A) HEARINGS

1) Weed Abatement 1997
This request is the final step in the administrative process for the Weed Abatement
Program. It asks the City Council to receive and file the Affidavit of Mailing,
conduct a public hearing to hear any public protests, and order the abatement of
weeds and rubbish.

a) Geronimo Guevara vs City of West Covina
On January 9, 1997, the City Clerk's Office received a claim for property
damage. The amount of claim had not been determined at time of
presentation.
b) Michael Flores vs City of West Covina
On January 31, 1997, the City Clerk's Office received a claim for lost
property in the amount of $50.00.
c) Princess Burks vs City of West Covina
On January 14, 1997, the City Clerk's Office received a claim for property
damage. The amount of claim had not been determined at time of
presentation.
d) K.L. Schoonover vs City of West Covina
On February 3, 1997, the City Clerk's Office received a claim for wrongful
death, personal injuries, and property damages amounting to $120,425.00.
e) Elizabeth Dupree vs City of West Covina
On June 6, 1996, the City Clerk's Office received a claim for personal
injuries amounting to $106,500.00.
f) Derek Washington vs City of West Covina
On December 9, 1996, the City Clerk's Office received a claim for monetary
loss amounting to $152.75.
g) Maryam Ibrahim vs City of West Covina
On November 8, 1996, the City Clerk's Office received a claim for
monetary loss amounting to $1,500.00.
4) Traffic Committee Minutes of March 18, 1997
Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or
Resolution is needed for the action to be implemented.
a) The request of Kelli McCounahey, 2911 South Citrus Street, that a 3-way
stop be installed at the intersection of Citrus Street and Spring Meadow
Drive resulted in the following recommendations.
THAT (W7) SIDE ROAD WARNING SIGNS AND (W29 AND W29A)
DOWNHILL GRADE WARNING SIGNS BE INSTALLED ON THE
CITRUS STREET APPROACHES TO SPRING MEADOW DRIVE.
THAT ADDITIONAL SPEED LIMIT SIGNS BE INSTALLED ON
CITRUS STREET SOUTH OF VINE AVENUE.
THAT THE POLICE DEPARTMENT INCREASE SPEED LIMIT
ENFORCEMENT AND USE THE RADAR SPEED TRAILER FOR

INTERSECTION OF CITRUS STREET AND SPRING MEADOW
DRIVE BE DENIED.
b) The request of Bob Gurrola, Erica Drive, that a traffic signal be installed at
the intersection of Amar Road with Woodgate Drive, resulted in a
recommendation:
THAT THE REQUEST THAT A TRAFFIC SIGNAL BE
INSTALLED AT THE INTERSECTION OF AMAR ROAD WITH
WOODGATE DRIVE BE DENIED.
c) The request of the City for an Engineering and Traffic Survey for San
Bernardino Road resulted in the recommendations:
THAT THE SPEED LIMIT ON SAN BERNARDINO ROAD
BETWEEN ORANGE AVENUE AND THE WESTERN CITY LIMIT
BE RETAINED AT 40 MPH.
THAT THE TRAFFIC COMMITTEE FINDINGS BE FORWARDED
TO THE LOS ANGELES COUNTY DEPARTMENT OF PUBLIC
WORKS AND THE CITY OF BALDWIN PARK AND THAT THEY
BE REQUESTED TO COMPLETE A TRAFFIC AND
ENGINEERING SURVEY OF THEIR ADJOINING SEGMENTS OF
SAN BERNARDINO ROAD.
d) The request of Bob Gurrola, Erica Avenue, that conditions at the intersection
of Evangelina Street with Erica Avenue be reviewed resulted in a
recommendation:
THAT A STOP SIGN (RI) WITH A STOP PAVEMENT MESSAGE
AND STOP BAR BE INSTALLED ON THE NORTHBOUND
APPROACH OF ERICA AVENUE TO EVANGELINA STREET.
e) The request from Dr. Sandra Ramos -Miller, Principal, C.J. Morris
Elementary School that a 4-way stop be installed at the intersection of Calle
Baja and Camino De Gloria resulted in a recommendation:
THAT THE REQUEST BE HELD OVER FOR FURTHER REVIEW.

