On November 2, 1999, the City Clerk's Office received a claim for property

4) Award of Bids
a) Third One -Year Extension of the Tree Maintenance Contract
In May, 1997, West Coast Arborists Incorporated of Anaheim was awarded
a one-year contract for tree maintenance services with an option of four
annual extensions. On April 20, 1999, the City Council granted a second
one-year extension of this contract. West Coast Arborists has requested a
third one-year contract extension with no increase in the contract amount. It
is recommended that the City Council authorize the third one-year extension
of the tree maintenance contract with West Coast Arborists, Incorporated of
Anaheim at no increase in the contract amount with funding in the amount
of $210,000 from Citywide District Account No. 188-320-2241-6130 and
$7,170 from Non -Assessable Citywide Maintenance Account No. 180-320-
2241-6130.
b) Replacement of Bleachers Stolen from Hollencrest Middle School
Three bids have been received for this project which provides for the
replacement of four sets of 5-row aluminum bleachers recently stolen from
Hollencrest Middle School. The lowest responsive bid is $12,975.32 from
Aluminum Seating, Inc. of San Bernardino. It is recommended that the City
Council accept the bid of Aluminum Seating, Inc. in the amount of
$12,975.32, and authorize the Mayor and City Clerk to execute an
agreement with same for the work to be done.
5) Miscellaneous — Public Services
a) Project No. SP-99106 — Merced Avenue Reconstruction — Federal
Funding for Preliminary Engineering
The State has approved Federal funding of the preliminary engineering cost
of $26,550 for the reconstruction of Merced Avenue from Valinda Avenue
to Bubbling Well Road. In order to receive these funds, the City must agree
to administer the project under the conditions set forth by the Federal
government. It is recommended that the City Council adopt the following
resolution entitled:

b) Implementation of Garvey Avenue South Name Change to Plaza and
Lakes Drive and State Street Name Change to Lakes Drive
There are references to the prior street names of Garvey Avenue South and
State Street within Section 22-141 of the West Covina Municipal Code
designating truck routes. Those references need to be changed to avoid any
enforcement problems. It is recommended that the City Council introduce
the following ordinance entitled:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, AMENDING SECTION 22-141 OF
THE WEST COVINA MUNICIPAL CODE CONCERNING THE
DESIGNATION OF TRUCK ROUTES.
c) Surplus Property
The Maintenance Division of the Public Services Department is requesting
approval to dispose of unwanted property left -over from the sale of the
City's water system. It is recommended that the City Council adopt the
following resolution entitled:
RESOLUTION NO. - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
DECLARING CERTAIN CITY PROPERTY AS SURPLUS.
d) Landscape Maintenance Districts Nos. 4 and 6 Preliminary Approval of
the Engineer's Report
At the January 4, 2000 meeting, the City Council adopted resolutions
ordering the Engineer's Reports. It is proposed that the City Council now
adopt resolutions preliminarily approving the Engineer's Reports for West
Covina Landscape Maintenance Districts No. 4 and 6 and declare its
intention to levy and collect assessments within the districts for Fiscal Year
2000-2001 and set the date of May 16, 2000 for the public hearings. The
assessment rates for Maintenance Districts No. 4 and 6 are proposed to
remain the same as currently established. It is recommended that the City
Council adopt the following resolutions entitled:

e) Renewal Landscape Maintenance District No. 7 — Ordering of
Engineer's Reports
The City Council is being requested to adopt a resolution ordering the
preparation of the Engineer's Report for Maintenance District No. 7. This
action is the first step in the annual renewal process for this district. It is
recommended that the City Council adopt the following resolution entitled:
RESOLUTION NO. - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
INITIATING PROCEEDINGS FOR THE CONFIRMATION OF
THE WEST COVINA LANDSCAPE MAINTENANCE DISTRICT
NO. Ts LEVY AND COLLECTION OF ASSESSMENT WITHIN
THAT DISTRICT PURSUANT TO PROPOSITION 218 AND THE
LANDSCAPING AND LIGHTING ACT OF 1972 FOR FISCAL
YEAR 2000-2001.
f) West Covina Landscape Maintenance District No. 7 Preliminary

At the April 4, 2000 meeting, the City Council is expected to adopt a
resolution ordering the Engineer's Report. It is proposed that the City

