It is recommended that tile City Council adopt the following ordinance entitled: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN SECTIONS OF CHAPTER 26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE RELATED TO STANDARDS FOR FENCE HEIGHTS IN THE "SINGLE-FAMILY RESIDENTIAL" (R-1) AND. "RESIDENTIAL AGRICULTURAL" (R-A) ZONES (CODE AMENDMENT NO. 292). 5) Award of Bids a) Award of Bid 92000-06 Replacement of Fire Department Telephone Systems (CIP Proiect GOO-1) This report recommends that Bid 42000-06 for the replacement of the Fire Department Telephone Systems be awarded to E-IS Systems, Inc., of Anaheim, California, the lowest responsive bidder. It is recommended that the City Council take the following actions: • Authorize the award of Bid #2000-06 for the replacement of the Fire Department Telephone Systems to EIS, Inc., of Anaheim at a cost not to exceed $' ) 2,974.73 ); and • Authorize the transfer of $12,000 from the Electronic Equipment/Telelphone systems replacement account (Acct. # 1] 5-347- 2190-0000) to CIP Project GOO-1 (Acct. # 110-320-3026-7900) to cover the remaining costs of that project. b) Award of Bid for Professional Services to Complete CDBG Plans Cities receiving Community Development Block Grant-(CDBG) funds are required to submit a Five -Year Consolidated Plan once every five years in addition to the annual Action Plan. The two plans guide the use of 1ederal funds for local revitalization efforts. The Community Services Department is seeking approval to award a bid to a professional Consulting firm to prepare the required plans. It is recommended that the City Council take the following actions: • Accept the bid from Comprehensive Housing Services, Inc. of Fountain .Valley in the amount of $15,500 for the completion of the 2000-2005 Consolidated Plan and 2000-2001 Action Plan: and • Authorize the City Managei to enter into an agreement with Comprehensive Housing Services, Inc. for tile completion of said documents. C) Police Department Servers Renlacement The Police Department must replace its two computer system servers, because they are now inadequate for the Department's information storage and access needs. It is recommended that the City Council take the following actions: a,ndO 1. 18,2000 1 Council Agenda January 18, 2000 (B-5c cont.) • Find the State of California CMAS procurement procedure to be as stringent as the procedure in West Covina Municipal Code Section 2- 330; • Waive the City's procurement procedures and allow the City to purchase the servers under the CMAS bid #3-99-00-0167C; and • Authorize the Police Department to purchase the Dell servers at a cost not to exceed $19,9' )8 from account 115-347-2110-0000. 6) Miscellaneous — Public Services a) Standard Specifications for Public Works C onstruction, 2000 Edition; Ordinance Introduction and Setting Public Hearing Date The 2000 Edition of the Standard Specifications for Public Works Construction has recently been released. To continue utilizing these standard specifications requires updating Municipal Code Section 19-1. A public hearing is required to adopt the specifications by reference and tile hearing is proposed for February 15, 2000. It is recommended that the City Council take the following actions: a Introduce the following ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING THE 2000 EDITION OF THE STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION BY REPEALING AND ADOPTING SECTION 19-1 OF THE WEST COVINA MUNICIPAL CODE. Set February 15, 2000 as the date for the public hearing concerning the adoption of the Standard Specifications for Public Works Construction, 2000 Edition. b) Capital Improvement Program and Building Activity Report — 4" Quarter 1999 This report is to provide the City Council with a summary of Capital Improvement Activity and Major Building Permits issued during tile quarter ending December 31, 1999. It is recommended that the City Council receive and file this report. C) C—ensus2000 Complete Count Committee Two additional nominations requesting appointment to the Complete Count Committee have been received and include from the Women's Club ofWest Covina, Aurora "Betty" Valles and an At -Large norninee, Barbara McIntosh. It is recommended that the City Council approve the appointment of the two nominees per the attached "Nomination List — January 18, 2000" to the West Covina Census 2000 Complete Count