Glendora, for an A/C helicopter lift on 2/26/97. 5 • . • C) CONSENT CALENDAR (continued) 5) Acceptance of Improvements and/or Release of Bonds a) Unclassified Use Permit No. 407 - Lily Lee Recommendation is to accept on -site and off -site improvements in conjunction with the construction of a second family unit and authorize release of a Time Certificate of Deposit, No. 191095, in the amount of $5,000.00. b) Project No. PP-97210 - Sports Lighting at Maverick Baseball Field Power Distributors Location: 330 South Citrus Avenue Recommendation is to accept baseball field lighting and authorize release of Continental Casualty Company, Bond No. 142344096, in the amount of $127,750.00, subject to Notice of Completion. 6) Traffic Committee Minutes Items approved by the Traffic Committee are effective upon approval of the City Council unless an Ordinance or Resolution is needed for the action to be implemented. a) A City -initiated request for Annual Vehicular Accident Report for 1996 (informational) resulted in the following recommendation: Receive and file. b) Annual Intersection Accident Rate Report for 1996 (informational) Summary: Staff has completed an analysis of all the reported traffic collisions at or about 80 major and minor intersections throughout the City for 1996. The intersections are listed in descending order of priority as defined by "Guidelines for Uniform Traffic Controls" distributed by the Los Angeles County Department of Public Works and according to the number of reported collisions. Intersections ranked highest on these lists are subject to further analysis. Traffic Committee Recommendation: * That additional street lights be installed at the intersection of Lark Ellen Avenue and Vine Avenue and that new RI stop signs be installed on all approaches to the intersection and that a new asphaltic cap be constructed on the southbound approach to the intersection of Lark Ellen Avenue with Vine Avenue. These items can be done at a nominal cost to the City and funds are available in the Operating Budget. * That staff prepare alternative striping plans with north/south left turn lanes for the intersections of Cameron Avenue with Lark Ellen Avenue and Service with Valinda Avenue. * That "stop ahead" signs with pavement messages be installed on the north and southbound approaches to the intersection of Citrus Street with Cortez Street. This item can be done at a nominal cost to the City and funds are available in the Operating Budget. * That weed abatement be scheduled on a regular basis for the slope on the northwest corner of Cameron Avenue and Garvey Avenue North. This item is routine and can be done as part of normal operations. * That traffic signal modifications providing additional signal indications be installed for the intersection of Amar Road with Azusa Avenue. This item can be funded from he current City project for minor traffic signal modifications. C C) CONSENT CALENDAR (continued) 6) Traffic Committee Minutes (continued) * That the findings regarding the intersection of Azusa Avenue with Workman Avenue be forwarded to the California Department of Transportation since North Azusa Avenue is a State Highway. * That near side signal indications be installed on the existing type I poles located on the north and southbound approaches to the intersection of Vincent Avenue with Workman Avenue. This item can be funded from the current City project for minor traffic signal modifications. 7) City Treasurer's Report City Treasurer's Report for the month of January, 1997. 8) Miscellaneous - Public Works a) Distribution of Metropolitan Water District (MWD) Surplus Moneys The MWD has refunded its surplus revenues for Fiscal Year 1995-96 to its member agencies. The Three Valley Municipal Water District (TVMWD) and Upper San Gabriel Valley Municipal Water District (USGVMWD) being member agencies received $2.784 million and $619,221 respectively. The adoption of the resolutions requests member agencies to refund retail providers its fare share of this surplus. It is recommended that the City Council adopt the following resolutions: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REGARDING DISTRIBUTION OF FUNDS RETURNED TO THREE VALLEYS MUNICIPAL WATER DISTRICT BY METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, REGARDING DISTRIBUTION OF FUNDS RETURNED TO UPPER SAN GABRIEL VALLEY MUNICIPAL WATER DISTRICT BY METROPOLITAN WATER DISTRICT OF SOUTHERN CALIFORNIA. b) 1997-1998 Renewal For Citywide Lighting and Maintenance District and Landscaping Maintenance Districts Nos. 4, 6, and 7 - Ordering of Engineer's Report The City currently collects revenue to fund a variety of public improvements and services in Maintenance Districts 4, 6, and 7, and