Applicant: Southern California Housing Development Corporation
Location: 1333 West Garvey Avenue North
The project consists of a proposal to amend the General Plan land use designation
and Zoning designation to allow the conversion and renovation of an existing
motel into a 124-unit multiple -family apartment complex for. affordable housing
on a 3.66-acre site.

CERTIFYING THE NEGATIVE DECLARATION OF
ENVIRONMENTAL IMPACT FOR GENERAL PLAN
AMENDMENT NO. IV-97-31, ZONE CHANGE NO. 658,
CONDITIONAL USE PERMIT NO. 507, AND PRECISE PLAN NO.
861, PURSUANT TO THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT OF 1970, AS AMENDED.

2) Executive Lodge — Public Hearing on the Issuance of Multi -Family Housing
Revenue Bonds and Affordable Housing Agreement with Southern
California Housing Development Corporation
Two issues relating to the Executive Lodge project are being considered: (1) City
Council shall consider approving the Redevelopment Agency's future issuance of
tax-exempt bonds. The pertinent bond documents and disclosure will be
submitted to the Agency Board for its approval at a later date. The City Council's
approval does not preclude the Agency's discretion whether or not to issue bonds
for the project; and (2) the Redevelopment Agency shall consider the Affordable
Housing Agreement with Southern California Housing Development Corporation
to renovate and convert the Executive Lodge Motel into a permanent, 124-unit,
affordable housing complex.