Committee. Miscellaneous — Police DeDartment d) Additional Position for the West Covina Service Group The Police Department requests the . addition of an additional Programmer/Analyst 11 position to provide primary client support services for the West Covina Service Group, which provides computer software and support services to other law enforcement agencies. Miscellaneous — Finance Departmen e) Digital Imaj!e Storage System The City Council will consider an opportunity to acquire document imaging equipment through the SCI contract to enable the City Clerk's Office to enhance the records management program. Staff recommends that Council transler $8,000 from 110-320-2510-6125 (City Clerk's account) to 11 O-J20- 2541-7130 (Information Systems equipment). Touhey, Wong, Howard END OF CONSENT CALENDAR C) PUBLIC SERVICES 1) South Coast Air Quality Management District (District) Proposed Rule 1190 Clean On -Road Vehicles for Government and Airvort ODerations Per this rule, the City of West Covina would be required by January 1, 2002 to purchase clean-buming, low/no emission vehicles when adding or replacing vehicles to the fleet. It is recommended that the City Council authorize staff to forward the City's concerns to SCAQMD regarding their proposed Rule 1190 and have staff continue to monitor the proposed rule and keep Council advised ofany further modifications. Motion by 2nd by to approve disapprove hold over agndO 1. 18.2000 5 Council Agenda January 18, 2000 (PUBLIC SERVICES cont.) 2) Landscape Maintenance District Nos. 6 & 7 — Project No. MD 6 & 7-00-1 — Award of Bid — Clarification for Reconsideration This five-year contract provides for the landscape, hardscape, and sprinkler system maintenance within Maintenance District Nos. 6 & 7. The low bidder is L & M Diversified Services of Azusa in the amount of $3 )20,110.00. It is recommended that the City Council accept the bid of L & M Diversified Services of Azusa for a five-year contract for Maintenance District Nos. 6 and 7 in the amount of $320,110.00 ($64,022.00 annually), including the additional areas to be added in Maintenance District No. 7 and authorize the Mayor and City Clerk to, execute an agreement for the work to be performed. Motion by 2nd by to approve disapprove hold over 3) Amendment to Settlement Agreement with BKK Corp Regarding Grading of North Ridgeline On January 17, 1996, the City and the BKK Corporation entered into a Settlement Agreement that, among other things, prevented BKK from grading beyond the "North Ridgeline" along the northerly perimeter of its property. BKK is now proposing to develop an I 8-hole golf course that, as proposed, entails some grading beyond the limit of the North Ridgeline. Consequently, BKK is requesting approval of an amendment to the 1996 Settlement Agreement to allow grading for the proposed golf course to extend beyond the limit of the North Ridgeline. Staff recommends that the City Council consider the request of the BKK Corporation to amend the terms and conditions of the 1996 Settlement Agreement to allow grading and alteration of the slope areas beyond the existing limit of the " North Ridgeline" and provide appropriate direction to staff and the City Attorney. It is recommended that the City Council take the following actions: • Direct staff to include city entry monument signs as a project for consideration in the 2000-01 Capital Improvement Project budget; • Approve the eight monument sign locations identified in this report; • Approve the previously designed concept sign or direct staff to develop alternative designs� • Provide direction to staff whether service club logos should be included on monument signs; • If service club logos are to be included, require that service clubs pay the cost of obtaining and installing a suitable logo. A reply is feqUCsted by no later than January 31, 2000. If the invitation is accepted, a $2,500 entry fee must accompany the reply. It is recommended that the City Council consider the following options and direct staff to act accordingly: a) Accept the invitation, authorize payment of $2,500 for the entry fee from the existing appropriation, and participate in the 2001 Tournament of Roses Parade; or b) Decline the invitation; or C) Accept the invitation, authorize payment of $2,500 for the entry fee from the existing appropriation, and agendize the issue for further discussion at a later date.
