Gopher Patrol is requesting a second one-year extension with an annual reduction in contract amount from $24,840 to $23,160 due to a reduction of area maintained as a result of the sale of the City's water system. Recommendation is to authorize a second one-year extension of rodent control to Gopher Patrol of Ontario, at an annual cost of $23,160. 6) Miscellaneous — Police Department a) Appropriating the Third -Year OCJP Domestic Violence Grant Funds The Police Department has been awarded $90,000 in additional third -year grant funds under the Law Enforcement Specialized Unit Domestic Violence Grant, administered by the California State Office of Criminal Justice Planning (OCJP). The City Council previously appropriated the entirety of the first year and second year of this grant, and now must appropriate the third -year amount in its entirety, even though the funds will be reimbursed quarterly by the State. The minimum requirements would remain the same at the time of appointment. Recommendation is to review and concur with the Personnel Director's recommendation for the revised class specification for Police Lieutenant, and adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMEND- ING RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED; AND APPROVING THE REVISIONS TO THE POLICE LIEUTENANT CLASS SPECIFICATION 6) Miscellaneous — Fire Department c) Amendment to Agreement for Exchange of Paramedic Services Between the City of West Covina and Los Angeles County This is an amendment to the 1996 agreement for exchange of paramedic services between the City of West Covina and the Consolidated Fire District of Los Angeles County. This amendment will allow the City of West Covina to recover 100% of the cost of providing paramedic service into County areas adjacent to the City. Recommendation is to approve the amendment to the agreement for exchange of paramedic service between the City of Wets Covina and the Consolidated Fire Protection District of Los Angeles County. This amendment will increase the City's service call charge to the County from $105 to $175 per call, thereby allowing the Fire Department to recover the full cost of providing medical service outside of the City for the County. 6) Miscellaneous — Public Services d) Funding for Soils En ineering in the Vicinity of Belinda Street Based on submittals from property owners in the 2400 block of Belinda Street, there are private property damages that could be related to a slope in a public paseo within Maintenance District No. 4. Funding in the amount of $7,000 is proposed to provide for an initial third party geotechnical review by Converse Consultants of Redlands. Recommendation is to appropriate $7,000 from Maintenance District No. 4 Contingency Reserve (fund 184) to Operating Account No. 184-320-2264-6117 to fund a third party geotechnical review by Converse Consultants in the vicinity of the 2400 block of Belinda Street. e) Approval of Selling Tax -Defaulted Property — Walnut Creek Channel Pursuant to Section 3775 of the Revenue and Taxation Code, prior to the sale of tax -defaulted property to the State or any County, the City in which the land is located must approve the selling price. Los Angeles County is requesting the City's approval for the county to purchase a tax -defaulted property that includes the Walnut Creek Channel westerly of Willow Avenue. The Waste Management/Environmental Quality Commission is recommending that the City Council authorize staff to amend the Phase C Landscape Plan of the Partial Final Closure Plan. It is recommended by the Waste Management/ Environmental Quality Commission that the City Council authorize staff to amend the Phase C Landscape Plan of the Partial Final Closure Plan to be consistent with the golf course design if approved by the City Council.
