Lakers and three of the Laker Girls on 4/15/00. 5) Award of Bids a) Rehabilitation of Various Residential Streets — Proiect No. SP-99130 Ten bids were received and opened on April 11, 2000 for the rehabilitation of 49 segments of various residential streets damaged by the 1997-1998 El Nino storms. The lowest responsive bid is $556,157.50 from All American Asphalt of Corona, California. It is recommended that the City Council take the following actions: • Transfer $105,000 from Project No. SP-00108 (124-320-3039-7200) to Project No. SP-99130 (124-320-3081-7200); • Appropriate $560,000 in State Grant funding for El Nino street damage to Project No. SP-99130 (191-320-3081-7200); and a-nd04.18.00 3 Council Agenda • April 18, 2000 (B-5a cont.) • Accept the bid of All American Asphalt, in the amount of $556,157.50 and authorize the Mayor and City Clerk to execute the agreement with same for the work to be done. b) Purchase of Digital Logging Recorder This report recommends that the City Council waive formal bidding procedures and authorize the purchase of a 48 channel digital voice logging recorder with the associated software and compatible storage media from TCG Telecommunications Inc. of West Lake Village, CA. It is recommended that the City Council take the following actions: • Find that Los Angeles County bidding procedures are as stringent as those specified in WCMC Section 2-333; • Waive the competitive bid process for the purchase of a multi -channel digital voice logging recorder with associated software and storage and storage medium; allowing the City to piggyback on Los Angeles County Bid #3003132; and • Authorize staff to purchase a 48 channel Voice Print digital logging recorder with the appropriate software, license, and storage media, from TCG Telecommunications, Inc. for a total price not to exceed $56,287.26, from Account 115-347-2190-0000. , c) Lease of Three Electric Vehicles for the City's Fleet This is a request for authorization to lease three electric vehicles in order to replace two vehicles for the Fire Department and to add one new vehicle to the Information Services Division. The leases will be for two Ford Ranger Pickup trucks and one Toyota RAV4. It is recommended that the City Council take the following actions: • Authorize staff to enter into an agreement with Villa Ford in Orange to lease two 2000 Ford Ranger EV's at a cost not to exceed $29,164, plus tax and freight; • Authorize staff to enter into an agreement with Toyota Motor Sales for the lease of one Toyota RAV4 EV in an amount not to exceed $21,000, plus freight and tax; • Authorize staff to enter into an agreement with Clean Fuels Connection (formerly Edison EV) to install three charging units as per the previously approved action of August 17, 1999; and • Appropriate a maximum of $50,165, plus delivery and tax, from the AB 2766 Air Quality Improvement Fund for the leases. 6) Miscellaneous — City Clerk's Office a) Correction to Municipal Code Relative to the Age of Canines The West Covina Municipal Code permits dogs to remain unlicensed up to six months provided they are kept within enclosures at all times. To be consistent with other sections of the Municipal Code and the County of Los Angeles' Code, it is proposed that the reference be changed to four months. Miscellaneous — Environmental Management b) Resolution Authorizing Enforcement Assistant Grant Application The California Integrated Waste Management Board (CIWMB) has an Enforcement Assistance Grant Fund Allocation for Local Enforcement Agencies (LEA'S). The fund allocation for the City of West Covina will be approximately $15,000. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR AN ENFORCEMENT ASSISTANCE GRANT. Miscellaneous — Public Services c) 1999-2000 Transportation Development Act (TDA) Funding Each year, pursuant to SB-821, the State of California provides funds for bicycle and pedestrian facilities. In order to claim these funds for this year's sidewalk program, it is necessary that the City apply for them. The 1999- 2000 TDA allocation is $43,604. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE APPLICATION FOR BICYCLE AND PEDESTRIAN FUNDS AUTHORIZED UNDER SB-821 AND RECONFIRMING THE ADOPTION OF ITS BICYCLE AND PEDESTRIAN PLAN. d) Capital Improvement Program and Building Activity Report — First Ouarter, 2000 This report is to provide the City Council with a summary of Capital Improvement Activity and Major Building Permits issued during the quarter ending March 31, 2000. It is recommended that the City Council receive and file this report. e) Reaffirmation of City's Unmet Drainage Needs The Los Angeles County Department of Public Works has requested the City to again provide them with the City's outstanding drainage needs. This information is needed to program future stone drain construction and enhance their watershed planning efforts. It is recommended that the City Council authorize the City Engineer to reaffirm the City's top five priority storm drain project needs with the Los Angeles County Department of Public Works. I) West Covina Citywide Lighting and Maintenance District Preliminary Approval of the Engineer's Report At the January 4, 2000 meeting, the City Council adopted a resolution ordering the Engineer's Report. It is proposed that the City Council now adopt a resolution preliminarily approving the Engineer's Report for the West Covina Citywide Lighting and Maintenance District and declare its intention to levy and collect assessments within the district for Fiscal Year 1999-2000 and set the date of June 6, 2000 for the Public Hearing. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, PRELIMINARILY APPROVING THE CERTIFIED ENGINEER'S REPORT AND DECLARING ITS INTENTION TO HOLD A PUBLIC HEARING ON JUNE 6, 2000 TO APPROVE CITYWIDE ASSESSMENTS COMMENCING IN FISCAL YEAR 2000-2001 TO FUND THE OPERATION AND MAINTENANCE OF STREET LIGHTS AND STREET TREES WITHIN THE DISTRICT. g) West Covina Citywide Sewer Service Charges Based on the currently proposed budget, the Citywide Sewer Service Charge is proposed to be maintained at $21.95 per unit for Fiscal Year 2000-2001 (same rate as that for 1999-2000). A public hearing, proposed for June 5, 2000, is required to be held by the City Council on the method of collection for the Sewer Service Charge for Fiscal Year 2000-2001. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DECLARING ITS INTENTION TO COLLECT THE ANNUAL SEWER SERVICE CHARGE THROUGH THE COUNTY TAX BILL AND SETTING AND DATE FOR A PUBLIC HEARING THEREON. (Public Hearing; June 6, 2000) h) Naming of Traffic Signal Location on Amar Road East of Azusa The City of West Covina and Chamber of Commerce have been researching the naming of the two traffic signal locations in the vicinity of Azusa Avenue and Amar Road. The City has been requested to honor Officer Chiles by naming the location on Amar Road east of Azusa Avenue as Officer Chiles Way. It is recommended that the City Council designate the traffic signal location on Amar Road east of Azusa Avenue as Officer Chiles Way. i) Reclaimed Water Memorandum of Understanding On March 21, 2000, the City Council decided not to enter into a Memorandum of Understanding with the City of Industry as a participant in the construction of reclaimed water facilities but to continue to support the project as a retail customer. The Memorandum of Understanding has been revised and the City is being requested to sign as a "Participating Customer." It is recommended that the City Council authorize the Mayor to sign the Memorandum of Understanding with the City of Industry. Miscellaneous — Finance Department j) Surplus Property The City Council periodically declares as surplus city property which is no longer useful to the City, thereby, allowing the property to be disposed of as provided for by the Municipal Code. Surveying sixty-six cities revealed that 26 cities use West Covina's current method (Mayor is elected by fellow Councilmembers), 20 cities place the Mayor position on the general municipal ballot for either a two or four year term, and 20 cities use a rotation process usually conducted annually. It is recommended that the City Council first choose a selection process and then instruct staff to prepare an ordinance, resolution, or policy statement to reflect the chosen method.
