1) Appeal of Conditional Use Permit No. 479
Applicant: Dennis McConaughy and C.R. Wilson
Location: 2646 E. Garvey Avenue South, east of Citrus Street
(within the Country Club Center)
On January 28, 1997, the Planning Commission approved Conditional Use Permit
No. 479 to allow the operation of a restaurant With alcohol service, dancing, and
indoor recreation uses, subject to certain conditions of approval. The appellants are
requesting that the City Council delete and amend certain conditions of approval of
the conditional use permit.

3) Ordinance for Adoption (waive reading and adopt)
At the City Council meeting of February 18, 1997, an ordinance was introduced for
a change of zone from "R-1" (One -Family Residential) to "MR-20" (Multiple -
Family Residential - 20 dwelling units per acre). This zone change encompasses the
4.26-acre site that will be used for the Lark Ellen affordable housing project. It is
before Council this evening for second reading and adoption. It is recommended
that the City Council adopt the following ordinance:

4) Miscellaneous - Environmental Services
Legislators Briefing Regarding the BKK Landfill
This is a report on the Legislators briefing regarding the BKK Landfill that was
requested by the City council. The meeting is confirmed for Friday, March 21,
1997, at 10:00 a.m. in Room 314 of the West Covina City Hall. It is recommended
that the City Council receive and file this report.

F) MAYOR'S REPORT
1) Purchase of Portable Backstop
Mayor Touhey has requested the City Council to consider approval of the
purchasing and installation of a portable backstop. This backstop would be used by
Mustang Pony Colt Baseball and be located at West Covina High School, It is
recommended that the City Council approve the purchasing of a portable backstop
to be used by Mustang Pony Colt Baseball and allocate the $2,500 from the
Miscellaneous Park Improvement Project PP-97-212.
