Agnd10.07 City Council Agenda • • October 7, 1997 B) CONSENT CALENDAR (continued) 7) Award of Bids a) Project No. GP-98301 Painting at Senior Center Annex Seven bids were received and opened on September 30, 1997, for this project which provides for painting of the interior and exterior at the West Covina Senior Center Annex. The lowest responsible is $6,800.00 from B & Z Construction of Monrovia, California. It is recommended that the City Council accept the bid of B & Z Construction in the amount of $6,800, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. b) Project No. MP-98509 - Compressed Natural Gas Fueling Facility At City Yard Six bids were received and opened on September 18, 1997, for the final design, permit attainment, and construction of a Compressed Natural Gas Fueling Facility at the City Yard. It is recommended that the City Council: Accept the bid of Allsup Corporation in the amount of $234,981 for the base bid and three options, as submitted at the bid opening on September 18, 1997, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done; and Approve the appropriation transfer of $15,000 from the Information Kiosk project (account 119-304-3855-7900) to the CNG fueling facility project (account 156-304-3859-7900). 8) Miscellaneous - Public Works a) Project Nos. SP-97103 & SP-97107 - Sunset Avenue and Lark Ellen Avenue Street Rehabilitation Funding The City of West Covina has designed a street rehabilitation project for Sunset Avenue and Lark Ellen Avenue with an estimated cost of 976,000.00. In order to receive Federal funds for this project, the City of West Covina must commit to the matching fund requirement of 11.47% of the project cost and agree to administer the project under the conditions set forth by the Federal Government. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, APPROVING SUPPLEMENT NO. Miscellaneous - Community Services Department b) Application for Funds from Proposition "A" 1996 Safe Neighborhood Parks Grant The Community Services Department is applying for grant funds allocated in Section 3.c.1 of the Los Angeles County Proposition A, Safe Neighborhood Parks Program, which voters approved in 1992 and later amended in 1996. Only the County and cities within the County, incorporated on or before 1993, are eligible for funding under this program, however, all such entities must first demonstrate that projects shall be utilized for important park and recreation purposes. This refund was a result of the Metropolitan Water District (MWD) refund to TVMWD for water purchases. The refund can now be distributed to individual City customers. It is recommended that the City Council approve the disbursement of surplus funds obtained from TVMWD to eligible customers based on the amount of water purchased during the period from May 1, 1995 to April 30, 1996, and authorize the City Engineer to proceed with the refund distribution. Motion by 2nd by to approve disapprove hold over 2) Project No. GP-98306 - Seismic Strengthening of Civic Center Parking In 1972, the City of West Covina built a 65,300 square foot parking structure next to the Police Station and City Hall. An engineering evaluation of the structure has concluded that a seismic strengthening construction project is necessary to provide improved earthquake resistance. During the 1997-98 Capital Improvement Project budget review, funding for this project was recommended from Redevelopment Agency Bond proceeds and a Federal Emergency Management Agency (FEMA) grant. The first step in completing the project is to select a structural design consultant to prepare plans, calculations, and specifications. Five consultants were interviewed with EQE International providing the best overall proposal. It is recommended that the City Council accept the proposal of EQE International to provide engineering design and inspection services for the amount of $29,000, and authorize the Mayor and the City Clerk to enter into an agreement with EQE International of Irvine, California. Motion by 2nd by approve disapprove hold over to 3) Proposed Agreement Between the City of West Covina and the Redevelopment Agency for the Use of Bond Proceeds for Public Improvements In order to finance the City's share of matching funds from a FEMA grant, for the seismic upgrade of the Civic Center parking structure, it is necessary to approve an agreement to enable the Redevelopment Agency to lend the City a portion of the 1993 revenue bond proceeds. The Agency will set aside a total amount of $296,000 for this project and authorize the expenditure of up to $29,000 for engineering services at this time. This will allow for engineering plans to be completed to allow contractors to bid on the project thus determining the actual cost of construction. Once this is done, the actual amount of bond proceeds necessary for completion can be determined. It is recommended that the City Council approve this method of financing the seismic improvements to the Civic Center parking structure by the use of FEMA and Redevelopment Agency funds, and approve the reduction in the principal amount of the Redevelopment Agency debt to the City of West Covina by the amount of Redevelopment