Agnd02.03 City Council Agenda • • February 3, 1998 6) Ordinance for Adoption (waive reading and adopt) On January 20, 1998, the City Council introduced an ordinance to change the annual City Council reorganization date from April to March to coincide with March general municipal elections. It is recommended that the City Council adopt the following ordinance entitled: ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTION 2-21 OF THE MUNICIPAL CODE RELATIVE TO REORGANIZATION OF THE CITY COUNCIL. 7) Award of Bids a) Vactor/Jetter Truck Replacement — MP-98512 The Maintenance Department's sewer section is currently using a sewer cleaning vactor/jetter truck which is in need of replacement due to age and poor mechanical condition. A replacement was authorized and funds appropriated as part of 1997-98 Capital Improvement Program (CIP). The Maintenance Department has solicited bids from four vactorJetter dealers with the lowest bid being $191,026 including tax ($220,944 for lease/purchase over five years) from Haaker Equipment Company of Pomona, CA. It is recommended that the City Council authorize the replacement of the current vactor/jetter unit with the lease/purchase of a new unit from Haaker Equipment Company of Pomona for the total amount of $220,944 payable over five years. b) Project No. PP-96254 — Restroom Modifications Barrier Removal at Galster Park Five bids were received and opened on January 27, 1998, for this project which provides for restroom modifications for removal of accessibility barriers at Galster Park. The lowest responsible bid is $21,290.00 from Armstrong Construction of Covina, California. It is recommended that the City Council accept the bid of Armstrong Construction in the amount of $21,290.00 and authorize the Mayor and City Clerk to execute an agreement with Armstrong Construction of Covina, California, for the work to be done. 8) Miscellaneous — Planning Department a) Transfer of Funds - Limited Service Planning Assistant The Planning Department is requesting approval to transfer funds to cover the cost of a limited service Planning Assistant. It is recommended that the City Council authorize the transfer of $27,000 from Other Contractual (110- 2313-6120 to Limited Service 110-2313-5112). Miscellaneous — Finance Department b) Continuation of Contract for Temporary Accounting Assistance City Council approved contracting with Accountemps to back fill the position of accounting manager through January 31, 1998. The Accounting Manager position has yet to be filled. Council will consider extending the contract with Accountemps through April 30, 1998. Staff recommends that the City Council authorize the Finance Department to extend the contract for accounting services with Accountemps through April 1998, as needed, and authorize the transfer of $14,600 in appropriations to the limited service line -item. Agnd02.03 City Council Agenda February 3, 1998 Miscellaneous — Community Services c) Approval to Sell Alcoholic Beverages at the West Covina Beautiful 75" Birthday Ball West Covina Beautiful is holding their annual event on February 20, 1998 at the West Covina Senior Center. In conjunction with the City's 75°i birthday year, they are holding a"Birthday Ball." They are requesting approval to sell alcoholic beverages at the event. It is recommended that the Mayor and City Council approve the sale of alcoholic beverages at the West Covina Senior Center for the February 20, 1998 event. Miscellaneous — Environmental Services/LEA d) Department Name Change The Environmental Services Department seeks to change its name to Environmental Management Department to reflect the consolidation of the Environmental Services Department with the Waste Management Enforcement Agency. It is recommended that the City Council approve eliminating the name Environmental Services Department and adopt the recommended title of " Environmental Management Department." Miscellaneous — Personnel Services e) Approval of Classification Specification Environmental Management Director In December 1997, the Environmental Services Director retired. At the time of his retirement, he was responsible for management of a variety of City programs relating to waste management and environmental impacts. Subsequent to his retirement the majority of his responsibilities were assigned to the Waste Management Enforcement Manager who is responsible for oversight and monitoring of the BKK Landfill. Considering the City's continuing need to consolidate functions to create efficiencies, the two departments' Director position responsibilities have been integrated and a new Director level position created. It is recommended that the City