The bid is $32,200 from American Deck Systems Company of San Diego, California. It is recommended that the City Council accept the bid of American Deck Systems in the amount of $32,200, as submitted at the bid opening, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. 4) Acceptance of Improvements and/or Release of Bonds Proiect GP-98306 — Seismic Strengthening of Civic Center Parking Structure Recommendation is to accept on -site improvements and authorize release of Indemnity Company of California Bond No. 443461 P, in the amount of $9,200.00, subject to Notice of Completion. ❑gnd02.16.99 Council Agenda • • February 16, 1999 5) Ordinances for Adoption (waive reading & adopt) At the Council meeting of February 2, 1999, the City Council introduced two ordinances. The first ordinance amends the City's zoning regulations to provide greater flexibility for establishing parking requirements for gymnasiums and health clubs. The second ordinance amends the zoning regulations to allow fast food restaurants in conjunction with service stations, and to allow for more expanded convenience food sales and car washes in conjunction with service stations. It is recommended that the City Council adopt the following ordinances entitled: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN SECTION OF CHAPTER 26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE RELATED TO PARKING REQUIREMENTS FOR GYMNASIUMS AND ATHLETIC CLUBS (CODE AMENDMENT NO.284). ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,. CALIFORNIA, AMENDING CERTAIN SECTIONS OF CHAPTER 26 (ZONING) OF THE WEST COVINA MUNICIPAL CODE RELATED TO ACCESSORY COMMERCIAL USES OF SERVICE STATION SITES (CODE AMENDMENT NO.285). 6) Miscellaneous — Public Services a) Funding of Legal Costs for Irell & Manella LLP for Amar-Nogales Litigation The City Council authorized Irell & Manella LLP to provide legal services in reference to the Amar-Nogales litigation. No separate funding was established to pay for this service and payments came out of the City Attorney budget. However, with the high level of activity this fiscal year, an additional $100,000 appropriation to the City Attorney budget is necessary. It is recommended that the City Council appropriate $100,000 from General Fund Reserves to Account No. 110.320.2660.6111. Miscellaneous — Fire Department b) Scheduling Software License Purchase On October 6, 1998, the City Council authorized the appropriation of funds for completion of Phase I of the Fire Department's record automation system. This staff report is requesting approval to purchase software as part of the Department's automation system. The Fire Department is requesting that the City Council authorize the acquisition and installation of Telestaff, an automated staffing system specifically designed to meet fire agency staffing needs and integrate directly into the Sunpro Record Management System. This is a portion of the Department's automation system which was approved by the City Council on October 6, 1998. It is recommended that the City Council take the following actions: 1. Declare PDSI the sole supplier of this product. 2. Authorize the acquisition and installation of Telestaff, a Principal Decision Systems International (PDSI) automated staffing software product, at a cost not to exceed $15,581.00 for the first year. 3. Authorize the Fire Chief to execute said agreement and renew the annual maintenance agreement at his discretion. agnd02.16.99 3 Council Agenda • • February 16, 1999 Miscellaneous — Environmental Management c) This is an updated report on the status of plans for BKK Landfill closure and other related BKK matters. This is a part of the City program to keep the community informed of the progress toward implementation of the closure plans for the BKK Landfill. It is recommended that the City Council receive and file this report. Miscellaneous — Police Department d) Resolution Approving the Use of the OCJP Juvenile Block Grant with L.A. County District Attorney's Office The City of West Covina is eligible for $28,558 in Juvenile Accountability Incentive Block Grant (JAIBG) funds, which are passed through the California State Office of Criminal Justice Planning (OCJP). These funds must be targeted toward juvenile offenders, primarily through the court system. To serve the community of West Covina, the City can enter into a partnership with the Los Angeles County District Attorney's office, to commit these funds to the FOCUS program, which targets juvenile truants in the West Covina area. The County will then meet the 10% cash match requirement for us. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA APPROVING THE USE OF JUVENILE ACCOUNTABILITY BLOCK GRANT FUNDS FOR THE F.O.C.U.S. PROGRAM e) Appropriating the OCJP Domestic Violence Grant The Police Department has been awarded $90,000 in grant funds under the Law Enforcement Specialized Unit Domestic Violence Grant, administered by the California State Office of Criminal Justice Planning (OCJP). The City Council previously approved the content of the grant application, and now must appropriate the grant in its entirety, even though the finds will be reimbursed quarterly by the State. It is recommended that the City Council take the following actions: Authorize the creation of a limited -service Victim Advocate position, to exist for the life of this grant. 2. Interest has now been expressed by a development company to purchase the property from the City. As an initial step toward this end, the City must adopt a resolution declaring its intent to sell the property and set a date for a public hearing to hear protests to the sale. The date proposed for the protest hearing is April 6, 1999. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION. The City Council must now appropriate the entirety of the grant, even though the funds will be reimbursed by the federal government periodically. One proposal before the Subcommittee is the mandatory inclusion of State and local government employees in the system. The costs associated with the proposal is estimated at $2.4 billion over the next ten years and will be born by state and local governments.