At the City Council meeting of March 18, 1997, three ordinances were introduced.
Those ordinances are before Council this evening for second reading and adoption.
It is recommended that the City Council adopt the following ordinances:

ORDINANCE NO. - AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING CERTAIN
SECTIONS OF CHAPTER 26 (ZONING) OF THE WEST COVINA
MUNICIPAL CODE TO INCORPORATE REGULATIONS FOR AN
ADMINISTRATIVE USE PERMIT PROCEDURE. (CODE AMENDMENT
NO.277).
6) Award of Bids
a) Project No. WC-97B01 Maintenance of Heating, Ventilation, and Air
Conditioning Equipment at 13 City -owned Buildings
Three bids were received and opened on March 21, 1997, for this project
which provides for three years Maintenance of Heating, Ventilation, and Air
Conditioning (HVAC) Equipment for 13 City -owned buildings. The lowest
responsible bid is $5,753.00 per month from Cal -Air Conditioning Service
of Glendale, California. It is recommended that the City Council accept the
bid of Cal -Air Conditioning Service in the amount of $5,753.00 per month
and authorize the Mayor and City Clerk to execute an agreement with same
for the work to be done.
b) One Year Extension of the Street Sweeping Contract and Approval of
an Increase in the Contract Amount
The City of West Covina entered into a street sweeping contract with R. F.
Dickson Company Incorporated on April 19, 1994. This contract is due to
expire on April 19, 1997. The contract contains a clause allowing two, one
year extensions at a price mutually agreed upon by the Contractor and the
City. Staff recommends granting a one year extension on the contract and
approving a 2.4% increase in the contract amount. It is recommended that
the City Council take the following actions:
* Extend the existing three year contract with R.F. Dickson Company
Incorporated for a period of one year; and
* Authorize a 2.4% increase in the contract amount (from $12,543.50 per
month to $12,844.54 per month).
7) Miscellaneous - Personnel Services
a) Petition for Formal Recognition - San Bernardino Public Employees
Association
Official recognition by the City Council of the San Bernardino Public
Employees' Association is requested pursuant to Sections 2-213 through 2-
215 of the West Covina Municipal Code. It is recommended that the City
Council approve the Petition for Recognition from the San Bernardino
Public Employees Association as meeting the intent of Municipal Code
Sections 2-213 and 2-215.

Request for Traffic Signal at the Intersection of Amar Road and Westport
At its meeting on January 7, 1997, the City Council considered the Traffic
Committee review of conditions at the intersection of Amar Road and Westport
Street. The Traffic Committee found that one of the eleven warrants reviewed met
the conditions for a traffic signal. Based on their evaluation, the Traffic Committee
recommended that the request be denied. During the January 7, 1997 meeting, the
City Council requested staff to gather information on turning patterns and notify
nearby residents when this item would be considered by the Council. If the City
Council agrees with the Traffic Committee's recommendation, this report should be
received and filed. If the Council desires a traffic signal, it should direct the City
Engineer to prepare plans and specifications for a traffic signal at Amar Road and
Westport Street.

Project No. PP-97205 Request From Orangewood Park West Covina Pony
As part of the 1996-97 Capital Improvement Program review, the City Council
designated $70,000 to West Covina Pony Colt for construction of a drainage system
for the park and ball field, new concrete around the bleachers, and resurfacing of an
asphalt road. Because of a cost saving redesign, the field drainage system
construction will result in remaining unused funding in the project account of about
$20,000. The League has requested that the remaining funds plus an additional
$10,000 be allocated for expanding a storage building, new batting cage and re -
sodding of the infield. If desired by the City Council, it is recommended that the
project savings remain in Project No. PP-97205 for additional improvements. It is
further recommended that the additional request of $10,000 be deferred until
consideration of the 1997-98 Capital Improvement Program.

1) Briefing of Local Legislators Regarding the BKK Landfill
A meeting is scheduled for Friday, April 11, 1997, at 10:00 a.m. in the City Council
Chambers to brief our local legislators regarding the BKK Landfill and the
remediation of surrounding contaminated groundwater. Congressman Dreier, State
Senator Mountjoy and Assemblyman Miller, among others, have confirmed or been
invited to the briefing. It is recommended that this report be received and filed.

FY 1996-97 Mid -Year Budget Estimate and FY 1997-98 Budget Process
The City Council will review the status of the 1996-97 Budget and consider certain
budget adjustments; and consider a process for preparation of the Preliminary
Budget for fiscal year 1997-98. Staff recommends that the Council enact the
following:
a) Authorize a transfer of $33,000 from the General Fund to the Fee and
Charge Fund; and
b) Appropriate $23,573 from General Fund reserves to supplement
Reprographic Services budget account number 110-304-2540-6214 and
ratify the purchase of stationery and related items from Geographies in the
amount of $23,573.

1) Annual Appointments of City Council Representatives to Other Agencies
Each year, the City Council is asked to confirm appointments by the Mayor to a
number of organizations and governmental bodies which are filled by members of
the City Council. A list of these appointments is now before the City Council. It is
recommended that the Mayor make appointments to the various organizations
described in the staff report, subject to City Council confirmation. It is further
recommended that the representatives to the San Gabriel Valley Council of
Governments be named in the following resolution:
