Carey that no parking on street sweeping days be implemented on Woodgate Drive between Shadow Oak Drive and Greenborough Drive resulted in the following recommendation: THAT PARKING BE PROHIBITED ON WOODGATE DRIVE BETWEEN SHADOW OAK DRIVE AND GREENBOROUGH DRIVE ON THE FIRST AND THIRD FRIDAYS OF EACH MONTH FROM 7:00 A.M. TO 3:30 P.M. FOR STREET SWEEPING PURPOSES. b) That the City of Irwindale has reviewed the intersection of Azusa Canyon Road and Los Angeles Street for the installation of a 4-way stop and found the installation to be justified. The City of Irwindale requested the City of West Covina's concurrence in the installation of the stop signs. The request resulted in the following recommendation: THAT THE CITY OF WEST COVINA CONCUR IN THE CITY OF IRWINDALE INSTALLING A 4-WAY STOP AT THE INTERSECTION OF AZUSA CANYON ROAD AND LOS ANGELES STREET. c) The request from Michael Chaix, Principal of Wescove Elementary School that the City relocate the crosswalk and crossing guard from California Avenue and Vine Avenue (to the east) northerly to California Avenue and Vine Avenue (to the west) resulted in the following recommendation: THAT THE CITY RELOCATE THE CROSSWALK AND CROSSING GUARD FROM ITS PRESENT LOCATION AT CALIFORNIA AVENUE AND VINE AVENUE (TO THE EAST) NORTHERLY TO CALIFORNIA AVENUE AND VINE AVENUE (TO THE WEST). 7) City Treasurer's Report City Treasurer's Report for the month of December, 1998. agnd02.02.99 3 Council Agenda • February 2, 1999 • 8) Miscellaneous — Community Services a) SCMAF Grant — Acceptance of Funds The Southern California Municipal Athletic Federation (SCMAF), through a competitive process, has selected the City of West Covina as a Community Sports Grant Program recipient. The amount to be awarded to the City of West Covina Community Services Department is $4,000. It is recommended that the City Council take the following actions: i) Accept the SCMAF Community Sports Grant in the amount of $4000; ii) Appropriate $4000 to the sports supply account #111-320-2384- 6240 to be used for the purchase of the Little Shots Program start-up supplies and equipment. Miscellaneous — Public Services b) Project No. SP-98102 and SP-98105 — Citrus Street and Cameron Avenue Street Rehabilitation — Approval of Plans and Specifications Plans and specification have been prepared for Project Nos. SP-98102 and SP-98105 which provide for coldmilling and asphaltic concrete overlay on Citrus Street from Vine Avenue to Garvey Avenue South and on Cameron Avenue from Citrus Street to the easterly City limit. The estimated cost for this combined project is $1,175,000. It is recommended that the City Council approve the plans and specifications for Project Nos. SP-98102 and SP-98105; and authorize the City Engineer to call for bids subject to authorization from the State of California Department of Transportation and the Federal Highway Administration. c) Renewal of the Citywide Lighting and Maintenance District and Landscape Maintenance District Nos. 4, 6, and 7 — Ordering of Engineer's Reports The City currently collects revenue to fund a variety of public improvements and services in Maintenance Districts 4, 6, and 7, and in the Citywide Lighting and Maintenance District. In accordance with State law, the assessments for these districts require annual extensions. The first step in this process is the ordering of Engineer's Reports by the City Council. West Covina Landscape Maintenance District No 7 (1999-2000) d) Southern California Association of Governments 1998 Regional Transportation Plan Forecasts The Southern California Association of Governments (SLAG) is presently refining the 1998 Regional Transportation Plan (RTP) forecast series for population, household and employment through the year 2020. The estimates will be used to calibrate the transportation and emissions model to be presented to the South Coast Air Quality Management District (SCAQMD) in April 1999. SCAG has requested that the City Council approve the forecast numbers with any recommended revisions by February 15, 1999. Staff recommends that the City Council approve the draft 1998 RTP population, household and employment estimates attached to the staff report as Exhibit A (as modified by staff) and instruct staff to communicate its approval to SCAG by February 15, 1999. e) Approval of Funding for the Lease of Valencia Heights Water Company Property The City Council will approve $10,000 in funding to be used as payment for the six-month lease extension on the Valencia Heights Water Company's Citrus Street property, It is recommended that the City Council take the following actions: i) Establish Project No. PP-99220 for the Valencia Heights Lease/Purchase (Finance No. 3962-770). ii) Approve the transfer of $3,840 in Parks Funds (163) from Project No. PP-99210 (Finance No. 3910) to Project No. PP-99220. iii) Appropriate $2,000 in unappropriated Park Funds (163) to Project No. PP-99220. iv) Transfer $1,418 in Construction Tax Funds (161) from Project No. PP-96223 (Finance No. 3639) to Project No. PP-99220. v) Appropriate $2,742 in unappropriated Construction Tax Funds (161) to Project No. PP-99220. agnd02.02.99 - 5 Council Agenda • • February 2, 1999 C) ACTION ON THE FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 8: Motion by 2" d by further reading of the resolutions and adopt, and to approve all items listed, except ROLL CALL: PUBLIC SERVICES Herfert, Howard, Touhey, Wong, Melendez END OF CONSENT CALENDAR 1) Engineering Division to waive Review of Traffic Conditions on Vine Avenue from Glendora Avenue to Citrus At the request of the City Council, staff reviewed the traffic conditions on Vine Avenue from Glendora Avenue to Citrus Street. This report of that review indicates that the traffic conditions have either not changed from the recent past or have improved somewhat. Both speeds and accident rates are within normal expectation. It is recommended that the City Council receive and file the report. Reconvene the City Council meeting at p.m. F) COMMUNITY SERVICES No reports. agnd02.02.99 6 Council Agenda • February 2, 1999 G) PUBLIC SAFETY SERVICES H) 1) Police Department a) Towing Services Contract City staff has completed its review of the Tow Service RFP's and is recommending that the City Council approve franchise agreements with Blackard's Towing Inc., Budget Towing, and Haddick's Towing, Inc. It is also recommended that the City Council direct the City Manager, or his designee, to negotiate a contract with the aforementioned tow companies. The revenue generated by these franchise agreements will generate $57,000 annually for the General Fund for the next five -years. It is recommended that the City Council approve alternative 1, and award franchise agreements to Blackard's Towing, Inc. (Area 41), Budget Towing (Area #2), and Haddick's Towing, Inc. (Area 43), and direct the City Manager, or his designee, to negotiate a contract with the aforementioned tow companies. Motion by 2nd by to Approve disapprove hold over b) Appropriating Funds for the COPS MORE Grant The Police Department has been awarded $35,357 in grant funds under the 1998 COPS MORE Program. In order to spend these grant funds, the City must appropriate matching funds in the amount of $22,310 into the proper fund. This amount has already been budgeted for. It is recommended that the City Council take the following actions: i) Authorize the provisional Administrative Analyst position within the Police Department and the appointment of Alex Houston to that position. ii) Authorize the appropriation of the federal grant award ($35,357) into Fund 151-304-2112-5111 (this amount is being electronically transferred to our bank). iii) Authorize the transfer of the local cash match ($22,310) from Fund 110-304-2112-5112 (Police Administration limited -service salaries) to Fund 151-304-2112-5111. The Finance Department is proud to report that, based upon the trends through December 31, 1998, the City should end the fiscal year 1998- 1999 with moderate growth in the City's General Fund, and in the planned positions for other funds.
