Dated: //rp/9� Office of the City II CITYWIDE LIGHTING AND MAINTENANCE DISTRICT With the passage of Proposition 218 in November 1996, the full scope of services funded by the City's existing Citywide Lighting and Maintenance District could no longer be provided by the benefit assessment district. In July, property owners approved a revised Citywide Lighting and Maintenance District for street lighting and street tree maintenance only, with 65% reduction in the assessment revenue from the previous years. Not included within the revised assessment district were park maintenance and maintenance of traffic signals and street medians, representing a revenue loss to the City of approximately $2.0 million annually. During the planning process for implementation of Proposition 218, the City Council directed staff to explore the possibility of a replacement special tax to fund these services. Recommendation is to 1) review the staff report and give staff direction on determining the appropriate special tax rate and election date, and 2) authorize the expenditure of up to $30,000 to inform the community through published information on the special tax election.
