On May 27, 1999, an unmaintained pool was determined to present a threat to life and

3) Approval of Final Maps
Parcel Map No. 24759 — Subdivider: Tritech Associates — Richard Yu
The Planning Commission has approved creating two lots from one lot subject to certain
conditions. Those conditions have been met and the owner is requesting final map
approval. The lots are located at 3105 E. Virginia Avenue. It is recommended that the
City Council adopt the following resolution:

Staff recommends accepting onsite improvements and authorizing the release of United
Pacific Insurance Company of Pennsylvania Bond No. 42873134 in the amount of
$64,865.00, subject to Notice of Completion.
5) Award of Bids
a) Project Nos. SP 98102 and SP 98105 —
Citrus Street and Cameron Avenue Street Rehabilitation
Six bids were received and opened on June 24, 1999, for this project which
provides for street rehabilitation work on Citrus Street from Garvey Avenue South
to Vine Avenue and on Cameron Avenue from Citrus Street to the east City limit.
The lowest responsive bid is from Sully -Miller Contracting Company of Anaheim,
California, in the amount of $798,1 19.82. It is recommended that the City Council
take the following actions:

i) Appropriate $424,500.00 from unappropriated TEA-21 (Federal Funds) to
Project Nos. SP 98102 and SP 98105.
ii) Accept the bid of Sully -Miller contracting Company in the amount of
$798,119.82 as submitted at the bid opening on June 24, 1999, and
authorize the Mayor and City Clerk to execute a contract with Sully -Miller
Contracting Company for the work to be done.
iii) Approve professional soils and material testing services contract with
LaBelle -Marvin Professional Pavement Engineering not to exceed
$18,400.00 and approve professional engineering services contract with
Mr. W. F. Herring not to exceed $9,750.00.
b) Project No. SP 97110 —
Rehabilitation of Seizments of Various Bus Route Streets
Four bids were received and opened on June 7, 1999, for this project which
provides for coldmilling and an asphalt rubber hot mix overlay on Azusa Avenue
(from Garvey Avenue South to Cameron Avenue), Francisquito Avenue (from
Glendora Avenue to west City limit), and La Puente Road (from Nogales Street
800 feet easterly). The lowest bid is $600,250.00 from Sully -Miller Contracting
Company, Anaheim. It is recommended that the City Council take the following
actions:
i) Reject Sully -Miller contracting Company's bid due to poor experience on a
previously completed project.
ii) Transfer $428,000.00 from Project No. SP 99106 and appropriate
$30,000.00 from the unappropriated Proposition A funds to SP 97110,
iii) Accept the bid of the second lowest bidder, Mobassaly Engineering, Inc.,
in the amount of $611,927.05 as submitted at the bid opening on June, 7,
1999, and authorize the Mayor and City Clerk to execute a contract with
Mobassaly Engineering for the work to be done.
c) Project No. GP 99301C — Police Locker Room Modifications
This project will accomplish all repairs and modifications in the West Covina Police
Department locker room that are needed to renovate it and convert it to a more
usable condition. Three bids were received and opened on June 29, 1999. The
lowest responsive bid is $74,945.00 from Whelan Construction, West Covina. It is
recommended that the City Council accept the bid of Whelan Construction in the
amount of $74,945.00 and authorize the Mayor and City Clerk to execute an
agreement with Whelan Construction for the work to be done.
6) Traffic Committee Minutes of June 15, 1999 (accept and file)
Items approved by die Traffic Conunittee are Cfledive upon approval of die City Council miless ,m ordinance or

The request of the Board of the Courtyard of South Hills that the parking along the east
side ofBarranca Street adjacent to 130 South Barranca Street be converted to permit only
parking resulted in the following recommendation:

TUP 92513-99 was issued to Legal Photostat Services at 2222 W. Garvey Avenue for a
storage container from 5/27/99 to 11/39/99.
TUP #2522-99 was issued to Galaxy Lastertag at 329 N. Azusa Avenue for a
tournament/promotion on 6/6/99.
TUP #2525-99 was issued to the Filipino American Chamber of Commerce for a parking
lot heritage day on 7/12/99 at the northeast corner of Azusa/Amar (Seafood Village).
8) Miscellaneous — Public Services
a) Project Nos. SP 98102 and SP 98105 — Federal Funding —
Citrus Street and Cameron Avenue Street Rehabilitation
The City of West Covina has designed a street rehabilitation project for Citrus
Street and Cameron Avenue with an estimated cost of $1,161,500.00. In order to
receive Federal funds for this project, the City of West Covina must commit to the
matching fund requirement of 11.47% of the project cost and agree to administer
the project under the conditions set forth by the Federal Government. It is
recommended that the City Council adopt the following resolution -

