ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING THE WEST COVINA MUNICIPAL CODE BY AMENDING THE OFFICIAL ZONING MAP (ZONE CHANGE NO. 651- HASSEN IMPORTS PARTNERSHIP). 6) City Treasurer's Report City Treasurer's Report for the month of March, 1997. agnd05.06 5 City Council Agenda May 6, 1997 7) Award of Bids a) Project No. PP-97205A - Batting Cage and Storage Building at Oraneewood Park Four bids were received and opened on April 28, 1997, for this project which provides for the construction of a batting cage and storage building at Orangewood Park. The lowest responsible bid is $27,450.00 from Whelan Construction of West Covina, California. It is recommended that the City Council accept the bid of Whelan Construction in the amount of $27,450.00 and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. b) Proiect No. PP-97205B - Asphalt Repairs at Orangewood Park Three bids were received and opened on April 28, 1997, for this project which provides for asphalt repairs at Orangewood Park. The lowest responsible bid is $11,993.00 from Century Paving, Inc., of La Mirada, California. It is recommended that the City Council accept the bid of Century Paving, Inc., in the amount of $11,993.00 and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. c) Project No. GP-97301 - New Walkway Cover, Roofing Repairs, and Paintine at West Covina Senior Center Two bids were received and opened on April 28, 1997, for this project which provides for a new walkway cover, roofing repairs, and painting at the West Covina Senior Center. The lowest responsible bid is $28,982.00 from Whelan Construction of West Covina, California. It is recommended that the City Council accept the bid of Whelan Construction in the amount of $28,982.00 and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. d) Proiect No. MP-97141 - Directional Sienaee One bid was received and opened on April 29, 1997, for the fabrication and installation of eighteen directional signs for seven major commercial corridors in the City. The bid is $52,102.80 from Hoke Outdoor Advertising of Orange, California. It is recommended that the City Council accept the bid of Hoke Outdoor Advertising in the amount of $52,102.80, and authorize the Mayor and City Clerk to execute an agreement with same for the work to be done. e) Award of Bid for Fixed Asset Inventory and System to Value Resource r Manaeement The last time an inventory of fixed assets was conducted was June 30, 1991 Staff recommends the award of bid for a fixed asset inventory and appraisal to Value Resource Management. Staff also recommends the purchase of an in-house software system from Value Resource Management that will eliminate the need for costly annual updates. Staff recommends that the City Council take the following actions: • Authorize the Finance Department to contract with Value Resource Management to conduct an inventory of Fixed Assets at a cost of $6,000; • Authorize the Finance Department to procure the complete fixed asset accounting system from Value Resource Management at a cost of $8,200; and • Authorize the Finance Department to order from Marshall & Stevens an ASCII file of the existing fixed asset subsidiary ledger at a cost of $1,500. agnd05.06 6 City Council Agenda May 6, 1997 8) Miscellaneous - Public Works a) Proiect No. PP-97210-A Outfield Netting at Maverick Field During the approval process for the lighting of Maverick Field, the Planning Commission recommended adding outfield netting to limit the number of baseballs that enter the adjoining residential properties. During the construction and installation of the netting, three homeowners whose property abuts the field objected to the netting and have requested that it not be installed adjoining their property. It is recommended that the City Council authorize a reduction in scope of Project No. PP-97210-A to only install outfield netting adjoining the properties at 2707 and 2715 Vanderhoof Drive. b) Project No. SP-96102 - Program Supplement 002 to State - Local Transportation Partnership Program (SLTPP) No. SLTPP-5259 Shadow Oak Drive - Street Rehabilitation Proiect This program supplement amends an existing State -Local Transportation Partnership Program (SLTPP) Agreement by adding State sharing funds for the street rehabilitation work done on Shadow Oak Drive from Amar Road to Nogales Street. The adoption of a resolution is necessary to obtain the State sharing funds of $89,745. It is recommended that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA APPROVING SUPPLEMENT NO.002 - STATE -LOCAL TRANSPORTATION PARTNERSHIP PROGRAM AGREEMENT NO. SLTPP-5259 AND AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE SAID SUPPLEMENT NO.002. c) Transfer of Funds for Tree Related Emergency Service Two major wind storms caused an unusual amount of tree damage this Fiscal Year. The cost of emergency response related to this damage significantly depleted the funds budgeted for normal tree maintenance (e.g.: citywide tree trimming). With a transfer of funds from unallocated Citywide Maintenance District Reserves to cover the cost of these emergency services, normal tree trimming can continue at the current pace which will reduce the cost of emergency services in the future. It is recommended that the City Council authorize the transfer of $55,773.00 from Citywide Maintenance District Reserves (Fund 188) to Landscape Maintenance 188- 2241-6130 to reimburse this budget item for emergency services. Miscellaneous - Finance Department d) Disposition of Civic Center Authority Investments The Council will consider options for disposing of an investment held by the Civic Center Authority. Staff recommends that the Council authorize the City to purchase the Student Loan Marketing Association Medium term note (CUSIP 986387RLU4) for $2,444,612 from the Civic Center Authority before June 5, 1997. Miscellaneous - Waste Management Enforcement Agency e) Resolution Authorizing Enforcement Assistance Grant Aimlication The California Integrated Waste Management Board (CIWMB) has an Enforcement Assistance Grant Fund Allocation for Local Enforcement Agencies (LEA'S). The fund allocation for the City of West Covina will be approximately $14,807. Staff recommends that the City Council adopt the following resolution: apd05.06 7 City Council Agenda + May 6, 1997 RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR AN ENFORCEMENT ASSISTANCE GRANT Miscellaneous - Planning Department f) Transfer of Funds for Limited Service Planning Assistant Position The Planning Department is requesting approval of transfer funds to cover the salary of the Department's part-time Planning Assistant position through the balance of the 1996/97 fiscal year. It is recommended that the City Council authorize the transfer of an additional $6,500 from Other Contractual (110-2313-6120) to Limited Service (110-2313-5112). Miscellaneous - Environmental Services g) BKK Landfill Groundwater Remediation Schedule The Waste Management and Environmental Quality Commission, at their April 17' meeting, reviewed the results of the April 11 joint meeting with the City Council. They and others were to be briefed by the U.S.Environmental Protection Agency and the BKK Corporation on the Remediation of the Groundwater Contamination adjacent to the BKK Landfill. This is a report on the Commission's appraisal of the meeting. The Waste Management and Environmental Quality Commission recommends to the City Council that the City request a program and schedule be submitted from BKK and the USEPA that: Lists the tasks to be completed to achieve the objectives of clean up from the landfill off -site and dewatering on the landfill site; Lists who will complete each work task; and Sets forth an aggressive schedule to complete the work, including simultaneous work on remediation and further studies. The Commission further recommends the City Council enlist legislative support to achieve these objectives as required by current laws. h) West Covina Disposal Payment Center Closure West Covina Disposal submitted a request to stop using Currency Services on Azusa Avenue as a payment center and continue use of the Industry headquarters as the sole payment center. This is the Commission evaluation of this request. The Waste Management and Environmental Quality Commission recommends that the City Council: allow West Covina Disposal Company to replace Currency Services at 332 North Azusa with Lucky's Store at Eastland Shopping Center as the West Covina Disposal payment center for a year; request that the Commission evaluate the effectiveness of the Lucky's as a payment center after a year of operation; and • approve Amendment No. 7 to the Franchise Agreement and authorize the Mayor and City Clerk to execute the Amendment. = 05.06 City Council Agenda , May 6, 1997 ACTION ON THE FOREGOING CONSENT CALENDAR ITEMS 1 THROUGH 8: Motion by to waive further reading of the ordinances/resolutions and adopt, and to approve all items listed, except ROLL CALL: 2nd by Herfert, Howard, Melendez, Touhey, Wong D) PUBLIC WORKS SERVICES 1) West Covina Citywide Lighting and Maintenance District At the April 22, 1997 study session; the City Council reviewed preliminary assessment methodology for the Citywide Lighting and Maintenance District and the requirements of Proposition 218. In accordance with the City Council's direction, City staff and the assessment consultant, Berryman and Henigar, have prepared the Engineer's Report, cover letter, ballot language and special election information. It is recommended that the. City Council take the following actions: • Approve the proposed Introductory Letter and proposed ballot format • Issue direction to City staff regarding the potential use of a special election to approve a special tax to fund park maintenance. • Authorize staff to fund park maiintenance with Citywide Lighting and Maintenance District Reserves commencing July 1, 1997, pending a final decision on the utilization of a special election to approve a special tax. • Authorize the transfer of $15,400 from Citywide Lighting and Maintenance District Reserves to Account Number 188-320-2216-6117 for mailing and prepaid return postage for the pamphlets and ballots. Reconvene the City Council meeting at a.m./p.m. HUMAN SERVICES 1) Bureau of Justice Assistance Block Grant Funds The Human Services Department and the Police Department are jointly proposing a Federal Law Enforcement block grant funded program designed for Middle School aged youth. This program would be done in conjunction with the five Middle Schools serving West Covina youth and would provide prevention programs (recreation, counseling, tutoring, job skills, education experiences, etc.) after school. It is recommended that the City Council approve the concept of this project and allow the Police Department and Human Services Department to execute the project and expend the funds as laid out in the Bureau of Justice Assistance Block Grant. Motion by 2"d by to approve disapprove hold over PUBLIC SAFETY SERVICES 1) Police Department Hewlett-Packard Mainframe Computer Upgrade The West Covina Service Group must upgrade its Hewlett-Packard (HP) mainframe computer in order to provide computer services to existing and additional contract client agencies, including the West Covina Finance and Water Billing systems. It is recommended that the City Council take the following actions: a Pay off existing HP leases with a total cost of $371,000; a Upgrade the current Police Department system with the HP 979 system, with a total cost of $484,031; a Lease the new system from HP for a three-year period, with an annual interest rate of 6.2% and a monthly payment of $14,956.57; Authorize staff to surplus and sell the City Hall HP computer system for the highest available price and apply the receipts to the Computer Enterprise Fund; a Authorize the Police Chief to execute the new lease contracts with HP.
