II REVIEW OF ATHENS SERVICES CURBSIDE RECYCLING PROPOSAL
On January 5, 1999 the City Council authorized staff to enter into an agreement with
Brown, Vence 8, Associates, Inc. (BVA) to provide a third -party review of Athens
Services Curbside Recycling Proposal. BVA has completed its review and the report
is before the Council for discussion.
Recommendation
1) Selection of Athens proposed Option 1, 2 or 3 including the commercial bin
service.
Option 1. Two -Can Service
This option includes automated collection of the refuse (60- or 90-gallon
container) and processingi of the waste at the MRF to recover recyclables.
Automated collection and diversion of separate green waste (90-gallon
container) will remain the same as currently provided. Athens proposed 50%
diversion of residential waste stream.
This option includes automated collection of the refuse (40 or 90-gallon
container) and disposal. I Automated curbside collection of commingled
recyclables (90-gallon container) will be implemented, and materials will be
processed at the MRF. Automated collection and diversion of green waste (90-
gallon container) will rema'in the same.. Athens proposes 45% diversion of
residential waste stream.

This option is identical to Option 2, with the exception that recyclables
are collected on a bi-weekly schedule (e.g. once every two weeks). Athens
proposes 42% diversion of residential waste stream.
Commercial Bin Service
Athens proposes to collect all commercial waste as currently performed and
deliver the waste to the MRF for processing to recover recyclables. The
proposal includes a guaranteed 25% diversion of the commercial waste stream;
