II PROPOSITION 218 - UNDERSTANDING THE ISSUES AND IMPACTS FOR
WEST COVINA
On November 5, 1996, the voters of California approved Proposition 218, also
known as "The Right to Vote on Taxes Act." The Proposition directly affects the
ability of the City to impose, increase, or continue to collect fees, charges and
assessments. The financial impacts for the City of West Covina depend on a
variety of issues such as what services are assessable and what level of ser-
vices would be supported with a vote of the community. The purpose of the
study session is to provide the City Council with an overview of Proposition 218
and to seek general direction on how to respond to it as the 1997/98 budget is
prepared.
