Steadfast Properties is seeking multi -family bond financing from a joint powers
authority (CSCDA) to purchase, rehabilitate and create affordable units at the
Brookhollow Apartments. The City will not be liable for the bond. Before the bond
can be issued, the City must: 1) join the joint powers authority and 2) approve the

On October 17, 1997, the City Clerk's Office received a claim for damages
pertaining to a lawsuit filed against claimants for personal injuries resulting
from a vehicle vs. pedestrian accident.
b) Robert S. Earl vs City of West Covina
On October 28, 1997, the City Clerk's Office received a claim for property
damages amounting to $2,769.50.
c) Gladys Yolanda Vargas vs City of West Covina
On November 14, 1997, the City Clerk's Office received a claim for
personal injuries amounting to $254,630.

a) Capital Improvement Program and Building Activity Report
Fourth Ouarter 1997
This report is to provide the City Council with a summary of major Building
Permits issued and Capital Improvement Activity during the quarter ending
December 31, 1997. It is recommended that the City Council receive and
file this report.
b) Removal of"No Right Turn on Red" Sign for Northbound Temple
Avenue at Amar Road
With the activation of the new traffic signal at Westport Drive and Amar
Road two weeks ago, the primary reason for the "No Right Turn on Red"
restriction for northbound Temple Avenue at Amar Road has been
eliminated. The turn restriction was initially installed to provide added
breaks in traffic for vehicles to exit Westport Drive onto westbound Amar

Road. The restriction was later expanded from two hours in the morning to
all day in an effort to discourage traffic from using Temple Avenue as a way
of avoiding the intersection of Amar and Azusa. However, the "No Right
Turn on Red" was causing driver confusion and heavy congestion and was
therefore removed. It is recommended that the City Council approve the
removal of the "No Right Turn on Red" signs for northbound Temple
Avenue at Amar Road.
c) West Covina Citywide Lighting and Maintenance District Fiscal Year
1997-98 Mid -Year Budget Review
At the January 6, 1998 City Council meeting, the City Council approved
expenditures of $3,192,260 for the Citywide Lighting and Maintenance
District. A review of the Citywide Lighting and Maintenance District
budget has resulted in the development of greater efficiencies and a
reduction in the Citywide Lighting and Maintenance District budget of
$236,890 for fiscal year 1997/98. It is recommended that the City Council
approve the proposed $236,890 budget reduction to the 1997/98 Citywide
Lighting and Maintenance District.
Miscellaneous — Planning Department
d) Request for Qualifications for Code Enforcement Services
The City Council has stated a desire to enhance the level of code
enforcement services being provided within the City. Staff and the City
Attorney are currently in the process of developing new code procedures to
assist in this objective. In order to help expedite the delivery of increased
code enforcement services, it is proposed to issue a Request for
Qualifications (RFQ) to identify private firms that provide code enforcement
services to cities. It is recommended that the City Council authorize
circulation of the attached Request for Qualifications for provision of
contract code enforcement services.
Miscellaneous — LEA/Environmental Services
e) BKK Landfill Closure Plans Status Renort
This is an updated report on the status of plans for BKK Landfill closure and
other related BKK matters. This is a part of the City program to keep the
community informed of the progress toward implementation of the closure
plans for the BKK Landfill. It is recommended that the City Council receive
and file this report.
Miscellaneous — Police Department
f) Application for Grant Funds from the California State Office of
Criminal Justice Planning's Domestic Violence Intervention Program
The Police Department has created and submitted a program (which will
improve both the Department's handling of domestic violence cases and the
services provided to victims of domestic violence in West Covina) for an
Office of Criminal Justice Planning competitive grant. The grant, which can
be renewed for up to three years, makes $78,330 available to recipients each
fiscal year, with no cash or in -kind match requirement. The program that
Department staff have created incorporates improvements in documentation,
training, equipment, statistical reporting, and (through a Victim Advocate)
services to victims of domestic violence. It is recommended that the City
Council approve this program's application for grant funds.

1) Amendment to the Agreement with Arakelian Enterprises, Inc. to Change the
doing business as (dba) from West Covina Disposal to Athens Services
In December of 1997, Dennis Chiapetta of West Covina Disposal Company
requested an amendment to the agreement for solid waste collection between the
City and Arakelian Enterprises, Inc., dba West Covina Disposal Company to allow
the dba to be changed to Athens Services. This amendment would change the
identification on the trash trucks and the company's name for payments to Athens
Services. It is recommended that the City Council approve Amendment No. 10 to
the Agreement with Arakelian Enterprises, Inc., to reflect changing the dba from
West Covina Disposal to Athens Services.

