Speakers should be prepared to submit additional comments beyond the time limit in writing to the City Clerk at or before the time set for the public hearing. 1) West Covina Citywide Sewer Service Charge Under the provisions of State Law, a public hearing is required to be held by. the City Council on the collection method for the Citywide Sewer Service Charge for the fiscal year beginning July 1, 2000. In addition, the City Council declared its intention to levy and collect assessments within the District and set June 6, 2006, as the date for the public hearing. Goodfellas Pawn Shop at 1203 South Glendora Avenue for a rooftop balloon from 5/25/00 thru 6/15/00. 5) Traffic Committee Minutes The request of Lety Harper, Condominium Realty Group, that a multi -way stop be installed at the intersection of Las Rosas Drive and Andalucia Drive resulted in the following recommendation: THAT A MULTI -WAY STOP BE INSTALLED AT THE INTERSECTION OF LAS ROSAS DRIVE AND ANDALUCIA DRIVE. 6) Award of Bids a) Construction of Sidewalk/Wheelchair Ramps — Proiect No. SP-00105 Six bids were received and opened on May 25, 2000 for the construction of a new concrete sidewalk on Pacific Avenue from Cameron Avenue to Ardilla Avenue. The lowest responsive bid is $22,800 from Ranco Corporation of Brea. It is recommended that the City Council accept the bid of Ranco Corporation of Brea in the amountof$22,800, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. b) Bid No. 2000-04 — Purchase & Installation of Motorola Radius Radios This report recommends that Bid # 2000-04 (CIP Project #G99-4) for the purchase and installation of 62 Motorola Radius mobile radios be awarded to SJM Industrial, of El Segundo, CA, and Public Safety Technologies, Inc. of Glendora, CA, the lowest responsive bidders respectively. Co-sponsorship of this event will allow for the waiver of fees for the use of the showmobile from 6:30 a.m. — 7:00 p.m. It is recommended that the City Council approve the co-sponsorship of the event on June 11, 2000 and waive the fees for the use of the showmobile. c) Approval of Request to Serve Alcohol at an Anniversary Celebration at the Senior Center The Turner Family of West Covina is hosting a 50" wedding anniversary party at the Senior Citizens' Center on June 20, 2000. They are requesting approval to serve champagne, beer and wine at the event. It is recommended that the City Council authorize the 'Turner Family of West Covina to serve champagne, beer and wine at their parents' 50°i wedding anniversary, on June 18, 2000 at the West Covina Senior Center. agnd06.06.00 5 Council Agenda June 6, 2000 (13-8 cont.) d) Interim Staff Services for Community Services Department The Community Services Department is requesting interim support services for the completion and/or implementation of various capital improvement projects. Even with two staff vacancies, staff is eager to meet City Council expectations to move forward on existing and new capital improvement projects as requested by the City Council. It is recommended that the City Council take the following actions: i) Authorize the City Manager to contract for interim staffing services with a qualified individual(s) or firm(s) as needed to keep up with the Community Services Department's capital project workload, until vacant position can be tilled or salary savings is depleted. ii) Authorize the transfer of $26,700 in salary savings from 110-320- 2350-5111 to 110-320-2350-6120. Miscellaneous — City Manager's Office e) Amendment to Foothill Transit Joint Exercise of Powers Agreement The Foothill Transit Governing Board approved an amendment to the Joint Exercise of Powers Agreement (JPA), which will change the name of the governing agency from "Foothill Transit Zone" to "Foothill Transit". The City of West Covina has been asked by the Foothill Transit Governing Board to approve the amendment. It is recommended that the City Council approves Amendment Number 6 to the Joint Exercise of Powers Agreement between JPA member agencies. . Miscellaneous — Police Department f) Appropriating Donated Funds for the "Every 15 Minutes" Proeram The City Council approved the Police Department's participation in the "Every 15 Minutes" alcohol awareness program on March 2, 1999. The Police Department is seeking continued approval and an appropriation of donated monies to use on this program. Reconvene the City Council meeting at p.m. G) COMMUNITY SERVICES 1) Fingerprinting Policv for Youth Sport Volunteers This report requests that City Council discuss the issue of fingerprinting with the aid of experts in the audience, and adopt a fingerprinting policy for youth sport volunteers. It is recommended that the City Council take the following actions: a) Discuss the fingerprinting alternatives and direct questions to the expert representatives in the audience. agnd06.06.00 7 Council Agenda June 6, 2000 • (G-1 cont.) . b) Pending the City Council discussion with the experts, adopt Alternative 1 with the leagues being fully responsible. The City also purchases the necessary equipment to enhance the Consortium machine to process volunteers faster, but the leagues would be responsible. This would still allow groups to decide how to fingerprint or if they want to fingerprint volunteers. City Police staff would still provide support to league officials if they are notified by the DOJ about a volunteer. c) Strongly encourage all leagues to fingerprint their volunteers. In light of the June 1, 2000 ICRMA letter, this could even take the form of mandatory fingerprinting by City Ordinance. d) Direct staff to help educate parents, volunteers and children about using safe practices. e) - Direct staff to work with local legislators to seek State support to reduce the liability of cities or: groups that try to implement fingerprinting efforts. Motion by 2nd by To H) PUBLIC SAFETY SERVICES 1) Participation in the Foothill Air Support Team (FAST) Regional Helicopter The Police Department seeks Council approval. to enter into a Joint Powers Agreement (JPA) with the cities of Arcadia, Azusa, Covina, Monrovia and Pasadena to form a Regional Police Helicopter Program to enhance public safety services in participating cities. It is recommended that the City Council take the following actions: a) Approve participation in the Foothill Air Support Team Regional Helicopter Program, authorize the expenditure of $65,683.00 for 52 weeks of service (sharing the costs of operation with the participating cities), plus $4,000.00 for any unanticipated expenses for a total of $69,683.00, and accept the terms of the JPA. b) Authorize the appropriation of $69,683.00 from the Supplemental Law Enforcement Services Fund (Fund 155) for this purpose through June 30, 2001.
