Three ordinances were introduced at the City Council meeting of April 18, 2000,
and they are before the City Council this evening for second reading and adoption.
It is recommended that the City Council adopt the following ordinances entitled:

3) Award of Bids
a) Project No. PP-99217 — Parking Lot Rehabilitation at Del Norte Park
Eight bids have been received for this project which provides for the
installation of a new pavement overlay, and for the restriping of the parking
lot at Del Norte Park. The lowest responsive bid is $22,161 from Premier
Paving of Ontario. It is recommended that the City Council accept the bid
of Premier Paving Company in the amount of $22,161, and authorize the
Mayor and City Clerk to execute an agreement with same for the work to be
done.
b) Selection of Consultant for South Azusa Avenue Median Landscaping
for Project No. SP-97111
The design of the South Azusa Avenue median landscaping from Aroma
Avenue to Nelson Avenue is very specialized work for which five consultant
proposals have been received ranging from $17,000 to $45,285. Staff
proposes using Steven A. Ormenyi & Associates of Woodland Hills for
$17,000. It is recommended that the City Council accept the proposal of
Steven A. Ormenyi & Associates of Woodland Hills in an amount of
$17,000, and authorize the Mayor and City Clerk to execute a Consultant's
Agreement with same for the work to be done.

a) Revised Guidelines & Procedures for Implementing the California
Environmental Quality Act (CEQA) Resolutions
The California Environmental Quality Act (CEQA) requires all cities to
adopt and periodically update procedures for the implementation of CEQA.
Proposed at this time is an update to the City's CEQA procedures to reflect a
number of revisions to CEQA adopted by the State legislature in 1998. Staff
and the Planning Commission recommend that the City Council adopt the
following resolution entitled:

IMPLEMENT THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT.
b) Appraisal Services for the Possible Acquisition of the Property at 901
West Service Avenue (Skate Junction)
The City has solicited proposals for appraisal services for the possible
acquisition of the property at 901 West Service Avenue (Skate Junction), as
a City recreational facility. It is proposed to engage the firm of Otis E.
Hackett & Associates of Woodland Hills for a fee of $7,000. It is
recommended that the City Council authorize engaging Otis E. Hackett &
Associates of Woodland Hills, in the amount of $7,000, to appraise the
property at 901 West Service Avenue. These are funds in account (160-320-
3726-7700) for this purpose.
Miscellaneous — Environmental Management
c) BKK Landfill Closure Plans — Status Report
This is an updated report on the status of plans for BKK Landfill closure and
other related BKK matters. It is recommended that the City Council receive
and file this report.
Miscellaneous — Redevelopment Agency
d) 2000 Financing Agreement Between the City of West Covina and the
City of West Covina Redevelopment Agency
The City Council of the City of West Covina shall consider entering into a
2000 Financing Agreement with the Redevelopment Agency to provide a
loan of $5,600,000 to the Redevelopment Agency from the proceeds of the
sale of the City's Water System. It is recommended that the City Council
adopt the following resolution entitled:

e) Proposition A Discretionary Incentive Program
This report requests that the City Council authorize the City Manager and
City Attorney to sign the Memorandum of Understanding (MOU),
approving the continuation of the Proposition A Discretionary Incentive
Program for Specialized Transportation Services. It is recommended that
the City Council take the following actions:
Authorize the City Manager and City Attorney to sign the MOU; and
Authorize the City Manager and City Attorney to administratively sign
all future MOUs for the purpose of receiving the City's annual allotment
of Proposition A Discretionary Incentive funds.

2) Request to Contract for 2001 Rose Float Event
The City has received a request from the West Covina Tournament of Roses
Foundation asking that the City contract with the Foundation for the completion of
the City's 2001 entry into the Rose Parade. The request is for $120,000 and for the
same amount of staff time and other costs as the City experienced for the 2000 float.
It is recommended that the City Council provide direction to staff on this issue.

Each year, the City Council is asked to confirm appointments by the Mayor to a