Miscellaneous — Police Department
b) Replacement of Police Body Armor
The Police department requests the City Council's approval to purchase
replacement body armor for police officers whose current department -issued armor
exceeds the manufacturer's five-year ballistic performance warranty. This purchase
will be entirely funded by grants. It is recommended that the City Council approve
the purchase of 120 replacement personal body armor vests from three federally
approved vendors, using grant funds.
c) Helicopter Pilot Program Contract
The West Covina Police Department previously contracted with the City of
Baldwin Park for helicopter coverage. Baldwin Park disbanded their program
earlier this year leaving the West Covina Police Department to explore other
options. The Pasadena Police Department is currently offering to provide contract
helicopter service to multiple cities. The West Covina Police Department is
seeking to explore this option on a temporary basis by entering into a limited
contract. It is recommended that the City Council authorize the Police Chief to
enter into a limited contract for helicopter coverage with the City of Pasadena for a
cost not to exceed $9,300.00.

review and recommendation back to the City Council as part of a Cortez Park Master Plan
Amendment.

1) POLICE DEPARTMENT
DRIVING SIMULATORS REPLACEMENT
The West Covina Police Department's Simulator Training Center has utilized driving
simulators as an effective and efficient means of reducing our liability exposure by training
City personnel. We have also trained Public Safety and civilian personnel from other
communities, generating revenue in the process. The State of California has formally
recognized the Department's Simulator Program as a "Mini -Skills Training Center" for law
enforcement training and has agreed to fund the total cost of replacing the current driving
simulators with new, state-of-the-art simulators. This will require a five-year commitment
by the Police Department to continue to train law enforcement officers. It is recommended
that the City Council approve the following items:

a) That Council continue to support the Simulator Enterprise Program, as an
innovative means of limiting and reducing liability by increasing driving related
skills.
b) Authorize the Chief of Police to enter into an agreement with the Commission on
Peace Officer Standards and Training (P.O.S.T.) to provide driving simulator
training to law enforcement, at an established rate, for a five-year period. In return
P.O.S.T. agrees to pay $362,000 (includes trading in four existing used simulators)
to purchase four new state-of-the-art driving simulators, at no additional cost to the
City.

2) FIRE DEPARTMENT
MUNICIPAL CODE AMENDMENT
This is an ordinance that amends the West Covina Municipal Code in order to provide for
cost recovery of advanced life support systems when provided for private ambulance
companies and/or their patients during transport to a hospital. It is recommended that the
City Council introduce the following ordinance:

L) MAYOR'S REPORT
1) RESOLUTION OPPOSING THE EXPANSION OF THE
LANTERMAN FORENSIC CENTER
The cities of Diamond Bar and Walnut have voiced their legal objections to a State -funded
project to expand the Lanterman Developmental Center into a forensic confinement center.
These cities request that West Covina join them by adopting a resolution opposing the
project. It is recommended that the City Council adopt the following resolution opposing
the expansion of Lanterman Forensic Center in support of our neighboring communities,
and to protect the fights of independent cities to maintain a margin of control over their
neighborhoods.

2) APPRECIATION OF CITY COUNCIL SUPPORT
DURING THE LOSS OF CAPTAIN MICHAEL WIRTZ
On behalf of all the members of the West Covina Fire Department, the Fire Chief would
like to thank the West Covina City Council and City Manager for their support during the
very stressful and emotional loss of Fire Captain Michael Wirtz. It would mean a great
deal to Mike's family and to the Fire Department if the City Council were to take a
moment to remember Mike at the July 6, 1999, City Council meeting.

3) ASSEMBLY BILL 60 — OVERTIME BILL
As of June 29, 1999, this bill expressly would not apply to State and local government. If
it did, it would require the payment of overtime after eight hours of work. The resulting
cost would likely compel West Covina to abandon all of our work schedule, designed to
comply with AQMD requirements. This report recommends that a letter be sent to the
Governor asking that he veto any version that may include applicability to local
government. It is recommended that the City Council oppose any version of AB 60 that
does not expressly exclude local government from the requirements of the bill and
authorize the Mayor to send a letter to the governor outlining that opposition and
requesting that he veto any version of the bill that does not exclude government.

M) COUNCILMEMBERS' REPORTS
1) 1999/2000 BUDGET FOLLOW-UP - AROMA DRIVE ACQUISITION
At the June 15, 1999 City Council budget hearing, Councilmember Herfert requested that
the City Council consider transferring $900,000 from the Ridge Rider project (listed in the
1999/2000 Capital Improvement Program) to allow for the acquisition of additional
parkland on Aroma Drive. Staff is seeking City Council direction regarding this request, as
funds have not been approved for this purpose. It is recommended that the City Council
receive and file this report until such time that the disposition on the Ridge Rider and
Shakespeare park negotiations are complete.