Council approve the proposed specification, and adopt the following enabling resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING RESOLUTION 7223, RELATING TO CLASSIFICATION AND COMPENSATION OF POSITIONS, AS AMENDED, AND APPROVING THE CLASSIFICATION OF ENVIRONMENTAL MANAGEMENT DIRECTOR. Miscellaneous — Public Works f) Project No. TS-97113 — Nogales Street and Amanda Street Traffic Signal — Approval of Plans and Specifications The installation of a traffic signal at the intersection of Nogales Street and Amanda Street was approved and budgeted as part of the 1996-97 Capital Improvement Program. However, with the recent street improvements on Nogales Street this project was delayed. The plans and specifications have been completed and the project is ready to be advertised for bids. It is recommended that the City Council approve the plans and specifications for Project No. TS-97113 and authorize the City Engineer to advertise for bids. Staff has prepared an agreement with Eller Media Company that will provide the City with 25 new custom bus shelters and generate minimum revenues of $28,500 annually. It is recommended that the City Council approve the agreement and authorize the Mayor and City Clerk to execute the said agreement. This non -codified administrative policy has been reviewed by staff and can be modified, extended or removed at City Council's direction. Staff reecommends, treating all businesses consistently. And further recommends that the City Council revoke the non -codified administrative policy and require all companies doing business within the City of West Covina to obtain a business license. Ire? to Agnd02.03 City Council Agenda • February 3, 1998 L) MAYOR'S REPORTS, 1) Interim City Manager With the announced resignation of the City Manager effective March 1, 1998, there will be a need for the City Council to name an interim City Manager and Redevelopment Agency Executive Director. Both roles are presently vested in the City Manager. The City Council and Agency Board can consider naming an interim City Manager and, if desired, an interim Executive Director at this meeting or at the meetings of February 17 or March 3. It is recommended that the City Council consider this matter and select an interim City Manager. Motion by 2nd by To M) COUNCILMEMBERS' REPORTS 1) Approval of Argument in Favor of the Replacement Special Tax/Measure C At the January 20, 1998, City Council meeting the Council called an election for April 28, 1998, to seek approval of a special tax to replace assessment revenues that previously funded park maintenance, landscape maintenance, graffiti removal and traffic signal maintenance. The special tax measure will be called Measure " C". At the same City Council meeting, the Council reserved the opportunity to author the ballot argument in favor of Measure "C" for itself. The limit for ballot arguments is 300 words and must be filed with the City Clerk no later than February 6, 1998. It is recommended that the City Council approve the following written argument in support of Measure "C": Your City needs your YES VOTE on MEASURE C to maintain the QUALITY OF LIFE AND SAFE ENVIRONMENT in West Covina. The money to maintain the City's 12 parks, 85 traffic signals, 12 miles of median landscaping, as well as the removal of graffiti, have come from a Citywide Lighting and Maintenance District which was formed in 1976. With the passage of Proposition 218 the city no longer has the ability to collect these funds without the approval of two-thirds of the voters. MEASURE C WILL PROTECT YOUR INVESTMENT IN THIS COMMUNITY. The passage of this measure will guarantee the continued maintenance of your parks and street medians. It will also provide the funds needed to safely operate traffic signals and the prompt removal of the blight of gang graffiti and tagging. CURRENT COSTS HAVE BEEN REDUCED BY ONE -MILLION DOLLARS. The City staff works very hard to ensure that as a taxpayer you get the best value for your tax dollars. Over the last 3 years there has been a substantial reduction of over ONE MILLION DOLLARS in the costs of the services covered under the previous assessment, with no decrease in the quality of service. MEASURE C REPLACES LOST FUNDS! Agnd02.03 7 City Council Agenda • February 3, 1998 The proposed tax of $49.90 simply REPLACES THE FUNDS LOST as a result of Proposition 218. The costs to the typical single family homeowner or condo owner will be REDUCED BY 20% over the previous assessment. In addition, Measure C limits increases to a maximum of 2% per year, and requires the approval of your City Council. WE URGE YOU TO VOTE YES ON MEASURE C AND KEEP WEST COVINA BEAUTIFUL.
