Speakers should be prepared to submit additional comments beyond the time limit in writing to the City Clerk at or before the time set for the public hearing. 1) Proposed Municipal Code Amendment Adopting Los Angeles County Health Ordinance Relating to Food Establishments The Los Angeles County Board of Supervisors adopted an ordinance relating to food establishment operations including a requirement to post the letter grade or inspection score. At the February 17, 1998 meeting, the City Council directed staff to notice the ordinance for local adoption. Based upon proposed modification by the L.A. County Department of Health, the City Council continued the public hearing until the County had fully adopted its owner -initiated inspection program with an approved fee. McBRIDE THE OPPORTUNITY TO ADDRESS THE TRAFFIC COMMITTEE. b) The request of Leo Ruble, Riverdale Street, West Covina, to increase lengths of red curb at exit from Pinegrove Street onto Francisquito Avenue resulted in the following recommendation: THAT AN ADDITIONAL 70 FEET OF RED CURB BE INSTALLED WESTERLY OF PINEGROVE STREET ON FRANCISQUITO AVENUE AND THAT AN ADDITIONAL 20 FEET OF RED CURB BE INSTALLED EASTERLY OF PINEGROVE STREET. 6) City Treasurer's Report City Treasurer's report for the month of June, 1998. 7) Award of Bids Rodent Control Contract Three bids were received and opened on July 21, 1998 for the control of rodents in City maintained areas. The lowest responsible bid is $24,940 from Gopher Patrol of Ontario for a one-year contract. It is recommended that the City Council accept the bid of Gopher Patrol of Ontario, California, in the amount of $24,840, and authorize the Mayor and City Clerk to execute a one-year contract with the option of four annual extensions with same for the work to be done. asad08.04 4 City Council Agenda • • August 4, 1998 8) Miscellaneous — Public Works a) Project No. SP-99102 — Street Rehabilitation Work — Approval of Plans and Specifications This project consists of asphaltic concrete overlay including wheelchair ramps and all appurtenant and incidental work for various minor street segments, citywide. The total combined length of the project is approximately 7.5 miles and the total estimated project cost is $500,000. It is recommended that the City Council approve the plans and specifications for Project No. SP-99102 and authorize the City Engineer to call for bids. Miscellaneous — Community Services b) Reapplication for Older Americans Act Funds Funding for services for the elderly has been made available through the Los Angeles County Department of Community and Senior Citizens Services. Staff is seeking authorization to reapply for these funds for the Senior Citizens Meals Program. It is recommended that the City Council adopt the following resolution entitled: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A PROPOSAL AND THE EXECUTING OF A CONTRACT FOR THE PROVISION OF SERVICES FOR ELDERLY PERSONS. At least two such facilities have applied to or have expressed interest in locating in West Covina. These facilities tend to be somewhat different from traditional hotels in their design and characteristics. Under current zoning regulations, a Conditional Use Permit (CUP) is required for"Motels," but not for "Hotels." Staff believes that having a Conditional Use Permit requirement in place for "Hotels" is necessary and would be beneficial to better ensure that new hotels, including those now being proposed, will be made compatible with surrounding commercial and residential areas. Staff recommends that the City Council adopt the following interim urgency ordinance entitled: ORDINANCE NO. - AN INTERIM URGENCY ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA, ESTABLISHING A REQUIREMENT FOR CONDITIONAL USE PERMITS FOR HOTELS WITHIN THE CITY OF WEST COVINA. Reconvene the City Council meeting at p.m. HOME FUNDS — Underwritine Criteria (Refer to Aeenev Item III The City was awarded $500,000 in HOME funds from the state to supplement the first time home buyer program for low-income households only. RDA housing funds($125,000) were appropriated to supply the required match. Redevelopment law, however, requires a more restrictive underwriting standard for low-income households than commercial banks, which has made it difficult to loan the funds. The use of non -housing, RDA funds as the match would ease the restrictive underwriting standard. It is recommended that the City Council approve changes to the HOME/FTHB program's Loan Administration Agreement (Section 1 — Definitions) to allow a housing cost standard of 35% rather than 30%. It is recommended that the City Council review the RFP and provide staff with direction under which to proceed in obtaining an audit of legal fees paid during the two years ending June 30, 1998, including the desired level of City Council participation in the evaluation process. Motion by to I) GENERAL ADMINISTRATION 1) City Manager 2„d by Repeal of the Vehicle License Fee There are a number of proposals currently before the Governor that will, if implemented, either eliminate or reduce the Vehicle License Fee. The League of California Cities has supported an income tax rebate program that will provide an income tax rebate commensurate with the proposed decreases in the Vehicle License Fee and has encouraged cities to support this proposal.
