A) HEARINGS
There may be reasonable limitations placed on the time for oral testimony at public hearings before the City Council.
Speakers should be prepared to submit additional comments beyond the time limit in writing to the City Clerk at or before
the time set for the public hearing.
1) West Covina Citywide Lighting and Maintenance District - Public Hearing
With the approval of Proposition 218 last November, the City of West Covina has
changed the method of establishing assessment rates in the Citywide district to
include only those costs which have a direct and special benefit to the property
owner. Both the 1972 Landscaping and Lighting Act and Proposition 218 require a
Public Hearing to be held to consider protests and to tabulate the results of the
mailed ballot election. Based on the results of this tabulation, the assessments may
or can not be levied.

4) Acceptance of Improvements and/or Release of Bonds
Project No. PP-97205B - Asphalt Repairs at Orangewood Park - Century
Paving, Inc.
Recommendation is to accept asphalt repairs and authorize release of Insurance
Company of the West, Bond No. 1486527, in the amount of $11,993.00, subject to
Notice of Completion.
5) Ordinance(s) for Adoption (waive reading and adopt)
One ordinance was introduced at the July I" City Council meeting and is presented
this evening for second reading and adoption. It is recommended that the City
Council adopt the following ordinance entitled:
ORDINANCE NO. - AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
AMENDING SECTION 15-8 AND SECTION 15-18 OF THE WEST
COVINA MUNICIPAL CODE REGARDING CURFEWS FOR JUVENILES.
6) Award of Bids
a) Approval of Agency Funding of Freeway Improvements and Award of
Contract Project No. MP-97145 - Freeway Landscape Visibility
Improvement Project Westbound I-10/Citrus Street On -Ramp
(Refer to Agency Agenda Item No.1)
The City Council shall consider approval of Redevelopment Agency
funding of freeway improvements and award of contract to the lowest
responsible bid received by Mariposa Horticultural Enterprises for
landscaping modification and improvement services related to the removal,
replanting, irrigation upgrade and maintenance of freeway landscaping along
the westbound I-10/Citrus Street on -ramp. It is recommended that the City
Council adopt the following resolution:
RESOLUTION NO. - A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA,
APPROVING A CONTRACT FOR THE INSTALLATION OF
FREEWAY IMPROVEMENTS AND APPROVING THE FUNDING
OF FREEWAY IMPROVEMTNES BY THE REDEVELOPMENT
AGENCY OF THE CITY OF WEST COVINA AND MAKING
CERTAIN FINDINGS THEREWITH.
b) Project Nos. GP-97303, GP-97304 and GP-98307- Miscellaneous
Improvements for Installation of Child Care Trailers at California,
Vine, and Wescove Schools
Two bids were received and opened on July 8, 1997, for this project which
provides for miscellaneous improvements for installation of child care
trailers at California, Vine, and Wescove Schools. The lowest responsible
bid is $49,536.00 from Whelan Construction of West Covina, California. It
is recommended that the City Council accept the bid of Whelan
Construction in the amount of $49,536 and authorize the Mayor and City
Clerk to execute an agreement with same for the work to be done.

a) Capital Improvement Program and Building Activity Report
Second Quarter 1997
This report is to provide the City Council with a summary of Major Building
Permits issued and Capital Improvement Activity during the quarter ending
June 30, 1997. It is recommended that the City Council receive and file this
report.
Miscellaneous - Community Services Department
b) Human Services Commission Name and Organizational Changes
The Human Services Commission is seeking to change its name to better
identify its relationship with the Community Services Department and the
community. In conjunction, the Commission wishes to amend portions of
the West Covina Municipal Code governing the organizational structure and
composition of the Commission. It is recommended that the City Council
introduce the following ordinance:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, REORGANIZING AND
RENAMING THE HUMAN SERVICES COMMISSION TO THE
"COMMUNITY SERVICES COMMISSION" BY AMENDING THE
WEST COVINA MUNICIPAL CODE SECTION2-74, ET SEQ.
Miscellaneous - Environmental Services
c) BKK Landfill Closure Plans Status Report
This is an updated report on the status of plans for BKK Landfill closure and
other related BKK matters. This is a part of the City program to keep the
community informed of the progress toward implementation of the closure
plans for the BKK Landfill. It is recommended that the City Council receive_
and file this report.

C) PUBLIC WORKS SERVICES
1) Update on Potential Sale of the West Covina Water Sum& System
Pursuant to City Council direction, the City contracted with a consultant to establish
the value of the City's water supply system and prepare a report. The report has
been completed and potential values have been established for both a private
(regulated) purchaser and a public purchaser. Staff has reviewed the report and
analyzed a variety of issues including: possible benefits of sale, procedures
available for sale, impact on current City personnel, potential net proceeds, and
General Fund impact. It is recommended that the City Council approve the
preparation and issuance of Requests for Qualifications for the acquisitions for the
acquisition of the City's water utility. It is further recommended that the City
Council appropriate $50,000 from Water Fund Reserves, and approve the retention
of Bookman-Edmonston to prepare the RFQ and assist in evaluating the responses.

H) PUBLIC SAFETY SERVICES
1) Fire Department
Paramedic Engine Companies
The Fire Department management staff is recommending that we reorganize the
staffing and capabilities of our first -line units so that we may better address the
needs of our community. Due to fire prevention activities, stricter codes, and better
public education, the fire problem in West Covina has steadily decreased over the
years, however, the number of medical calls is increasing. By reorganizing the
staffing of our units we can provide an extraordinary level of pre -hospital
emergency medical care.
The proposed reorganization will transfer all paramedics to engine companies and
delete the use of paramedic squads. West Covina will be served by five advanced
life support units instead of two. Advanced life support measures will begin upon
the arrival of the engine company. The proposed system also recommends the
implementation of a public/private partnership with a private ambulance company
to provide patient transport.

In order to begin the implementation process, it is recommended that the City
Council authorize the Fire Department to:
a) Meet and confer with the Firefighters Association for program implementation.
b) Begin negotiation with our two ambulance providers, Cole-Shaefer and
American Medical Response, to develop a proposal that will be beneficial to the
City as well as to the ambulance provider.
c) Authorize the Fire Department to reserve four paramedic training slots for the
September training class.
