Speakers should be prepared to submit additional comments beyond the time limit in writing to the City Clerk at or before the time set for the public hearing. 1) Code Amendment No. 288 — Standards for Promotional Events This code amendment consists of two minor changes in Municipal Code regulations governing promotional events at automobile dealers and regional shopping centers. The amount had not been determined at the time of presentation. 3) Award of Bids Project No. GP-99305 — City Hall Civic Center Improvements This project combines several City Hall Civic Center improvements into one project. It provides for the replacement of handrails at ten City Hall locations; accessibility modifications to the City Hall first floor restrooms; the painting of the Civic Center parking structure's wood trellis covers; and for exterior painting to be done in the Civic Center courtyard and City Hall stairwells. Six bids were received and opened on April 27, 1999. The lowest responsible bid is $109,553 from Shawnee Pacific Corporation of Torrance, California. It is recommended that the City Council accept the bid of the Shawnee Pacific Corporation in the amount of $109,553, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. 4) Traffic Committee Minutes of April 20 1999 (accept & file) a) The request of the City of West Covina to review the possible need for traffic control devises on Aroma Drive, Donna Beth Avenue, Fairgrove Drive, and Galster Way resulted in the following recommendation: That a stop sign (RI) be installed along with stop message and stop ahead sign (W17) on the east and westbound approaches of Aroma agnd05.04.99 2 Council Agenda • • May 4, 1999 Drive at Donna Beth Avenue (most northerly intersection). That a stop sign (RI) be installed along with stop message on the southbound approach of Donna Beth Avenue at Aroma Drive. That lane lines be installed along Aroma Drive from Azusa Avenue to Galster Way. That double yellow centerline be installed on Donna Beth Drive from Aroma Drive to Fairgrove Avenue and on Aroma Drive from Galster Way to Fairgrove Avenue. b) The request of the Police Department to review possible need to install red curb on westerly side of Sunset Avenue, adjacent to 800 South Sunset Avenue, and southerly side of Cameron Avenue from Sunset Avenue to Evanwood Avenue resulted in the following recommendation: That 110 feet of red curb be installed on the westerly side of Cameron Avenue south of the most southerly driveway of 800 South Sunset and that red curb be installed on the westerly side of Cameron Avenue between the driveways. That 15 feet of red curb be installed on the southerly side of Cameron Avenue east of the most easterly driveway and that 90 feet of red curb be installed west of the most easterly driveway. c) The request of Scott H. Allen, President of Crestview Cadillac, to reduce speed limit on Garvey Avenue South between Citrus Street and Hold Avenue and prohibit overnight parking adjacent to Crestview Cadillac resulted in the following recommendation: Install "NO OVERNIGHT PARKING RESTRICTIONS" on Garvey Avenue South adjacent to Crestview Cadillac, 2700 East Garvey Avenue South. Hold over request concerning speed limit to allow time to accomplish speed survey. 5) City Treasurer's Reports a) January,1999 b) February,1999 c) March, 1999 6) Miscellaneous — Community Services a) Summer Lunch Program The California Department of Education has funds available for a summer lunch program. The Community Services Department is seeking City Council authorization to apply for federal funds, however, such application is contingent upon a food contract with the West Covina Unified School District. The Summer Food Program is recommended by staff from both agencies for the benefit of underprivileged youth under the age of 18. The Fire Department is requesting the City Council to authorize, through attrition, changing the color of Fire Department vehicles to traditional red. This process will start with ordering the recently purchased ladder truck in red. It is recommended that the City Council authorize the Fire Department to change the color of the vehicles from yellow to red as the Department replaces it's fleet of vehicles. ACTION ON THE FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 6: Motion by to approve all items listed, 2nd by except ROLL CALL: Herfert, Melendez, Touhey, Wong, Howard END OF CONSENT CALENDAR agnd05.04.99 4 Council Agenda • • May 4, 1999 C) PUBLIC SERVICES 1) Terms for Acquisition of Property — 300 and 330 South Citrus Street — Ridge Rider Equestrian Center and Maverick Field The City and Valencia Heights Water Company (VHWC) have been in negotiations regarding the City's acquisition of the site that houses the Ridge Rider Equestrian Center and Maverick Field. Staff is transmitting a counter offer of $1.3 million received from VHWC's Board of Directors for City Council review and direction. It is recommended that the City Council provide staff with direction relative to responding to the counter offer submitted by Valencia Heights Water Company. Motion by 2"d by 2) Aroma Ballfield Purchase and Sale Agreement This item has been scheduled before the City Council to authorize the Mayor and City Clerk to execute the purchase and sale agreement for the abandoned park site commonly known as the Aroma Ballfield Site located near the northeast comer of Aroma Drive and Galster Way. It is recommended that the City Council authorize the Mayor and City Clerk to execute the purchase and sale agreement for the sale of the abandoned park site commonly known as the Aroma Ballfield site. Motion by 2"d by to approve disapprove hold over 3) Census 2000 Complete Count Committee In its preparation for the Census 2000 population count, the Federal government is encouraging cities to obtain as complete counts of the population as possible. Since certain grant and funding sources allocate their disbursements based upon such items as population or number of housing units, the most complete count during the census process will result in greater disbursements received by the City. The Census Bureau has, therefore, recommended that a blue ribbon Complete Count Committee be established with leaders from various community groups being represented. It is recommended that the City Council direct staff as to whether or not to pursue investigation of establishing a Complete Count Committee and if so, to direct staff to estimate the costs of forming a Complete Count Committee, evaluate current funding opportunities at risk, identify potential benefits to a more specific level, and report its findings by June 15, 1999. Motion by 2" d by to approve disapprove hold over 4) Code Enforcement Staffing Options The Council has expressed its desire and intent to explore options for the enhancement of the level of code enforcement services provided within the community. This report addresses the objective of enhancing. the level of code enforcement staffing, the Request for Proposals (RFP) sent to five consultants, and the available staffing options. Motion by 2nd by to approve disapprove hold over ENVIRONMENTAL MANAGEMENT DEPARTMENT 1) West Covina Chamber of Commerce E-Com Proposal The West Covina Chamber of Commerce E-Corn Proposal appears to meet the criteria and guidelines of Assembly Bill 2766 (AB2766) for the use of motor vehicle registration fees to reduce air pollution from motor vehicles as an on-line shopping program which may reduce vehicle trips through computer purchases. It is recommended that the City Council receive and file this report. It is recommended that the Mayor make appointments to the various organizations described in the staff report, subject to City Council confirmation.
