Il) CONSENT CALENDAR A) Community Services 1) Approval to Sell Beer and Wine at Rotary Fund Raiser The Rotary Club of West Covina is conducting an annual fund raising event at the Senior Citizens' Center on March 14, 1999. They are requesting approval to sell beer and wine at the event. It is recommended that the Mayor and City Council approve the sale of beer and wine at the West Covina Senior Center for the March 14, 1999 Rotary Club fund raising event. 2) Showmobile Request— Filipino Americans' Church Recent revisions to the Showmobile Policy mandate that certain fees be imposed to agencies desiring use of the Showmobile. Non-profit agencies may be eligible for a waiver of fees, however, such determination is made only by action of the City Council. The Filipino Americans' Church, located on the south side of West Covina, is requesting that fees be waived for their Easter Celebration on April 4. The City of Baldwin Park is appealing the current Showmobile Policy and is requesting that fees be waived to facilitate their Cinco de Mayo Festival. It is recommended that the City Council approve the Baldwin Park's request for the Showmobile from April 30 through May 3 and that fees related to the trailer be waived. Council Agenda • • March 2, 1999 B) Public Services Project No. GP-97306 — Palmview Park Community Center New Restrooms and Re -roofing — Award of Bid Two bids were received and opened on February 23, 1999 for this project which provides for the construction of new ADA (Americans with Disabilities Act) compliant restrooms, heating, ventilation and air conditioning system modifications, the installation of new roofing, and other related site work at the Palmview Park Community Center. The lowest responsive bid is $67,978.00 from Whelan Construction of West Covina, California. Staff recommends that the City Council take the following actions: 1. Accept the bid of Whelan Construction in the amount of $67,978.00 and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. 2. Authorize the transfer of appropriations identified in the fiscal impact section of this report. C) Environmental Management Appropriation Reauest Staff is requesting appropriation authority for the cost of the Athens' Services Curbside Recycling Proposal third -party review by Brown, Vence & Associates, Inc. in the amount of $19,846 which has now been received by the City. It is recommended that the City Council authorize the transfer of $19,846 from Fund balance reserve in Fund 129 to account #129-304-2312-6120 in payment of the third -party review of Athens Services' Curbside Recycling Proposal. D) Police Department 1) Participation in LA IMPACT The Police Department is requesting the support of the City Council in assigning a West Covina Police Department officer to the LA IMPACT Regional Taskforce. Staff requests that the City Council support the decision to assign a police officer to LA IMPACT. If Council concurs, the appropriate action would be: A motion to enhance local public safety efforts by approving the assignment of a police officer to the Los Angeles Interagency Metropolitan Police Apprehension Crime Task Force. 2) The "Every 15 Minutes" Program The Police Department has developed anew program at West Covina High School designed to drastically increase students' awareness of the risks of alcohol use and alcohol -related traffic accidents. Entitled the "Every 15 Minutes" program, it will be funded completely by donations from the community. In order to implement the program before the prom in April, the City Council must appropriate the estimated donations.
