Those conditions have been met and the owner is requesting final map approval. The lots are located at the easterly ends of Los Cerillos Drive and Los Alamos Drive. (CHARLES AND JUDITH NICHOLS) 5) Award of Bids a) Landscape Maintenance District Nos 6 & 7 — Request to Solicit for New Bids This five-year contract provides for the landscape, hardscape, and sprinkler system maintenance of Maintenance Districts No. 6 and 7. Staff is requesting approval to reject aged bids and solicit for new bids in order to be more equitable. It is recommended that the City Council reject all bids and authorize the Superintendent of Maintenance Operations to call for new bids. b) Street Rehabilitation Work on Segments of Various Bus Route Streets — Project No. Seven bids were received and opened on June 12, 2000 for the rehabilitation work on various bus route streets. The lowest responsive bid is $915,989.94 from All American Asphalt of Corona, California. It is recommended that the City Council take the following actions: • Determine that it is not cost effective to move forward with installing sign bridges (Project No. SP-90010) and transfer $132,000 (122-320-3836-7200) and $88,900 (126- 320-3836-7200) from Project No. SP-98106 to Project No. SP-00108 (122-320-3039- 7200) and (126-320-3039-7200), respectively. • Accept the bid of the lowest responsive bidder, All American Asphalt, in the amount of $915,989.94, and authorize the Mayor and City Clerk to execute the Agreement with same for the work to be done. agnd06.20.00 5 Council Agenda • • June 20, 2000 c) Shopping Cart Retrieval Contract Renewal In May of 1999, the Council authorized California Shopping Cart Retrieval Corporation (CSCRC) to remove abandoned shopping carts from the City's streets and sidewalks. The contract is up for renewal and contains some minor changes in the fee schedule. Staff recommends that the City Council authorize the.Mayor.and City Manager to enter into a contract with CSCRC to retrieve abandoned shopping carts within the City of West Covina. 6) Miscellaneous — Public Services a) Agreement with Alameda Corridor -East Construction Authority . The Alameda Corridor — East Construction Authority will be constructing a railroad separation at Valley Boulevard and Nogales Street. To accomplish this improvement, they have proposed a cooperative agreement with the City. It is recommended that the City Council authorize the-Mayor�and City Clerk to execute an agreement with the Alameda Corridor — East Construction Authority for a grade separation at Valley Boulevard and Nogales Street. Miscellaneous — City Manager's Office b) Discover West Covina Month to Month Extension of Contract The City, Redevelopment Agency and the Chamber of Commerce have a joint agreement to publish a citywide monthly publication (Discover West Covina). The agreement will expire on June 30, 2000. This report recommends entering a month to month contract with the Independent Voice. It is recommended that the City Council take the following actions: • Approve the month to month extension of the Publishing Agreement between the Chamber of Commerce of West Covina, the City of West Covina, the West Covina Redevelopment Agency and the Independent Voice. The extension will take effect July 1, 2000. • Approve the re -bidding of the Discover West Covina contract. The re -bidding to be undertaken by the West Covina Chamber of Commerce. Miscellaneous — Fire Department c) First Supplemental Weed & Rubbish Abatement List This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant, improved residential and commercial properties under the established Weed Abatement Program. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION OF INTENTION . NO. 9665 BY APPROVING THE FIRST SUPPLEMENTAL WEED AND RUBBISH ABATEMENT LIST. and set the date of July 18, 2000 at 7:30 p.m. for the protest hearing on the proposed removal of weeds and rubbish from the properties described in the First Supplemental List. agnd06.20.00 6 Council Agenda • • June 20, 2000 Miscellaneous - Environmental Management d) Graffiti Removal Agreement Renewal The current Agreement with the Boys and Girls Club of San Gabriel Valley for graffiti removal services in the City of West Covina expires on August 31, 2000. Amendment No. 6 extends the contract period for another year. It is recommended that the City Council authorize the Mayor and City Clerk to execute Amendment No. 6 to the Graffiti Agreement, extending the contract to August 31, 2001. e) BKK Landfill Closure Plans — Status Report This is an updated report on the status of plans for BKK Landfill closure and other related BKK matters. It is recommended that the City Council receive and file this report. f) 2000 Clean -Up Saturdays/Household Hazardous_ Waste Roundup Summary This report describes the recently completed 2000 Clean -Up Saturdays Program and the Los Angeles County Household Hazardous Waste Roundup which was held at the City Yard on May 27, 2000 in conjunction with Clean -Up Saturdays. It is recommended that the City Council receive and file this report. Miscellaneous — Personnel Department g) This report recommends the approval of revisions to the job description for Community Television Producer. The new job description reflects current duties and an change in the education and experience requirements based on marketplace considerations. