TO 6:00 P.M. 4) Ordinances for Adoption (waive reading & adopt) At the Council meeting of February 15, 2000, the City Council introduced two (2) ordinances. The first ordinance consists of changes to the zoning regulations to update and revise the City's regulations for motion picture filming. The second ordinance amends Ordinance No. 126 regarding the term of water franchises. These ordinances are now before the Council for a second reading and adoption. It is recommended that the City Council adopt the following ordinances entitled: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN SECTIONS OF CHAPTER 15 (PUBLIC HEALTH AND SAFETY) AND CHAPTER 26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE REGULATING MOTION PICTURE FILMING (CODE AMENDMENT NO.293). ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING ORDINANCE NO. 126 REGARDING THE TERM OF WATER FRANCHISES. agnd03.07.00 2 Council' Agenda • March 7, 2000 5) City Treasurer's Reports (receive & file) City Treasurer's Report for the month of January, 2000 6) Award of Bids a) Project No. PP-00230 — Public Ball Fields New Protective Netting One bid was received and opened on February 29, 2000, for this project which provides for the installation of new 40-foot tall protective netting at Palmview and Sunset Field Parks; and at Willowood School. To minimize design and administrative costs, these three separate projects have been combined into one. The lowest responsive bid is $30,863.00 from Woodman Pole Company, of Huntington Beach, California. It is recommended that the City Council accept the bid of the Woodman Pole Company in the amount of $30,863.00, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. b) Purchase of Three Trucks The Maintenance Division of the Public Services Department is requesting approval to purchase three trucks — a crew cab flatbed truck, a utility truck, and an alternative fuel pickup truck. It is recommended that the City Council approve the awarding of bids as follows: • (1) 2000 one -ton crew cab flatbed truck per specifications in Bid No. 99- 00-CCT to Villa Ford of Orange, including tax and delivery, not to exceed $26,210. • (1) 2000 one -ton utility truck per specifications in Bid No. 99-00-132 to Tom's Truck Center of Santa Ana, including tax and delivery, not to exceed $24,662. • (1) 2000 one-half ton CNG fueled pickup truck per specifications in Bid No. 99-00-279 to Villa Ford of Orange, including tax and delivery, not to exceed $17,173.60. 7) Miscellaneous — Community Services a) Final Financial Report for 2000 Rose Float Event The final accounting of the revenue and expenditures for the 2000 Rose Float has been completed. This informational report was requested by the City Council and is provided for the City Council's review. It is recommended that the City Council receive and file this report. b) Vietnam Veterans Memorial Moving Wall The Vietnam Veterans Memorial Moving Wall is a 250-foot long replica of the Vietnam Veterans Memorial in Washington D.C., operated by a non- profit veterans group. The City of West Covina has the opportunity to host the exhibit October 28 to November 2, 2000 at the West Covina Civic Center. It is recommended that the City Council take the following actions: i) Approve the payment of a deposit in the amount of $1.250 from the Non -Departmental Membership Reserve Account I10-304-2640- 6900 in the FY 1999-2000 budget. ii) Direct staff to budget $2,550 in FY 2000-2001 for the remaining direct expenses. In addition, it is recommended that $5,000 be budgeted in FY 2000-2001 for the other costs associated with lighting, security, part-time staff costs and the various special events to be planned as part of hosting the Memorial. agnd03.0T00 3 Council Agenda • • March 7, 2000 (B-7b cont.) iii) Direct staff to work with the Community Services Commission, Veterans groups, local services groups, and other interested parties to plan and conduct various public events and ceremonies that are appropriate for the hosting of the Memorial. c) Approval to Sell Beer and Wine at the West Covina Chamber of Commerce Business Mixer The Chamber of Commerce of West Covina is conducting a Business Mixer at the Senior Citizens' Center on April 19, 2000. They are requesting approval to sell beer and wine at the event. It is recommended that the City Council authorize the Chamber of Commerce to sell beer and wine at the West Covina Senior Center for the April 19, 2000 Chamber of Commerce of West Covina Business After Hours Mixer. Miscellaneous — Communications Department d) Lease