Covina Village Sign Program
Applicant: North American Mortgage
Location: 341 North Azusa Avenue
The applicant is appealing the decision of the Planning Commission to deny a
deviation from the West Covina Village Sign Criteria for a proposed tenant
identification wall sign proposed on the upper brick fagade of a commercial tenant
space at 341 N. Azusa Avenue in the West Covina Village Shopping Center.

a) Project No. SP-00104 — Curb and Gutter Repairs — Approval of Plans
and Snecifications
Plans and specs have been completed for Project No. SP-00104, which
provides for the repair of damaged curb, gutter, sidewalk, and driveway
aprons, in various locations citywide. Estimated cost for this project is
$75,000. It is recommended that the City Council approve the plans and
specifications for Project No. SP-00104 and authorize the City Engineer to
call for bids.

b) BKK Landfill Closure Plans — Status Report
This is an updated report on the status of plans for BKK Landfill Closure
and other related BKK matters. It is recommended that the City Council
receive and file this report.

c) Approval for Use of City -Owned Equipment
The City has received a request from the West Covina High School Band
Parents Association for the use of City -owned equipment on November 22
and 23, 1999. The equipment will be utilized for their annual fund raising
event called the Band & Colorguard Tournament at West Covina High
School. It is recommended that the City Council provide direction to staff
concerning this request.

1) Census 2000 Complete Count Committee
On July 20, 1999, the City Council approved the creation of a Census Complete
Count Committee. This is a report on a progress toward recruitment of appointeess
to serve on the Complete Count Committee. It is recommended that the City
Council receive and file this report.

2) Gateway to West Covina — Azusa Avenue Beautification Project
In response to Councilmember Touhey's request to initiate a project for the
beautification of Azusa Avenue, staff was requested to review a proposal for the
Azusa Avenue Beautification Project and develop a cost estimate.' It is
recommended that the Azusa Avenue Beautification Project be considered during
the upcoming CIP process, In response to previous Council comments, the City
Manager would suggest a January 2000 pre -planning CIP study session with
Council. The purpose of this pre -planning CIP study session would be to identify
projects of interest to the Council, along with Council recommended funding
strategies, and provide staff with early Council direction in preparation of the draft
CIP.

1) City Manager
City Co -Sponsorship of Martin Luther King, Jr. Dav Celebration
The City of West Covina is joining the Chamber of Commerce and the NAACP in
sponsoring the Inaugural Annual Martin Luther King, Jr. Day Celebration. The
event will take place on January 17, 2000 at the City of West Covina Civic Center
Courtyard and Community Room. It is recommended that the City Council take the
following actions:
• Approve the City's co-sponsorship of the Martin Luther King, Jr. Day
Celebration on January 17, 2000; and
• Authorize the Mayor to join the NAACP and the Chamber of Commerce in
signing a letter to businesses requesting their financial support to offset
marketing costs for the Martin Luther King, Jr. Day Celebration and generate
revenue for the NAACP Academic Scholarship Fund.
