Pertaining to Approved Architectural Colors and Materials — General
Exemption
This code amendment consists of changes in the zoning regulations intended to
improve the City's ability to review and approve architectural colors and materials
and ensure the maintenance of such design with respect to commercial and multiple -
family residential developments.

5) Ordinance for Adoption (waive reading & adopt)
At the Council meeting of December 7, 1999, the City Council introduced an
ordinance approving Zone Change No. 667. The zone change is proposed to change
approximately nine acres of land north of Workman Avenue and west of Citrus
Street from "Medium Commercial" (C-2) Zone to the "Service Commercial" (S-C)
Zone. This ordinance is now before the Council for a second reading and adoption.
It is recommended that the City Council adopt the following ordinance entitled:

6) Award of Bids
a) Project No. SP-00104 —Curb and Gutter Repair
Ten bids were received and opened on December 21, 1999 for this curb and
gutter repair project._ The lowest responsive bid is $63,841.67 from Ranco
Corporation of Brea, California. It is recommended that the City Council
accept the bid of Ranco Corporation in the amount of $63,841.67, and
authorize the Mayor and City Clerk to execute an agreement with same for
the work to.be done.

b) Project No. PP-00226 — New.Park Score Booth and Community Centers
Modifications
This project will provide for the construction of a new second story addition
to the snack bar at Cameron Park; for, the renovation of the Recreation
Centers at Palmview and Shadow Oak Parks; and for the modification of the
Main Entrance at the West Covina Senior Citizens Center. One bid was
received and opened on December 14, 1999. That bid is $98,989 from the
Whelan, Construction Company, of West Covina, California. It is
recommended that the City Council accept the bid of Whelan Construction
in the amount of $98,989.00, and authorize the Mayor and City Clerk to
execute an agreement with same for the work to be done.
c) Landscape Maintenance District Nos 6&7 — Project No MD 6 & 7 00 1
This five-year contract provides for'the landscape, hardscape, and sprinkler
system maintenance of Maintenance District Nos. 6 and 7. The low bidder
is L & M Diversified Services of Azusa in the amount of $320,110.00. It is
recommended that the City Council accept the bid of L & M Diversified
Services of Azusa for a five-year contract in the amount of $320,110.00
($64,022.00 annually) including the additional areas to be added in
Maintenance District No. 7 and authorize the Mayor and City Clerk to
execute an agreement for the work to be performed.
d) Proiect No. SP-00120 — Street Barrier Removal
Four bids were received and opened on Tuesday, December 27, 1999, for
this project. The lowest responsive bid was $36,575.00 from Ranco .
Corporation of Brea, California. It is recommended that the City Council
accept the bid of Rance, Corporation in the amount of $36,575.00 and
authorize the Mayor and City Clerk to execute an agreement with same for
the work to be done.
e) Purchase of 4" Fire Hose
Staff is requesting approval to replace worn and damaged rubber 4" fire
hose with new 4" hose and fittings. It is recommended that the City Council
take the following actions:
• Accept the bid of $25,341.51 from Allstar Fire Equipment. Allstar Fire
Equipment was the only respondent to the open bid process.
• Authorize an expenditure of $20,000.00 from account #110-320-3021-
7900 (CIP Project #G99-5) and $5,341.51 from Account 9110-320-
2181-6270 for the purchase of 4" fire hose and fittings.
• Authorize the Fire Chief to execute an agreement for the purchase of the
4' fire hose and fittings.

a) Supplemental Trash Pickup in City Parks
The Maintenance Division of the Public Services Department is requesting
City Council approval to increase litter pickup in City parks utilizing
savings from park maintenance contract services. It is recommended that
the City Council authorize the increase in trash and debris pickup in City
parks and authorize the Mayor and City Clerk to execute a six-month

agreement with Delhaven Community Center of La Puente for the work to
be performed.
b) Census 2000 Complete Count Committee
The City has undertaken the process to recruit nominees for appointment to
the West Covina Census Complete Count Committee. On. December 7,
1999, the City Council appointed 16 persons to the Complete Count
Committee. At this time, eight additional persons are being nominated for
appointment to the Committee. In addition, the Planning Commission is
requesting that a substitution be made to its representative on the
Committee. It is recommended that the City Council approve the
appointment of the nominees listed on the attached " Census 2000 Complete
Count Committee Nomination List — January 4, 2000" to the West Covina
Census Complete Count Committee, to appoint Councilman Richard
Melendez as the Chairman of the Committee, approve the appointment of a
new representative from the Planning Commission, and authorize the use of
the Shadow Oak Park Center, the Senior Center at Cortez Park, and the City
Hall Community Room for testing and training facilities on an as available
basis.
c) Geographic Information System Showcase
Digital Map Products is offering the City of West Covina the opportunity to
serve as a "showcase" city for their CityGIS.com geographic information
system. The City Council will consider funding the City's participation as a
showcase city until June A 2000 in an amount not to exceed $18,400. It is
recommended that the City Council take the following actions:
• Find that Digital Map Products is the sole source for the CityGIS.com
system and waive all competitive bidding requirements under the West
Covina Municipal Code;
• Authorize the City Manager to execute an agreement with Digital Map
Products for the City's participation as a showcase for the CityGIS.com
system at a cost not -to -exceed $18,400; and .
• Approve funding for this project from the following accounts:

d) Renewal of the Citywide Lighting and Maintenance District and
Landscape Maintenance District Nos. 4, 6, and 7 — Ordering of the
Engineer's Reports
The City Council is being requested to adopt resolutions ordering the
preparation of the Engineer's Report for Maintenance Districts Nos. 4, 6,
and 7 and for the Citywide Lighting and Maintenance District. This action is
the, fast step in the annual renewal process for these districts.

e) Approval of Revised Class Specification Entitled: Fire Captain
This report recommends the approval of a revision to the class specification
for Fire Captain. The revision is being made in order to receive
investigative training and reimbursement for staff time, from the Bureau of
Alcohol, Tobacco Tax and Firearms. It is recommended that the City
Council adopt the following resolution entitled:

f) Concurrence for Repairs to Cortez Field
A request has been made by West Covina American Little League for Feld
repairs to the joint football and baseball field at Cortez Park. This report
seeks concurrence for the continuation of the seeding program at the field

with the plan to install sod in some areas if necessary to prepare for the
upcoming baseball season. It is recommended that the City Council take the
following actions:
• Concur with this recommendation from City staff,
• Receive and file this report; and
• Direct the Community Services Commission and City staff to review the
issue of field use and field maintenance and recommend to the City
Council a long-term solution for the appropriate use and annual
maintenance of the fields.
Miscellaneous — Fire Administration
g) Purchase of Firefighter Turnout Pants and Turnout Coats
The Fire Department is requesting the purchase of 13 turnout pants and 13
turnout coats for the purpose of replacing old and worn safety clothing. It is
recommended that the City Council take the following actions:
• Find Safety Equipment Company (SEC) the sole source vendor for the
purchase of Morning Pride turnout gear, thereby, waiving the
requirement to solicit bids; and
• Authorize the Fire Chief to purchase 13 turnout coats and 13 turnout
pants; and
• Authorize a maximum expenditure of $14,150.00 from Account #I10-
320-2181-6013 for this purchase.
Miscellaneous — Redevelopment Agency
h) Approval of Agreement for Exoneration of. Surety Bond — 1988 Lease
Revenue Refunding Bonds (The Lakes Public Parking Proiect)
The City Council and Agency Board shall consider the approval of an
Agreement to substitute a cash deposit for a Surety Bond as security for the
$7,750,000 1988 Lease Revenue Refunding Bonds (The Lakes Public
Parking Project). It is recommended that the City Council approve the
Agreement for Exoneration of Surety Bond between the Redevelopment
Agency, City of West Covina, Dai-Ichi Kangyo Bank of California,
National Westminster Bank PLC, and. West Covina Lakes Associates to
authorize the Mayor or her designee to execute the necessary document
thereto.
Miscellaneous — Environmental Management
i) L.A. County Household Hazardous Waste Collection Day ("Roundup")
in West Covina
Environmental Management staff has been working with Los Angeles
County on the possibility of hosting the fourth Roundup event here in the
City of West Covina in conjunction with our Clean Up Saturdays. The
proposed Roundup is being planned for Saturday, May 27, 2000 at the City
Maintenance Yard if approved by Council. Staff recommends that the City
Council authorize the Environmental Management Director to sign the
County Household Hazardous Waste Collection Program Siting Liability
Agreement with L.A. County.
j) BKK Landfill Closure Plans Status Report
This is an updated report on the status of plans for BKK Landfill closure and
other related BKK matters. It is recommended that the City Council receive
and file this report.

