer from 8/25/00 to 8/25/01. TUP #2613-00 was issued to Antoinette Sherman at 2625 E. Workman Avenue for a wedding reception on 8/26/00. TUP #2615-00 was issued to West Covina Dodge at 2000 E. Garvey Avenue for a tent from 8/29/00 to 9/5/00. 4) Miscellaneous — Public Services a) Sixth Extension of Lease for Valencia Heights Water Company's Citrus Street Property The City and Valencia Heights Water Company have negotiated a sixth extension of the land lease that is scheduled to terminate on September 30, 2000. This lease extension is intended to provide additional time to complete the purchase transaction. It is recommended that the City Council: * Authorize the Mayor to execute the sixth extension to the Land Lease with Valencia Heights Water Company subject to the terms in the agreement. * Appropriate $7,500 from the General Fund Reserve Appropriation (account 110-2640-6900 which is set up for one time opportunities deemed appropriate by the City Council) to PP 99220 (110-3962-7700) to allow for payment of up to three months of lease payments. Miscellaneous — Environmental Management b) BKK Landfill Closure Plans — Status Report This is an updated report on the Status of Plans for BKK Landfill Closure and other related BKK matters. It is recommended that the City Council receive and file this report. Miscellaneous — Communications c) Telephone Location Agreement The purpose of this report is to seek City Council approval to renew the expired Telephone Location Agreement with Evercom Inc. concerning the operation of non -coin operated telephones in the City's jail cells. It is recommended that the City Council approve the proposed Jail Telephone Location Agreement with Evercom Inc., and authorize the City Manager to execute the agreement. 5 Council Agenda • • September 27, 2000 C) CONSENT CALENDAR 4) Miscellaneous —Personnel Services d) Approval of Class Specification Entitled: Recycling Specialist This report recommends that the City Council approve the new classification of Recycling Specialist. The Recycling Specialist will promote and develop programs for recycling and fitter cleanup programs. Funding for the position is provided by grants from the California Integrated Waste Management Board and Department of Conservation. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION 7223, RELATING TO CLASSI- FICATION AND COMPENSATION OF THIS POSITION, AS AMENDED; AND APPROVING THE CLASSIFICATION OF RECYCLING SPECIALIST Miscellaneous — City Manager's Office e) Proposition 36 — Substance Abuse and Crime Prevention Act Proposition 36 addresses State law in relation to adult offenders who use or possess illegal drugs. The Covina City Council has requested that the City of West Covina oppose Proposition 36. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF TB E CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, OPPOSING THE SUBSTANCE ABUSE AND CRIME PREVENTION ACT 2000 (Proposition 36) Miscellaneous — Police Department 0 Recommendations for the Advisory Board Concerning the 4`s and 5s' The Advisory Board recommends using the 4' BJA Local Law Enforcement Block Grant to continue funding the two additional Police Motorcycle Officer positions created under the previous grant, approved by the City Council on February 1, 2000. The Advisory Board also recommends using the upcoming 5s' BJA grant for overtime, part-time personnel, and equipment. It is recommended that the City Council: 1. Authorize the continuation of the two full-time Police Officers through September 30, 2001. The Chief of Police will present the City Council with information concerning the income generated by those two Motorcycle Officer positions, and the financial feasibility of retaining them prior to that time. 2. Authorize the transfer of $17,797 from the General Fund as the required local match for the 4 h BJA grant into Fund 192, and $14,795 from the General Fund into Fund 193, for the 5" BJA grant. 3. Approve the spending breakdown of the 4h BJA grant (a total of $177,966, including the $17,797 local match) as follows: • $162,966 into 192-320-2110-5XXX (salary, benefits, etc., for two Motorcycle Officers); • $15,000 into 192-320-2110-7160 (related traffic enforcement equipment). Approve the spending breakdown of the 5 s BJA Grant (a total of $147,946, including the $14,795 local match) as follows: • $75,000 into 193-320-2110-5113 (special overtime for foot and bike patrols, targeted enforcement around schools & business districts, community problem solving, etc.); • $30,000 into 193-320-2110-5112 (limited service positions to maintain levels of DARE service, background investigations, etc.); • $42,946 into 193-320-2110-7160 (public safety equipment). 5. Authorize the future appropriation of the interest earned under both of these grants; the interest must, according to grant rules, be spent by the end of the grant period(s) or be returned to the federal government. g) State Surplus Property Elie bility Renewal In order for the Police Department to obtain surplus property through the State of California, the State Agency for Surplus Property periodically requires the City to submit a Renewal Application Form and adopt a current resolution. This report is requesting that the City Council authorize staff to solicit proposals for Dial -A - Ride and Shuttle transportation services. It is recommended that the City Council take the following actions: t) Authorize staff to request proposals for the operation of the Dial -A -Ride and Shuttle systems, which will include the extension to the southern portion of the City. 2) Direct staff to request an extension with the current contractor Laidlaw Transportation, until contract is awarded or to March 31, 2001 at the latest. 3) Direct staff to present a complete financial plan for the on -going transportation costs of the Shuttle and the Dial -A -Ride when proposals are received and evaluated. 4) Direct staff to continue to research alternative means of providing fiscally sound and efficient mass transit service for West Covina residents. 5) Direct the Finance Director to increase the Prop.
