1) First Supplemental Weed and Rubbish Abatement List - Protest Hearing
This request is the final step in the administrative process for the First Supplemental
Weed and Rubbish Abatement List for the 1997 Weed Abatement Program. It asks
the City Council to receive and file the Affidavit of Mailing, conduct a public
hearing to hear any public protests, and order the abatement of weeds and rubbish.

On May 20, 1997, the City Council preliminarily approved the Engineer's report for
West Covina Landscape Maintenance District No. 4. In addition, the City Council
declared its intention to levy and collect assessments within the District and set July
1, 1997 as the date for the Public Hearing. Staff is proposing to maintain the current
assessment rates for the Fiscal Year beginning July 1, 1997. The City Council
should now hold the required hearing to levy and collect assessments. The total
amount to be assessed is approximately $761,389.

5) West Covina City Sewer Service Charge - Method of Collection - Public
Under the provisions of the State Law, a Public Hearing is required to be held by the
City Council on the collection method for the Citywide Sewer Service Charges for
the Fiscal Year beginning July 1, 1997. The proposed rate for Fiscal Year
beginning July 1, 1997 is $21.95 per unit. The proposed rate is unchanged from the
1996-97 fiscal year rate.

On December 3, 1996, the City Clerk's Office received a claim for property
damages. The amount of claim had not been determined at time of
presentation.

On April 8, 1997, the City Clerk's Office received a claim for personal
injuries. The amount of claim had not been determined at time of
presentation.
c) James Schwedler vs City of West Covina
On April 23, 1997, the City Clerk's Office received a claim for property
damage amounting to $1,175.00.
d) Irvin R. Tehon. RPH vs City of West Covina
On April 18, 1997, the City Clerk's Office received a claim for personal

Project No. PP-97220 - Heritage Gardens Phase II - Landscape and Irrigation
Green Giant Landscape, Inc.
Location: 3510 East Cameron Avenue
Recommendation is to accept landscape and irrigation improvements and authorize
release of American Motorists Insurance, Bond No. 35M88995200, in the amount
of $51,185.00, subject to Notice of Completion.
6) Traffic Committee Minutes of June 17 1997
Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
The request of Ms. Carter, Principal of Hollingworth School, that conditions on
Hollingworth Street between Sentous Avenue and Ferntower Avenue be reviewed
resulted in a recommendation:
THAT TWO FOOT SEGMENTS OF RED CURB BE INSTALLED ON
EACH SIDE OF THE DRIVEWAY APPROACHES TO 3012, 3016, 3020,
AND 3030 HOLLINGWORTH STREET.

7) Miscellaneous - Finance Department
a) Appropriations Limit for Fiscal Year 1997-98
Article XIIIB of the California Constitution imposes an appropriations limit
on units of State and local government. This report requests adoption of the
1997-98 appropriations limit for the City of West Covina. It is
recommended that the City Council adopt the following resolution:

SETTING THE ANNUAL APPROPRIATIONS LIMIT FOR THE
FISCAL YEAR 1997-98.
Miscellaneous - Planning Department
b) Consultant Services Contract for Initial Study and EIR Scoping - BKK
Landfill Final Closure and Post Closure Maintenance Plan and Land
Use Entitlements
The Planning Department is seeking authorization to retain the services of
an environmental consulting firm to prepare an Initial Study, Notice of
Preparation, and environmental impact report Scoping outline for the Class
III Final Closure and Post Closure Maintenance Plan and various land use
entitlements on the site of the BKK Landfill. It is recommended that the
City Council authorize the City Manager to execute a contract for
professional services with SCS Engineers.
Miscellaneous - Police Department
c) Amendment to Curfew Ordinance
Two amendments to the City's two curfew ordinances are attached. One is
an urgency ordinance, effective immediately, and one is for introduction.
These amendments are needed because of a Ninth Circuit decision which
required changes in a curfew ordinance similar to the City's. It is
recommended that the City Council take the following actions:
i) Adopt an ordinance entitled:

a) Contract for Services with Citrus Valley Medical Center - Queen of the
Valley Campus
Staff further recommends that City Council authorize the Finance Director
to execute the Memorandum of Understanding with the Citrus Valley
Medical Center establishing the above terms and agreements, and the Police
Chief to fund payment of the settlement form savings achieved during the
1996-97 budget year.

1) Appointment of City Commissioners
The terms of twelve members of the five City Commissions will expire on June 30,
1997. Additionally, one seat on the Planning Commission is vacant as a result of
the election of Commissioner Melendez to the City Council. This report is for
information only. However, if the City Council desires to fill the vacancy on the
Planning Commission at this time, it is recommended that the City Council adopt
the following resolution:
