Speakers should be prepared to submit additional comments beyond the time limit in writing to the City Clerk at or before the time set for the public hearing. 1) 1999 Congestion Management Program (CMP) Conformance Self - Certification and Local Implementation Report (LIR) Pursuant to Section 65089 of the California Government Code, the City of West Covina is required to submit an annual report to the Los Angeles County Metropolitan Transportation Authority (MTA) to verify conformance with the Congestion Management Program (CMP). An adopted Self -Certification Resolution and Local Implementation Report must be approved by the City Council and submitted to. the MTA by September 1, 1999. On July 27, 1999, the Planning Commission adopted Resolution 07-99-4557 recommending to the City Council adoption of the 1999 CMP self -certification and LIR. Super Remate De Autos at 821 South Glendora Avenue for a car sale on 7/16/99. 3) Award of Bids NONE 4) Miscellaneous — Public Services . a) Project No. SP-99105 — Orange Avenue and Willow Avenue Street Rehabilitation Work Plans and specifications have been prepared for street rehabilitation work on Orange Avenue from Francisquito Avenue to Merced Avenue and on Willow Avenue from Francisquito Avenue to the Walnut Creek Wash. Estimated cost for the project is $275,000. It is recommended that the City Council approve the plans and specifications for the revised Project No. SP- 99105 and authorize the City Engineer to call for bids. agndO8.17.99 2 Council Agenda • • August 17, 1999 b) Landscape Maintenance District No. 7 — Extension of Landscape Maintenance Agreement The five-year contract with Aloha Landscape for landscape maintenance of Maintenance District No. 7 will expire on August 3L 1999. Staff is recommending a six-month extension of this contract in order to save costs by combining Maintenance District Nos. 6 and 7 for bidding purposes. It is recommended that the City Council extend the Maintenance District No. 7 contract with Aloha Landscape of West Covina for a period not to exceed six months at which time staff will prepare contract specifications to bid Maintenance District No. 7 in unison with Maintenance District No. 6. Miscellaneous — Environmental Management c) Opportunity Grant for Construction of Electric Vehicle Charging Staff is requesting authorization to apply for Electric Vehicle Charge grant in the maximum amount of $17,500 for Major Destination Category or $10,000 for Fleet Category to construct electric vehicle charging station. It is recommended that the City Council take the following actions: • Approve our participation in the grant request as proposed by the adoption of the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COV►NA, CALIFORNIA, ENDORSING AND INITIATING THE CITY'S EV-READY COMMUNITY PROGRAM. • Authorize the Environmental Management Director to solicit possible locations for new charging stations, should we decide to apply under the Major Destinations Category of the EV Charge grant; and • Appropriate a maximum of $15,000 to fund 137-2319-7160 to co -fund the project selected. d) BKK Landfill Closure Plans Status Report This is an updated report on the status of plans for BKK Landfill Closure and other related BKK matters. It is recommended that the City Council receive and file this report. Miscellaneous — Community Services e) Final Financial Report on 1999 Rose Parade Float The City Council will review and consider the accompanying informational financial report. The City has several areas including parks and open spaces for potential use of' reclaimed water at less cost than potable water. It is recommended that the _City Council authorize the City Manager to send a non -binding Letter of Interest to use reclaimed water to be supplied by the City of Industry. Motion by 2nd by to approve disapprove hold over 2) Clarifying Revision to Municipal Code Section 23-114 Dealing with the Maintenance of Sewer Laterals The existing wording of Section 23-114 of the Municipal Code dealing with the maintenance of sewer laterals results in challenges as to its intent. The Section needs to be revised to expressly state the intent of the City Council. It is recommended that the City Council introduce the following ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, AMENDING SECTION 23-114 OF THE . WEST COVINA MUNICIPAL CODE, RELATING TO THE MAINTENANCE OF HOUSE SEWER CONNECTIONS. Motion by 2nd by to approve disapprove hold over COMMUNITY SERVICES No reports PUBLIC SAFETY SERVICES — Police Department 1) Appropriating the Federal COPS Domestic Violence Grant The Police Department has been awarded $300,000 in grant funds under the Law Enforcement Specialized Unit Domestic Violence Grant, administered by the Federal Office of Community Oriented Policing Services (COPS). In order to spend these funds to create our domestic violence intervention program, the City Council must appropriate the grant in its entirety, even though the funds will be reimbursed quarterly by the federal government. Motion by 2nd by to approve disapprove hold over ignd08. 17.99 5 Council Agenda • • August 17, 1999 H) ADMINISTRATIVE SERVICES 1) Finance Department Proposed Computer System City Council will consider the award of bid for a new Y2K compliant fully integrated financial software, hardware, conversion and training package to SCI at a cost not to exceed $485,000. Funding for the project has been included in the 1999- 2000 budgeted approved by City Council ($335,000 in CIP Budget, $150,000 from the Equipment Replacement Fund, and $60,000 in the Information Systems operating budget). Staff is not requesting any additional appropriations. Staff is acting quickly on decisions that have already been made by Council on the budget. Accordingly, staff recommends that the City Council authorize the City Manager to execute a contract with SCI for computer hardware, software, conversion and related consulting services identified in this report for a fee not to exceed $485,000, with additional annual support not to exceed $60,000.
