CALL TO ORDER Wong, Melendez, Howard, Herfert, Touhey PUBLIC COMMENT ON ITEMS ON THE AGENDA II IMPLEMENTATION OF PROPOSITION 218 With the passage of Proposition 218 on the November 1996 ballot, and pursuant to City Council direction, staff and the City's consulting Assessment Engineer have prepared recommendations on the levy of assessments for the 1997/98 Citywide Lighting and Maintenance District. The purpose of this meeting is to review these recommendations and to give direction to staff on this matter. Additionally, due to recommended revisions to the resolutions initiating the 1997/98 Citywide District and Landscape Maintenance Districts 4, 6, and 7, revised resolutions are presented for adoption. It is recommended that the City Council consider staffs recommendations as to the rate and method of apportionment for the proposed Citywide District, the proposed ballot language for the Citywide District, potential public information approaches about the District, and preliminary recommendations regarding the anticipated District budget shortfall.
