This report requests adoption of the 1997-98 appropriations limit for the City of West Covina. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, SETTING THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1997-98. Miscellaneous - Planning Department b) Consultant Services Contract for Initial Study and EIR Scoping - BKK Landfill Final Closure and Post Closure Maintenance Plan and Land Use Entitlements The Planning Department is seeking authorization to retain the services of an environmental consulting firm to prepare an Initial Study, Notice of Preparation, and environmental impact report Scoping outline for the Class III Final Closure and Post Closure Maintenance Plan and various land use entitlements on the site of the BKK Landfill. It is recommended that the City Council authorize the City Manager to execute a contract for professional services with SCS Engineers. Miscellaneous - Police Department c) Amendment to Curfew Ordinance Two amendments to the City's two curfew ordinances are attached. One is an urgency ordinance, effective immediately, and one is for introduction. These amendments are needed because of a Ninth Circuit decision which required changes in a curfew ordinance similar to the City's. It is recommended that the City Council take the following actions: i) Adopt an ordinance entitled: ORDINANCE NO. - AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA AMENDING SECTION 15-8 AND SECTION 15-18 OF THE WEST COVINA MUNICIPAL CODE REGARDING CURFEWS FOR JUVENILES AND DECLARING THE URGENCY THEREOF. ii) Introduce an ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA AMENDING SECTION 15-8 AND SECTION 15-18 OF THE WEST COVINA MUNICIPAL CODE REGARDING CURFEWS FOR JUVENILES. agnd7.01.97 City Council Agenda • • July 1, 1997 H) PUBLIC SAFETY SERVICES (continued) 1) Police Department (continued) a) Contract for Services with Citrus Valley Medical Center - Queen of the Valley Campus Staff further recommends that City Council authorize the Finance Director to execute the Memorandum of Understanding with the Citrus Valley Medical Center establishing the above terms and agreements, and the Police Chief to fund payment of the settlement form savings achieved during the 1996-97 budget year.