in the Citywide Lighting and Maintenance District. In accordance with State law, the assessments for these districts require annual extensions. The first step in the process is the ordering of the Engineer's Report by the City Council. WEST COVINA LANDSCAPING MAINTENANCE DISTRICT NO 7 (FISCAL YEAR 1997-98 H C) CONSENT CALENDAR (continued) 8) Miscellaneous - Public Works (continued) c) Street Rehabilitation Work - La Sena Avenue from Puente Avenue to North City Limits - Approval of Payment La Sena Avenue between Badillo Street and Puente Avenue is located in the northeast corner of the City. The City boundary line which separates Baldwin Park from West Covina runs down the center of La Sena Avenue. Because the street was in disrepair, the City of Baldwin Park in participation with West Covina performed a street rehabilitation project on the entire street. The cost of the work on the City of West Covina's portion of the roadway is $10,534.00. It is recommended that the City Council authorize the City Engineer and Finance Director to execute the requisition for payment to the City of Baldwin Park in the amount of $10,534.00. Miscellaneous - Environmental Services d) BKK Landfill Closure Plans Status Report This is an updated report on the status of plans for BKK Landfill closure and other related BKK matters. This is a part of the City program to keep community informed of the progress toward implementation of the closure plans for the BKK Landfill. Staff recommends that the City Council receive and file this report. e) Used Oil Recycling Block Grant This report recommends that the City Council authorize the Director of Environmental Services to submit an application for a Fifth Cycle Used Oil Recycling Block Grant for the term of June 30, 1997 through June 30, 2000, to the California Integrated Waste Management Board (CIWMB) for up to $31,589 annually to promote and educate the community on used motor oil collection and recycling. Staff recommends that the City Council adopt the following resolution: RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AUTHORIZING THE SUBMITTAL OF A FIFTH CYCLE USED OIL BLOCK GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD. Miscellaneous - Fire Administration fJ Weed And Rubbish Abatement Contract Extension This request provides for approval of an extension of the 1993 Weed and Rubbish Abatement contract for 1997, at the 1993 Weed Abatement prices and approved price increases. It is recommended that the City Council approve an extension of the 1993 contracts for (1) year and authorize the Mayor and City Clerk to execute the contracts. g) Weed Abatement 1997 This request provides for the lawful and safe removal of dangerous and/or noxious weeds and trash from vacant unimproved properties in the City of West Covina during the 1997 calendar year. Staff is requesting City Council's direction on this request. Staff recommends the City Council authorize the staff to work with the property owner to prepare and process the annexation application and the zone reclassification with funding provided by the property owner. Motion by 2nd by to approve disapprove hold over 2) Commendation for Allen Winans of the Cal -EPA Department of Toxic Substances Control Mr. Allen Winans of the Cal -EPA Department of Toxic Substances Control served as the hydrogeologist for the Department on the BKK Landfill. Over five years he provided public reports to the Waste Management and Environmental Quality Commission and the community that clearly presented very complex and technical issues. It is the recommendation of the Waste Management and Environmental Quality Commission that the City Council approve a commendation for Mr. Allen Winans for his efforts to keep the public informed about conditions at the BKK Landfill. Motion by 2nd by to approve disapprove hold over K) GENERAL ADMINISTRATION 1) City Manager Fire Services Initiative - Report on Effects On February 7, 1997, representatives of the West Covina Firemen's Association, Local 3226, filed papers with the City Clerk indicating its intent to circulate an initiative petition which has as its objective to require the City Council to contract with the Los Angeles County Fire District for fire services. State law governing the processing of initiative petitions provides that the City Council may refer the proposed initiative measure to any City agency or agencies for a report on its fiscal impact; its effect on the City's general and specific plans; and any other matters the Council requests be included in the report. It is recommended that the City Council direct the City Manager, City Attorney, and appropriate City departments to prepare a report on the implications of the proposed initiative.