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION NO. 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED; AND APPROVING THE REVISIONS TO THE COMMUNITY TELEVISION CLASS SPECIFICATION. Miscellaneous - Finance Department h) Hurst Ranch CIP Project Interest Earnings The City granted the Hurst Foundation $800,000 for the Hurst Ranch Historical House CIP project. Former City Manager, Jim Starbird, directed staff to place a portion of the CIP funds in an interest earning account. This direction was not carried out in 1997 and staff is now requesting City Council approval to retroactively transfer interest earnings and set up the appropriate accounts for the Hurst Ranch CIP project. It is recommended that the City Council take the following actions: • Establish a new trust type account that earns investment income on unexpended balances; • Direct staff to retroactively (to July 1,1997) deposit the $188,000 from the Capital Projects Fund, $446,550 from the Community Enhancement Fund, $60,450 from the Construction Tax Fund and $5,000 from the Park Development Fees ' C Fund into the newly created fund; • Direct staff to retroactively transfer all project expenditures of $84,917 from the Capital Projects Fund and $432,573.96 from the Community Enhancement Fund to the newly created fund; a-,nd06.20.00 7 Council Agenda • • June 20, 2000 • Appropriate additional funds for the consultant salary in the newly created fund. This appropriation will need to be retroactive and ongoing, including additional amounts in the 2000-2001 budget; and • Direct staff to transfer expenditures of $29,268.13 for the Administrative Analyst I salary into the new fund. i) Surplus Property The City Council periodically declares City Property, which is no longer useful to the City, as surplus. Once the City Property is declared surplus, this allows for the disposal of the property as provided for by the Municipal Code. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DECLARING CERTAIN CITY PROPERTY AS SURPLUS. ii) End of Year Budget Adiustments It is necessary for departments to adjust line items within their budgets to account for over expenditures for Fiscal Year 1999-2000. The City Attorney's Office is over expended and does not have adequate funds within its budget to make these adjustments. Residual funds are available in other departments to make the appropriation adjustments to the City. Attorney's Office budget. It is recommended that the City Council authorize the City Manager to use fund balance money in the various line items within the specific funds to balance the budget line items projected to be overspent in FY 1999/2000. Miscellaneous — Police Department j) Service Contract for Police Commander Ron Gannon The Police Department is proposing that the City retain the service's of Police Commander Ron Gannon for six months following his pending retirement in July of this year. It is recommended that the City Council authorize the City Manager to sign and execute the Agreement for Services of Interim Police Commander between the City of West Covina and Police Commander Ron Gannon. k) Firearms Judgement Simulator Purchase The State of California through P.O.S.T. (Commission on Peach Officer Standards and Training), has agreed to fund the full cost ($100,000) for purchasing a new replacement state -of -the -are Firearms Judgment Simulator. It is recommended that the City Council receive and file this update. The Police Department will be requesting a purchase order to move forward with the purchase of a new Firearms Judgment Simulator from FATS, Inc. Miscellaneous — Community Services 1) Locker Room and Restroom Upgrades at Municipal Pool This report requests authorization to use $18,000 of an existing appropriation for upgrades to the restrooms and locker rooms at the West Covina Municipal Pool. It is recommended that the City Council authorize the expenditure of $18,000 from 172-3320-7700 for the outlined improvements. m) Contract with West Covina Rose Float Foundation At the May 2id meeting, the City Council approved the idea of contracting with the West Covina Tournament of Roses Foundation and appropriated $120,000 from the Business Improvement Tax fund to cover the costs of the event. A draft contract is submitted for City Council review and approval. It is recommended that the City Council take the following actions: • Authorize the City Manager to enter into a contract with the West Covina Tournament of Roses Foundation when the Foundation is officially formed; a,nd06.20.00 8 Council Agenda • • June 20, 2000 Authorize the City Manager to sign the attached letter advancing the West Covina Chamber of Commerce $45,000. The Chamber will then proceed with the construction of the float pending the formal incorporation of the Foundation; and Appropriate $45,000 from the fund balance of the Business Improvement Tax fund to account 118-320-2431 for FY 1999-2000. The balance of the authorized $120,000 ($75,000) is already included in the proposed FY 2000-2001 budget. n) Award of "One Time Only" Funds from Los Angeles County, Area Agency on Aging, for the Senior Meals Program The Senior Meals Program has been awarded $14,915 in "One Time Only" funds from the Area Agency on Aging. Staff is requesting City Council approval to accept the funds and proceed to purchase the identified equipment. It is recommended that the City Council take the following actions: • Accept "One Time Only" funds in the amount of $14,915 for equipment and meal production. • Authorize the Finance Director to transfer available appropriations from 146-304-2392- 6158 (Raw Food/Catering) to 146-304-2392-7160 (Capital Equipment) in the amount of $10,771 for equipment purchases. • Authorize the Finance Director to transfer available appropriations from 146-304-2392- 6158 (Raw Food/Catering) to 146-304-2392-5112 (Part -Time Salaries) in the amount of $39,173. Because the District is a 1911 Act ad valorem District established in 1971. it is exempt from the voting requirements of Proposition 218. On August 5, 1997, the City Council approved gradually increasing the tax rate over a five-year period. This fiscal year is the third year and the new rate to be set for Fiscal Year 2000-2001 is 7.3 cents per hundred dollars of assessed valuation as compared to the current 6.6 cents. The proposed levy will raise approximately $108,808. It is recommended that the City Council adopt the following resolution which includes a rate increase from 6.6 cents to 7.3 cents per hundred dollars of assessed valuations: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, SETTING THE AMOUNT OF MONEY NECESSARY TO BE RAISED FOR WEST COVINA LANDSCAPE MAINTENANCE DISTRICT NO. 1 AND FIXING THE TAX RATE FOR SAID MAINTENANCE DISTRICT FOR THE FISCAL YEAR BEGINNING JULY 1, 2000. Because the District is an ad valorem, it is exempt from the procedures of Proposition 218. Staff is proposing to increase the tax rate for Fiscal Year 2000-2001 from 1.9 cents to 2.8 cents per hundred dollars of assessed valuation. The proposed levy will raise approximately $28,480. The bid was from Huntington Culinary, Inc., in the amount of $5.31 per meal. This report requests that the City Council decline the bid from Huntington Culinary based on high costs and proceed with an enhanced in-house program. It is recommended that the City Council take the following actions: a) Decline the bid received from Huntington Culinary, Inc., based specifically on the higher costs. b) Direct staff to maintain the program in-house, with enhancements to the Cook position for salary (top step from $10.72 to 15.00) and benefits (Cook to be full-time with full benefits.). c) Direct staff to increase the rates for meals as follows: for seniors (age 60 and over) from $1.75 to $2.00; maintain the current disabled rate at $3.00; and increase the rate for other non -seniors from $3.00 to $3.50 and make the donation a fee for non -seniors. This recommendation is based on the need to balance the Program's budget and after input provided by the Senior Commission. d) Increase the contribution from CDBG public service funds from $25,000 per year to $45,000. To prevent the elimination or any one CDBG public service program, it is recommended that all of the allocations be reduced by 14.3% to obtain the necessary $20,000 (Senior Meals and Senior Citizens Assistance would not be included in the percentage reductions). e) Utilize $14,648 in unspent FY 1999-2000 CDBG public service funds for the FY 2000- 2001 Senior Meals Program. It is important to note that the $14,648 is money that is only available for one-time use. f) Annually, budget $5,000 in projected "One Time Only" funding from the Area Agency on Aging. Motion by 2nd by to approve disapprove hold over 2) Request to Sell Alcohol at the 4'h of July Event The West Covina Elks are requesting authorization to operate a wine and beer garden on Tuesday, July 4, 2000 as part of the annual 4"' of July Event at Cameron Park. It is recommended that the City Council deny the request from the West Covina Elks to operate a wine and beer garden on July 4" in Cameron Park based on the following issues: • Some of the same concerns from last year are still applicable; • The input received from the Community Services Commission; • The very large crowds that are expected; and • The high visibility of the wine and beer garden. It is reconunended that the City Council take the following actions: a) Approve participation in the Foothill Air Support Team Regional Helicopter Program, authorize the expenditure of $65,683.00 for 52 weeks of service (sharing the costs of operation with the participating cities), plus $4,000.00 for any unanticipated expenses for a total of $69,683.00, and accept the terms of the JPA. b) Authorize the appropriation of $69,683.00 from the Supplemental Law Enforcement Services Fund (Fund 155) for this purpose through June 30, 2001. This report calculates the 2000-2001 appropriations limit for the City of West Covina to be $65,705,461. City Council will consider adopting this appropriations limit for the year ending June 30, 2001. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, SETTING THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2000- 2001.