Miscellaneous — Environmental Management
g) California Beverage Container Recvcline and Litter Reduction Grant
This is a request for the City Council to authorize the Director of
Environmental Management to submit an application for the California
Beverage Container Recycling and Litter Reduction Grant to the
Department of Conservation's Division of Recycling (Division) and to
develop a grant administrator position. The grant will be used for the
promotion and education of recycling and litter cleanup activities of
beverage containers. It if recommended that the City Council take the
following actions:
i) Adopt the following resolution entitled:
RESOLUTION NO. - A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, APPROVING PARTICIPATION IN THE
CALIFORNIA BEVERAGE CONTAINER RECYCLING

ii) Authorize staff to begin the process of creating a limited service or a
permanent full time position to assist in the administration of the
Beverage Container Recycling and Litter Reduction Grant.
Miscellaneous — Police Department
h) Appropriating the 2000 OTS Grant
The Police Department obtained a $50,000 competitive grant from the State
Office of Traffic Safety to develop a detailed traffic collision analysis
system. This grant has no matching requirements, but must be appropriated
in its entirety. It is recommended that the City Council take the following
actions:
i) Accept the grant from OTS, to implement the traffic collision
analysis system; and
ii) Appropriate the OTS Grant as follows:
$ 13,000 into 198-304-2110-5112 for Programmer Time
2,000 into 198-304-2110-6050 for Mandatory OTS Grant

i) Extension of Interim City Attorney Contract
This staff report seeks City Council approval to extend the terms of the
existing contract with the Deputy City Attorney for the purposes of serving
as the City's Interim City Attorney. It is recommended that the City Council
extend the terms of the Deputy City Attorney's contract in order to allow
Colin Lennard to continue to serve as the City's Interim City Attorney until
a permanent City Attorney can be hired.

1) Fingerprinting Status Report

Per City Council request, .staff is providing this status report on the issue of
fingerprinting volunteers of youth sports groups. The Community Services
Commission is currently reviewing options for a formal fingerprinting policy to
make a recommendation to the City Council. The policy will define the role of the
City and youth sports groups in fingerprinting volunteers that work with minors. It
is recommended that the City Council take the following actions:
a) Receive and file this report; and
b) Direct the Community Services Commission to complete its review and
provide a recommendation to the City Council.

2) Protective Yellow Tubing on Ballfield Fences
Per City Council request, staff has prepared a report that presents cost associated
with purchasing and installing protective tubing to cover the tops of all baseball and
softball field fences in City parks. It is recommended that the City Council take the
following actions:
a) Approve the purchase of protective tubing for the baseball and softball
fields;
b) Direct City staff to request that league representatives find parent volunteers
to install the tubing;
c) Direct City staff to ask the leagues to evaluate the need for protective tubing
on the foul lines of fields; and
d) Authorize the expenditure of $4,500 for protective tubing for outfield fences
from the Non -Departmental Membership Reserve Account of the General
Fund 110-304-2640-6900.

3) U.S. Vietnam Veterans Event
The United States Vietnam Veterans are requesting use of the Civic Center
Courtyard on Sunday, April 30, 2000 from 10:00 a.m. — 5:00 p.m., to commemorate
the 25`' Anniversary of the end of the Vietnam War. It is recommended that the
City Council take the following actions:
a) Approve the use of the Civic Center Courtyard and the co-sponsorship of
this event for April 30, 2000;
b) Approve the full-scale event with helicopter landings, parade and skydivers
contingent upon the Veterans organization providing their own insurance;
c) Authorize the expenditure of $2,160 and a contingency amount of $1,000
from the Non -Departmental Membership Reserve Account of the General
Fund 110-304-2640-6900 to provide the costs related to the co-sponsorship
of the event.
d) Direct staff to work with the United States Vietnam Veterans organization to
assist with the planning and organization of the event.

4) Consideration of Potential Acquisition of Land — 901 West Service Avenue
City staff is requesting the City Council to consider the potential acquisition of
property located at 001 West Service Avenue for use as a potential community
center. It is recommended that the City Council authorize the City Manager to
initiate preliminary negotiations with the owners of 901 West Service Avenue
relative to the City's potential purchase of the property and proceed with initial
studies regarding potential use of the property, and cost estimates for improvements
and operating costs.