funds utilized. The City hired Barakat and Chamberlin to review this request. This report is a result of this study. Staff recommends that the City Council: Adopt and authorize the Mayor and City Clerk to execute Amendment #9 of the Contract with West Covina Disposal, which would approve West Covina Disposal's rate increase request effective September 1, 1997. Direct staff to negotiate a contract amendment with West Covina Disposal to establish a mechanism that would enable the City to monitor, audit, and review any adjustments to the transfer station fee or percentage usage. Direct staff to return to the City Council by the next earliest meeting -for approval and execution of this amendment. Motion by approve disapprove 2nd by COMMUNITY DEVELOPMENT SERVICES 1) Planning Department hold over Resolution of Denial for Administrative Use Permit No. 3 Applicant: Fidel Bravo Location: 2045 Casa Linda Drive to On September 16, 1997, the City Council conducted a public hearing consider an appeal of Administrative Use Permit No. 3. allowing the construction of a 2,124+ square foot two-story addition to an existing 1,850+ square foot residence, which was previously approved by the Planning Commission on August 26, 1997. After receiving public testimony, the City Council determined that findings could not be made to approve the project and directed staff to prepare a resolution denying Administrative Use Permit No. 3, overturning the Planning Commission's decision. As directed by the City Council, staff has prepared a resolution of denial for Administrative Use Permit No. 3 and recommends that the Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, DENYING ADMINISTRATIVE USE PERMIT NO. 3. Funds will be restricted to low-income families. HOME funds require a 25% match, for which the Agency will need an appropriation. The City is required to adopt a resolution submitting the application to the state. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR FUNDING UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM; AND THE EXECUTION OF A STANDARD AGREEMENT AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOME INVESTMENT PARTNERSHIPS PROGRAM IF SELECTED FOR SUCH FUNDING Motion by 2nd by _ to waive further reading of the resolution and adopt disapprove hold over G) COMMUNITY SERVICES• No reports H) PUBLIC SAFETY SERVICES 1) Fire Department Funding for Paramedic Training and Authorization to Issue a Request for Proposal for Ambulance Service The Fire Department has completed the initial phase of implementing the Paramedic Engine Program and would like to proceed to the next step which is to reserve the funding for paramedic training and to issue a Request for Proposal to our two ambulance providers. In order to enter into the next phase of implementing this program, it is recommended that the City Council: Appropriate $4,684 for tuition to account 2184-6020 (paramedic training), $148,836 for coverage to account 2181-5113 (constant manning), and $44,000 for equipment to account 2184-6270 (paramedic equipment). Authorize the Fire Department to issue a "Request for Proposal" to our two ambulance providers. Once these next steps have been achieved, Fire Department staff will bring an additional report and recommendations to Council, which will include the following: • Award of a contract for ambulance services. Implementation of Phase II which will include the training of four additional firefighters. It also recommends the approval of the reclassification of the Jailer positions. Motion by 2nd by _ to waive further reading of the resolution and adopt disapprove hold over Agnd10.07 10 City Council Agenda • October 7, 1997 J) GENERAL ADMINISTRATION 1) City Manager a) Commission Attendance Policy At its August 19 meeting, the City Council considered options for a proposed attendance policy for Commissioners. The City Council directed staff to ascertain the opinions of the five Commissions regarding an attendance policy. This report provides the requested information, and staff seeks direction as to how to proceed. It is recommended that the City Council provide additional direction to staff for preparation of a draft ordinance establishing an attendance policy for City Commissioners. Motion by 2nd by r b) Community Services Center The City Council has identified the establishment and operation of a satellite City Hall facility in the Woodside Village area of West Covina as a part of the FY 1997-98 budget process. The FY 1997-98 Capital Improvement Program contains an appropriation of $75,000 to support this effort. With this as a starting point, staff has identified a potential location for this facility at 2413 S. Azusa Avenue and defined the range of services that could be offered. Included in this study are issues relating to staffing and the floor plan and furnishings necessary to equip the facility for the services to be provided. A lease has been negotiated, which is now before the City Council for approval. It is recommended that the City Council approve the proposed concept of operations for the Community Services Center, and authorize the City Manager to execute the lease with Harvey Capital for the property at 2413 S.