2) Initiation of the April 28, 1998 Election for the Citywide Lighting and
Maintenance District Replacement Special Tax
At the December 16, 1997 City Council meeting, staff was directed to prepare the
resolutions required to call an election on April 28, 1998, for the approval of a
replacement special tax. The proposed special tax of $49.90 per equivalent dwelling
unit will replace funds that can no longer be collected through assessments as a
result of the passage of Proposition 218. If approved by a two -third majority vote,
the replacement special tax will fund park maintenance, street landscape
maintenance, graffiti removal, and the maintenance of traffic signals throughout the
community. The appropriate resolutions have been prepared for council adoption.
The City Council meeting of January 20, 1998, is the only regularly scheduled
Council meeting at which these resolutions may be adopted for the April 28, 1998
election date. It is recommended that the City Council adopts the following
resolutions and appropriates $70,000 from General Fund Reserves for the special
municipal election:

3) Replacement Special Tax Public Information Program Approval of Funds
On April 28, 1998, the City will hold an election requesting voter approval of a
replacement special tax of $49.90 per equivalent dwelling unit to fund Citywide
Lighting and Maintenance District services that were previously funded through
assessments. As a result of the passing of Proposition 218, these services may no
longer be funded through the levying of assessments. If approved by a two -third
majority vote, the replacement special tax will fund park maintenance, street
landscape maintenance, graffiti removal, and the maintenance of traffic signals
throughout the community. In order to assist members of the voting community
makes an informed vote on April 28, 1998, the City of West Covina has developed
an impartial, fact based public information program relating to the election issue. It
is recommended that the City Council approve expenditures of $20,000 from the
Citywide Lighting and Maintenance District reserves for the implementation of a
public information program relating to the replacement special tax issue.

2) Annual Report — 1996-97
The City Council will review the Annual Report of the Redevelopment Agency for
fiscal year 1996-97, which includes the Agency financial audit, as certified by
Caporicci & Larson, independent auditors. It is recommended that the City Council
receive and file the Redevelopment Agency Annual Report for 1996-97 fiscal year.

3) Inclusion of Additional Areas into the Existing Redevelopment Survey Area
The City Council shall consider adopting a resolution to include additional areas of
the City into the existing redevelopment survey area for study purposes to determine
whether a new redevelopment project or adding these areas to the existing project

Information Management System
The West Covina Fire Department requires an updated management information
system in order to provide effective emergency services to the Community as well
as to provide an innovative combined information system that the City can market
to others through the Police Department's entrepreneurial West Covina Services
Group. It is recommended that the City Council take the following actions:
• Waive the formal bidding process due to the single supplier of this product.
Authorize the Fire and Finance Departments to negotiate a sole source contract
with The Fire Coach, Fire Service Computer Solutions for the purchase of
SunPro Record Management Software.

I) CITY MANAGER
1) City and Chamber Joint Community Newspaper
The City and the Chamber of Commerce have been in discussions to produce a
monthly community newspaper. The Chamber issued a request for proposals on
behalf of the City and Chamber. A committee consisting of representatives from
the City and Chamber selected the Independent Voice, Inc. to prepare and distribute
the monthly newspaper. It is recommended that the City Council take the following
actions:
Authorize the City Manager to enter into an Agreement with the Chamber of
Commerce, Redevelopment Agency and the Independent Voice;
Appropriate $13,170 to account 110-320-2632-6440 from unencumbered
balances for FY 97-98 and approve the expenditure of $20,670 from the same
account for the publication of the monthly newspaper; and
Recommend to the Chamber of Commerce Executive Committee to appropriate
$16,600 from excess business improvement tax to pay for the Chamber's
portion of the incremental cost.

M) COUNCILMEMBERS' REPORTS
1) 75"' Anniversary Celebration Committee's Application for the 1999
Tournament of Roses Parade
Over one hundred and forty West Covina residents attended the 75" Anniversary
Committee Planning Party that was held this past October. At this meeting, nine
subcommittees were formed to focus their efforts on highlighting a specific aspect
of life in the city. A major portion of the meeting was devoted to the generation of
ideas for possible events that could be held for the purpose of celebrating the 75"'
Anniversary. By far, the most popular idea to emerge was that of seeking an
invitation to participate in the 1999 Tournament of Roses Parade. It is
recommended that the City Council receive and file this report.