Miscellaneous - Police Department
k) Grant -Funded Purchase of Digital Imaging Equipment
Under the COPS Domestic Violence Test Site Grant, the Police
Department's purchase of digital imaging equipment has been approved and
appropriated. This equipment is, however, supplied by a sole -source
provider that has already designed and set up the Police Department's _
Digital Imaging Management System (DIMS). Given ,the size of these
grant -funded purchases, City Council approval is required. It is
recommended that the City Council take the following actions:
• Find that Linear Systems is the sole -source vendor of this digital
imaging equipment.
• Authorize the grant -funded purchase of the digital imaging equipment
directly from Linear Systems.
1) Federal Bulletproof Vest Grant
The Police Department has received a $6,000 Bulletproof Vest Grant from
the Federal Bureau of Justice Assistance (BJA). This is a 50% matching
grant, and it reimburses expenses, rather than giving the money up front.
The City Council must now authorize an appropriation, a fund transfer, and
a reclassification of already incurred vest expenses, in order to accurately
reflect the finances of this grant and use this $6,000. It is recommended that
the City Council take the following actions:
• Formally accept the Federal BJA Bulletproof Vest Partnership Grant;
• Authorize a transfer of $6,000 from 155-304-2111-7160 to 195-304-
2110-6270, and reduce 155-304-2111-7160 appropriations by that
amount;
• Appropriate a total of $12,000 into Fund 195-304-2110-6270 ($6,000
from above; and $6,000 directly from the BJA in grant funds);
• Authorize the reclassification of $12,000 in bulletproof vest expenses
already incurred from 155-320-2111-7160 to 195-320-2110-6270.
m) _Mandatory Grant -Funded Evaluation
One of the mandatory activities under the Police Department's COPS
Domestic Violence Test Site Grant is the evaluation of the grant activities in
a proper social science evaluation. The inclusion of the prestigious Cal State
Los Angeles' Pat Brown Institute for Public Affairs as the grant evaluator
helped us get this grant. Given the unique nature of these evaluation
services, a waiving of the bid process would expedite the implementation of
this grant activity. It is recommended that the City Council take the
following actions:
• Find that the Federal grant requirements make a bid process infeasible
for the mandatory evaluation, and a waiver of the bid process is in order.
• Authorize the Police Department to utilize Cal State LA's Pat Brown
Institute for Public Affairs to meet the mandatory evaluation
requirements of the COPS grants, paid for completely with grant funds.
n) Grant -Funded Student Stipends
The City Council already approved and appropriated the Police
Department's School -Based Partnership grants from the Federal Office of
Community Oriented Policing Services. Part of the grant requirements are
that we include students in the grant -funded activities. A direct
authorization of the already -appropriated grant -funded student stipends will
facilitate prompt implementation of these grants. It is recommended that the

City Council authorize the grant -funded stipends for students, to be issued
monthly.
o) The COPS School -Based Partnership 199 Grant
The Police Department has been awarded $131,683 in grant funds under the
School -Based Partnerships '99 Grant, administered by the Office of
Community Oriented Policing Services (COPS), within the U.S. Department
of Justice. This is our second grant of this type, and will be used to
collaboratively research and address school graffiti at four West Covina
Unified School District schools. As done previously, the City Council must
now appropriate the entirety of the grant, even though the funds will be

Landfill Postclosure Permit Public Hearing
The Waste Management and Environmental Quality Commission is recommending
that the City send a letter to DTSC expressing our dissatisfaction with their poor
notification, lack of information on the public hearing and to request another public
hearing. It is recommended that the City Council take one of the following actions:
a) The Waste Management and Environmental Quality Commission
recommends that the City send a letter to DTSC asking for another public
hearing because of their poor notification and lack of information;
OR
b) Authorize the Waste Management and Environmental Quality Commission
to send a letter to DTSC while staff draft the City's comments on the
proposed postclosure permit;
OR
c) Receive and file, since DTSC is responding to the community's concern by
holding a public workshop in January.

Representative on the SCAOMD Governing Board of Directors
The City has received a request for support from Mayor Beatrice LaPisto-Kirtley
from the City of Bradbury. Mayor LaPisto-Kirtley is the incumbent Eastern Region
representative on the SCAQMD Governing Board. Her term will expire on January
15, 1999 and she is seeking re-election to the position. It is recommended that the
City Council adopt the following resolution:
