1) Public Hearing on the Second Amendment to the Procedures for Formation,
Election and Operation of the Project Area Committee .for the Proposed
West Covina Citywide Redevelopment Proiect Area
The City Council shall consider adopting a resolution approving the second
amendment to the procedures for the formation, election and operation of the
Project Area Committee (the "PAC") for the proposed West Covina Citywide
Redevelopment Project Area to delete owner occupant representation on the
PAC.

2) Interim Urgency Ordinance Extending Urgency Ordinance No. 2019
Related to Establishing a Requirement for Conditional Use Permits for
Hotels Within the Citv of West Covina
On August 4, 1998, the City Council adopted Urgency Ordinance No. 2019
establishing a requirement for conditional use permits for hotels within the City
of West Covina. Under Government Code Section 65858, the initial adoption of
an urgency ordinance is valid for 45 days, and may be extended for an
additional 10 months and 15 days. Due to the minor nature of this code
amendment, however, it is proposed to extend the interim ordinance for a period
of only six months.

That 105 feet of curb easterly of the main exit driveway and 35 feet
of curb westerly of the main exit driveway for Faith Community
Church onto Badillo Street be painted red.
6) Miscellaneous — Community Services
a) Rose Parade Fund Raising: Appropriation Request
Fundraising activities for the West Covina Rose Parade float are in final
planning stages and are scheduled to commence soon. Although many of
these efforts are being offered through donations and in -kind
contributions, some expenditures are inevitable. The Rose Parade
Committee, therefore, has requested that an appropriation specific to
fundraising activities be granted to facilitate the execution of events and
related fiscal contracts. It is recommended that the City Council take the
following actions:
i) approve an additional appropriation of $25,000 against the Fee
and Charge Fund (Account No. 111-304-2349-6120) to facilitate
the financing and coordination of fundraising activities for the
Rose Parade Committee; and
ii) direct staff to reimburse the fee and charge account for
expenditures incurred for fundraising and deposit all remaining
funds into the BIT fund.
Miscellaneous — Police Department
b) Recommendations from the Advisory Board Concerning the 1997-99
BJA LLEBG Grant and the Upcoming 1998-2000 Grant
The Advisory Board recommends the following uses for the FY 1997-99
BJA Local Law Enforcement Block Grant, as outlined below. The City
Council must make the final decision concerning how to spend these
grant funds, which total $156,095, and must then appropriate the
required match (which totals $17,344). This is our second cycle of
funding (the first was the FY 1996-98 BJA Grant, which was used to
fund after -school programs).
In addition, Police Department staff just began the process of applying
for a third BJA Grant (FY 1998-2000) for $164,581. Council approval
of this process at this time will allow us to streamline the speed up the
award process.
It is recommended that the City Council take the following actions:
i) Approve the spending breakdown of the FY 1997-99 BJA
LLEBG grant (the second cycle of the grant) as outlined in the
staff report.
Authorize the appropriation of $17,344 as the required local
match for the FY 1997-99 BJA LLEBG grant into Fund 136.
iii) Direct the Chief of Police and the City Manager to continue with
the application process and fulfill all of the requirements for the
third cycle of the grant (the FY 1998-2000 BJA grant), which
includes submitting administrative and financial forms,
completing civil rights and other certifications, forming a new
Advisory Board, and arranging for a public hearing).

c) Amendment to the San Gabriel Valley Council of Governments Joint
Power Authority
The San Gabriel Valley Council of Governments has requested that the
City of West Covina approve an amendment to its by-laws creating the
San Gabriel Gateway to America Construction Authority. The Authority
will oversee the day-to-day implementation of the Alameda Corridor —
East Project in the San Gabriel Valley. It is recommended that the City
Council adopt the following resolution:

COUNCIL, CALIFORNIA, APPROVING AND ADOPTING THE
FIRST AMENDMENT TO THE SAN GABRIEL VALLEY
COUNCIL OF GOVERNMENTS JOINT POWERS AUTHORITY
AGREEMENT.
7) Ordinance for Adoption
The City Council introduced an ordinance at the June 2nd City Council meeting
to amend the contract between the Public Employees' Retirement System and
the City to provide military service credit as public service for local Police
members. It is recommended that the City Council adopt the following
ordinance entitled:

COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN
THE BOARD OF ADMINSTRATION OF THE PUBLIC EMPLOYEES'
RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF
WEST COVINA.
