Applicant: Michael Yang
Location: 3200 East Cortez Street
The applicant is requesting approval of Zone Change No. 665 to change the zoning
of a 1.9-acre lot at 3200 E. Cortez Street from "RA" (Residential Agricultural) Area
District V to "R-l" (Single -Family Residential) Area District IV. The zone change
is being requested in conjunction with Tentative Parcel Map No. 25502 to subdivide
the property into two lots, which was approved by the Planting Commission on
September 28, 1999.

a) Capital Improvement Program & Building Activity Report-P Ouarter
This report is to provide the City Council with a summary of Capital
Improvement Activity and Major Building Permits issued during the quarter
ending September 30, 1999. It is recommended that the City Council
receive and file this report.
b) Tree Planting Grant Application
The Maintenance Division of the Public Services Department is requesting
City Council approval to apply for "California Trees for the Millennium"
competitive grant funds. It is recommended that the City Council adopt the
following resolution entitled:

AUTHORIZING THE APPLICATION FOR FUNDS FOR THE

INITIATIVE FUNDED THROUGH THE FOREST RESOURCE
IMPROVEMENT FUND.
c) Reclaimed Water Utilization Plan
The City of West Covina, along with other agencies, has been interested in
utilizing reclaimed water if economically feasible. To provide specialized
knowledge in this evaluation on behalf of the City, staff proposes to use the
services of Richard Bentwood with Parsons Engineering Science in an
amount of $4,500. It is recommended that the City Council authorize
engaging the services of Mr. Richard Bentwood with Parsons Engineering
Science, Inc. in an amount not to exceed $4,500 to assist staff in evaluating
the use of reclaimed water for public areas within the area of the City
commonly known as "Woodside Village".
Miscellaneous — Police Department
d) Additional Funds for COPS School -Based '98 Grant
The Police Department has been awarded $15,571 in additional federal grant
funds under the School -Based Partnerships '98 Grant, which funds an on-
going property crime research effort by the West Covina Police Department
and the West Covina Unified School District. As it did with the main grant
(in item G-1 on February 16, 1999), the City Council must now appropriate
the entirety of this supplemental grant, even though the funds will be
reimbursed by the federal government periodically. It is recommended that
the City Council authorize the appropriation of the additional grant award
($15,571), added to the unspent grant funds to be carried over from FY 98-
99, as follows:

e) Appropriation of Second -Year OCJP Domestic Violence Grant Funds
The Police Department has been awarded $90,000 in additional second -year
grant funds under the Law Enforcement Specialized Unit Domestic
Violence Grant, administered by the California State Office of Criminal
Justice Planning (OCJP). The City Council previously appropriated the
entirety of this grant's first -year funding (on February 16, 1999. in Item B-6-
e), and now must appropriate the second -year grant amount in its entirety,
even though the funds will be reimbursed quarterly by the State. It is
recommended that the City Council authorize the appropriation of the
additional grant award ($90,000), added to the unspent grant funds to be
carried over from FY 98-99, as follows:
• $41,960 into 142-304-2110-5112 (funds for part-time Victim Advocate)
• $24,500 into 142-304-2110-51 f3 (domestic violence investigations
overtime)
• $3,680 into 142-304-2110-6050 (mandatory grant travel and DV
training)
• $1,500 into 142-304-2110-6112 (mandatory audit of the grant)
• $5,000 into 142-304-2110-6120 (consulting/training by YWCA -
WINGS)
• $1,000 into 142-304-2110-6210 (office supplies)
• $1,000 into 142-304-2110-6212 (printing)
• $5,260 into 142-304-2110-6220 (emergency response kits)
• $500 into 142-304-2110-7130 (computer equipment)
• $5,600 into 142-304-2110-7160 (equipment, including digital cameras)
f) Purchase of One Police Motorcvcic
The Police Department requests City Council approve the purchase of one
Kawasaki Police Motorcycle. The new motorcycle will be placed into the
Patrol Vehicle Fleet for the new Motor Officer position, which became
effective on July 1, 1999. Staff recommends that the City Council:
• Find that City of Alhambra's procurement process is at least as stringent
as that used by the City of West Covina; and
• Find that the City of Alhambra's Bid #N99-24 satisfies the formal bid
process under West Covina Municipal Code Section 2-333, and justifies
the waiver of the fornial bid process; and authorize staff to purchase one
Kawasaki Police motorcycle for $8,258.39, including tax, from Pomona
Valley Kawasaki.
g) Driving Simulator Purchase
The State of California, through P.O.S.T. (Peace Officer Standards and
Training), has agreed to fund the full cost ($362,000) for purchasing four
new replacement state-of-the-art driving simulators. P.O.S.T. has provided
the Police Department with a list of three authorized vendors: Doron-
Precision-Systems, F.A.A.C. Corporation, and 1-SIM Corporation. Staff has
researched the authorized systems and has chosen I-SIM. It is
recommended that the City Council receive and file this update. The Police
Department will be requesting a formal purchase order to expeditiously
move forward with the purchase of four new driving sinmdators from [-SIM
Corporation.

This report recommends the approval of revisions to the job description for
Police Officer, to afford the Police Department the opportunity to expand
their recruitment capabilities for entry-level candidates. It is recommended

D) ENVIRONMENTAL MANAGEMENT DEPARTMENT
1) South Coast Air Quality Management District's report, "Evaluation of Health
Effects of Landfill Gas Emissions in the Los Angcles Basin"
At the October 5, 1999 City Council meeting, Councilmember Steve Herfert
requested that staff prepare a response to Mr. Royall Brown's request that a dosage
study be conducted at the BKK Landfill based on his review of the "Evaluation of
Health Effects of Landfill Gas Emissions in the Los Angeles Basin' Report (report).
It is not recommended that a dosage study be conducted knowing that dosage
studies have been conducted at the BKK Landfill, and the State Health views the
BKK Landfill's site as a model on such studies. It is recommended that the City
Council receive and file this report.

The City Attorney has prepared materials addressing the issue of the ENA with
Suburban Water Systems.
2) Lemon Avenue Connector Road — Councilmember Herfert
During the October 5, 1999 City Council meeting, Councilmember Herfert
requested that the matter of the previously proposed Lemon Avenue connector road
be agendized for discussion and reconsideration. it is recommended that the City
Council provide staff with direction relative to any further consideration of the
Lemon Avenue connection.
3) Sale of Fireworks in the City of West Covina for the Millennium —
Councilmember Touhev
At the October 5, 1999 City Council meeting, Councilmember Mike Touhcy
requested that staff prepare a staff report that addresses State -approved legislation,
which gives cities the authority to allow fireworks sales six days before January 1,
2000.

4) Expanded Insurance for Councilmembers — Councilmember Touhey
The City's insurance policy covers Councilmembers while performing all Council
duties away from home, which are defined as a "business trip". It is recommended
that the City Council receive and file this report.
5) Gateway to West Covina - Azusa Avenue -Beautification Project —
Councilmember Touhev
Councilmember Mike Touhey has requested the opportunity to discuss a project,
which consists of monument entrance signs, full length street banners, landscaping
all street medians, flags on display for holidays, and holiday tree lighting on Azusa
Avenue from City limit to City limit. It is recommended that the City Council
direct staff to develop a cost analysis and include the proposed Azusa Avenue
Beautification in the Fiscal Year 2000-2001 Capital Improvement Program for
consideration.