Agreement with 100 Citrus Limited This report recommends that the City Council approve a lease agreement with 100 Citrus Limited for the operation of City -owned radio equipment from 100 North Citrus Avenue, West Covina. It is recommended that the City Council approve the proposed Lease Agreement with 100 Citrus Limited and authorize the Mayor and City Clerk to execute the agreement. Miscellaneous — Finance Department e) 1999-2000 Mid -Year Budget Report The Finance Department has reviewed the City's financial condition through December 31, 1999. The Finance Department projects that based upon the trends through December 31, 1999, the City's General Fund and the City's various Special Revenue Funds should end the fiscal year 1999-2000 within the parameters established in the budget document, except as discussed herein. It is recommended that the City Council receive and file the report. Miscellaneous — Police Department t) Firearms Judgement Simulator Replacement The State of California has formally recognized the Department's Firearms Judgment Simulator Program as a "Mini -Skills Training Center" for law enforcement training. They have agreed to fund the total cost of replacing the Department's current firearms judgment simulator with a new state-of- the-art simulator. The City will receive $100,000. It is recommended that the City Council take the following actions: a) Authorize the Chief of Police to enter into an agreement with the Commission on Peace Officer Standards and Training (P.O.S.T.) to provide firearms judgment simulator training to law enforcement at an established rate, for a five-year period. In return, P.O.S.T. agrees to pay a maximum of $100,000 to purchase a new state-of-the-art firearms judgment simulator system, at no additional cost to the City. b) Authorize the Police Department to purchase a new firearms judgment simulator and related equipment, the cost of which will not exceed $100,000, from the manufacturer whom is best able to meet the needs of the Department. c) Authorize the receipt of contributed capital into the simulator fund 371-374. agnd03.07.00 4 Council Agenda • • March 7, 2000 (B-7f cont.) d) Appropriate $10,000 in depreciation on the fixed asset for the year ended June 10, 2000. g) Community Service Area Policing The Police Department plans to expand its community policing efforts by adopting Community Service Area Policing, which assigns an area of geographic responsibility to Police Lieutenants. It is recommended that the City Council receive and file this report. Miscellaneous — Personnel Department h) Addition to Limited Services Salary Schedule This report recommends adding the position of Accounting Manager and corresponding pay rate to the Limited Services Salary Schedule, by adoption of the attached resolution. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADDING THE CLASSIFICATION OF ACCOUNTING MANAGER TO THE LIMITED SERVICES SALARY SCHEDULE, FIXING THE COMPENSATION THEREOF, AND AMENDING RESOLUTION NO. 9393. The process would allow the City Council to appoint a committee of former Mayors and City Council Members to review the legal service proposals and to make finalist recommendations to the City Council for their approval. It is recommended that the City Council approve the use of the screening committee, recommended by Dr. Teimant, to .assist the City Council in its final selection of a new City Attorney and Agency Counsel for the City of West Covina. Motion by 2nd by to approve disapprove hold over 2) Requests for Proposals (RFP) for City Attorney and Redevelopment Agency (RDA) Counsel The City Council has directed staff to prepare a RFP for replacement of the City Attorney and RDA Counsel. The proposed RFP is attached for the City Council's review and approval. It is recommended that the City Council review and approve the proposals and direct staff to send out a RFP. Motion by 2nd by to approve disapprove hold over 3) Legal Audit Cancellation This staff report seeks authorization to send a letter to the fine of Cooper, Kardaras & Scharf to terminate the legal services audit of all firms doing business with the City. It is recommended that the City Council take the following actions: a) Authorize the City Manager to send a letter to Mr. Knapton terminating his audit services. In addition, the letter will request that Mr. Knapton either maintain or destroy (at his option) any documentation related to the audit. b) Direct staff to exercise one of the following alternatives: i) Authorize the payment of $22,500 (as requested by Mr..
